HomeMy WebLinkAboutItem 12b - County of Los Angeles Redistricting Proposal DATE: November 2, 2021 TO: Honorable Mayor and City Council FROM: Dominic Lazzaretto, City Manager By: Michael Bruckner, Deputy City Manager SUBJECT: REPORT, DISCUSSION, AND DIRECTION REGARDING COUNTY OF LOS ANGELES REDISTRICTING PROPOSALS Recommendation: Provide Direction SUMMARY On Thursday, October 28, 2021, the LA County Citizens Redistricting Commission (“CRC”) held a special meeting to discuss the proposed district maps that have been submitted. The Commission ultimately recommended that four maps continue to be considered. The Commission must select a final map by December 15, 2021. The maps can be found by visiting https://redistricting-lacounty.hub.arcgis.com. Further, the San Gabriel Valley Council of Governments (“SGVCOG”) Governing Board held a special meeting on Thursday, October 28, 2021. Gayla Kraetsch Hartsough, Executive Director and Mark Mendoza, Commissioner from the Los Angeles Citizens Redistricting Commission presented on the LA County redistricting process. As a result of discussion from this meeting, there was interest expressed to form a working group of SGVCOG Governing Board members with the purpose of developing a letter recommending LA County redistricting maps that best represent the San Gabriel Valley. It is anticipated that the working group’s recommendations will go to the Governing Board for consideration and possible action at the Board meeting scheduled on November 10, 2021. As a member of the SGVCOG, it is recommended that the City Council provide input for the COGs Governing Board to consider in drafting their recommendations to the LA County Citizens Redistricting Commission. FISCAL IMPACT There is no impact to the General Fund. Report, Discussion, and Direction Regarding County of Los Angeles Redistricting Proposals November 2, 2021 Page 2 of 2 ENVIRONMENTAL ANALYSIS The proposed actions do not constitute a project under the California Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that they will have no impact on the environment. Thus, these matters are exempt under CEQA. RECOMMENDATION It is recommended that the City Council determine that this project is exempt under the California Environmental Quality Act (“CEQA”); and provide direction on County of Los Angeles redistricting proposals.
