REGULAR MEETING MINUTES
TUESDAY, AUGUST 17, 2021
1. CALL TO ORDER — Mayor Tay called the Regular Meeting to order at 7:00 p.m.
2. INVOCATION — Reverend Darwin Ng, Arcadia Police Department Chaplain
3. PLEDGE OF ALLEGIANCE — City Clerk Glasco
4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Verlato, Cheng and Tay
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the Regular Meeting the City Council met in a Study
Session to consider a potential zone change and mixed-use project located at 233 East
Huntington Drive and 301 East Huntington Drive; he stated that City Council was in favor of the
general design; and that the proposed project will be brought back at a future City Council Meeting
for all required approvals.
City Attorney Deitsch further announced that the City Council met in a Closed Session to consider
the items listed on the posted agenda; he stated that no reportable action was taken on Items a.
and b.; that the City Council recessed to the Regular Meeting and will reconvene to Closed
Session after the Regular Meeting to discuss Item c.; and that no reportable action is expected.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto had no supplemental information.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler and seconded by Mayor Pro Tern Cheng to
read all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation of Proclamation to Santa Anita Little League for winning the Southern
California Championship.
9. PUBLIC HEARING
a. Public Hearing to receive input from the community regarding the redrawing of City
Council Election District Boundaries.
Recommended Action: Receive Public Input
City Manager Lazzaretto presented the Staff Report; and read for the record an email received
for public input by former Mayor Gary Kovacic.

Jeff Simonetti, of National Demographics Corporation, presented the PowerPoint presentation.
Mayor Tay opened the public hearing.
No public comments were received.
A motion to close the public hearing was made by Council Member Chandler. The City Council
concurred.
City Manager Lazzaretto explained that the City will hold a series of Public Hearings and one
Community Workshop as part of the process for redrawing of City Council Election Districts. No
action was requested or taken.
10. PUBLIC COMMENTS
Dean Radle, an Arcadia resident, appeared and provided his suggestions for properly maintaining
homes in the City; he recommended the City provide a flyer or guidance to residents outlining the
City's responsibility and the resident's responsibilities; he commented on homelessness and
provided solutions to help solve the issue.
Ross S. Heckmann, an Arcadia resident, appeared and expressed his gratitude to the City for
providing the Homelessness Newsletter; he indicated that he is in support of the Tiny Shelter
Project and hopes that the City Council moves forward with the project.
Steven Li, CEO and founder of Project Talent Launch ("PTL") appeared and spoke about the
company's mission to provide business internship opportunities to high school students; he invited
the City Council to attend the group's Award Ceremony; and indicated that he would like to partner
with Arcadia Unified School District to offer Arcadia students internship opportunities.
Jeannie Wang, an Arcadia resident, appeared and spoke about the homelessness problem in the
City; she expressed her reasons why she is opposed to the Tiny Homes Project; and urged the
City Council not to move forward with the Tiny Homes Project.
Susan Guo, an Arcadia resident, appeared and thanked City Manager Lazzaretto for hosting the
Community Forum on Homelessness; she indicated that there are resources for the unhoused
population; she provided her reasons why she is opposed to the Tiny Homes Project; and
recommended that the City Council begin exploring different solutions to the homelessness issue.
Zungi Zheng (Steve), an Arcadia resident, appeared and spoke about the homelessness issue in
the City; he thanked the City Council for conducting the Community Forum on Homelessness;
and expressed his reasons why he is opposed to the Tiny Homes Project.
Dr. Sheng Chang, an Arcadia resident, appeared and thanked the City for providing the
Community Forum on Homelessness; he spoke about the homelessness issue in the City; and
expressed his reasons why he is opposed to the Tiny Homes Project.
Annie Zhang, an Arcadia resident, appeared and expressed her reasons why she is opposed to
the Tiny Homes Project.
Jah Zhou, an Arcadia resident, appeared and expressed her reasons why she is opposed to the
Tiny Homes Project.

Jacob Pierce appeared and explained his reasons why he is in support of City Manager Item
13.a.; and recommended that the City Council remove Senate Bill 10 from the resolution as it
does not take away local control.
Sonia, an Arcadia resident, appeared and commented on the Community Forum on
Homelessness; she indicated that she is in support of the Tiny Homes Project; commented on
the City's lack of resources offered to the unhoused community; and provided an update on the
homeless woman that spoke at the Community Forum on Homelessness.
Bessie Politis, an Arcadia resident, appeared and expressed her disappointment with the efforts
to solve the homelessness issue; and indicated that she is in support of the Tiny Homes Project.
11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense(AB 1234]).
Council Member Beck responded to comments made by some of the public speakers regarding
homelessness; he asked those against the Tiny Homes Project who want to help the homeless
to email the City Council with alternative solutions; he commended the Public Works Services
Department and Code Services Division for their hard work in keeping Arcadia beautiful; he
congratulated the Santa Anita Little League team for winning the Southern California
Championship; he commended City Manager Lazzaretto and City staff for an excellent job putting
together the homelessness forum; and asked for City Council support to place an item on a future
agenda to consider modifying the City Council Meeting schedule during summer months. Council
Member Verlato and Council Member Chandler concurred.
Council Member Chandler thanked everyone for their well wishes.
Council Member Verlato wished Council Member Chandler a Happy Birthday; she congratulated
Monrovia Council Member Becky Shevlin, President of the San Gabriel Valley Council of
Governments and Chair of the Homelessness Committee for her appointment to the Blue Ribbon
Commission on Homelessness; she announced that last week she attended the Homelessness
Committee Meeting for the San Gabriel Valley Council of Governments; that she also attended
the concert at City Hall lawn; she noted that she received positive feedback regarding the
Community Forum on Homelessness; she reminded everyone that students are back in school
and asked parents to obey all traffic laws when dropping off their kids.
Mayor Pro Tem Cheng thanked Council Member Verlato for creating Purdy the peacock; he
thanked City staff and attendees that participated in the Community Forum on Homelessness;
asked for City Council support in order to re-evaluate the City's current anti-smoking ordinance,
Council Member Beck and Council Member Verlato concurred; he thanked Council Member
Chandler for his willingness to attend in-person City Council meetings; he commended the
Recreation & Community Services Department for raising money to provide short-term rental
assistance to those in need of housing; and thanked the public speakers for their comments.
City Clerk Glasco had no comments.
Mayor Tay wished Council Member Chandler a Happy Birthday; he announced the birth of his
first grandchild; he commented on comments made by the public speakers; he responded to
comments made by some of the public speakers regarding homelessness; he spoke about the
grant funds available to those in need of financial assistance; and encouraged those in need of
assistance to contact the Recreation & Community Services Department.

12. CONSENT CALENDAR
a. Regular Meeting Minutes of August 3, 2021.
Recommended Action: Approve
b. Resolution No. 7386 determining the amount of revenue to be raised from property
taxes for Fiscal Year 2021-22 to pay for the debt service on the 2011 and 2012 General
Obligation Bonds.
Recommended Action: Adopt
c. Cancellation of the September 7, 2021, Regular City Council Meeting.
Recommended Action: Approve
d. Professional Services Agreement with PFM Asset Management LLC for Investment
Advisory Services in an amount not to exceed $45,000.
Recommended Action: Approve
e. Agreement with the County of Los Angeles for the sharing of costs for the Michillinda
Avenue intersection improvements at Foothill Boulevard and Colorado Boulevard.
Recommended Action: Approve
f. Purchase Order with Performance Truck Repair Inc. for Fire Apparatus Service and
Repairs in the amount of$155,000.
Recommended Action: Approve
It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a
roll call vote to approve Consent Calendar Items 12.a. through 12.f.

13. CITY MANAGER
a. Resolution No. 7387 opposing California Senate Bill 9 — Housing Development:
Approvals and California Senate Bill 10—Planning and Zoning: Housing Development:
Density.
Recommended Action: Adopt
Council Member Verlato presented her views on the Staff Report and her reasons for raising the
issue for consideration.
A motion was made by Council Member Chandler, seconded by Council Member Beck, and
carried on a roll call vote to adopt Resolution No. 7387 opposing California Senate Bill 9—Housing
Development: Approvals and California Senate Bill 10 — Planning and Zoning: Housing
Development: Density.

b. Report, discussion, and direction regarding amendments to the City's Anti-Camping
Ordinance.
Recommended Action: Provide Direction
Council Member Beck presented his views on the Staff Report and his reasons for raising the
issue for consideration.
After City Council discussion a motion was made by Council Member Beck, seconded by Council
Member Chandler, and carried on a roll call vote to amend Ordinance No. 2374 to update the
camping prohibition hours from 7:00 a.m. to 10:00 p.m. to 7:00 a.m. to 8:00 p.m., and to add
clarifying language prohibiting camping on all real property or lots associated with prohibited
camping areas on public property.

14. ADJOURNMENT
Mayor Tay provided Antony Pulido's eulogy.
The City Council recessed to Closed Session at 10:27 p.m.
The City Council meeting adjourned in memory of long time City Employee Anthony Pulido at
10:27 p.m. to Tuesday, September 21, 2021, at 6:00 p.m. in the City Council Conference Room.
