REGULAR MEETING MINUTES
TUESDAY, SEPTEMBER 21, 2021
1. CALL TO ORDER— Mayor Tay called the Regular Meeting to order at 7:01 p.m.

4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Beck, Chandler, Verlato, Cheng and Tay
ABSENT: None
5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Maurer announced that prior to the Regular Meeting the City Council met in a Closed
Session to consider the items listed on the posted agenda; and stated that no reportable action
was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that, at the request of Mayor Tay, City Manager Item 13.a
will be moved to after public comments.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Beck and seconded by Mayor Pro Tern Cheng to read all
ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation of the Water Smart Hero Awards by the Arcadia Beautiful Commission.
9. APPOINTMENTS
a. Appointments to the Charter Review Committee.
Recommended Action: Approve
City Manager Lazzaretto presented the Staff Report and conducted the nomination process.
A motion was made by Council Member Beck, seconded by Council Member Verlato, and carried
on a roll call vote to appoint the following candidates to the Charter Review Committee:

10. PUBLIC COMMENTS
Annie Park, Public and Government Affairs Director of International Youth Fellowship, appeared
and provided information about the organization; and cordially invited the City Council to attend
the 2021 IYF Leaders Forum for the Next Generation.
The following individuals appeared and expressed their reasons why they are in support of the
Tiny Homes Project:

The City Council recessed at 8:02 p.m. and reconvened at 8:09 p.m.
It was the consensus of the City Council that City Manager Item 13.a be moved to this portion of
the Agenda.
13. CITY MANAGER
a. Report, discussion and direction regarding Homeless Programs and Services.
Recommended Action: Provide Direction
City Manager Lazzaretto presented the Staff Report.
After discussion, it was the consensus of the City Council to direct staff to conduct the following
actions related to homelessness:
1. Identify those that are at risk of becoming homeless and focus on preventing them from
becoming homeless.
2. Implement the anti-camping ordinance and report back on enforcement efforts within 90
days.

3. Within six months, conduct a true census of the homeless in Arcadia and provide a report
to the City Council.
4. Within six months, investigate and report on options about working with different
organizations other than LAHSA to advance homeless efforts.
5. Within six months, provide a report to City Council about the outcomes experienced in
other cities that have implemented tiny shelters and other transitional shelters.
A motion was made by Mayor Pro Tern Cheng, seconded by Council Member Beck, and carried
on a roll call vote to direct staff to carry out the five items list above in addition to continuing to
pursue the goals included in the adopted 5-Year Homelessness Plan:

11. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense(AB 1234]).
Council Member Beck commended the Arcadia Fire Department for the 9/11 Remembrance
Memorial Tribute; he announced that on September 23, the Foothill Unity Center is honoring
Mickey and Lee Segal at the Golden Plate Awards Gala; he thanked Assistant City
Manager/Development Services Director Kruckeberg for filling in while City Manager Lazzaretto
was on vacation; he further announced that on October 16, is a free Shredding Event for Arcadia
residents at the Arcadia Public Library; and wished everyone a happy Mid-Autumn Festival.
Council Member Verlato echoed Council Member Beck's comments regarding the 9/11 Tribute to
the first responders of 9/11; she announced that on September 23, she is attending the Golden
Plate Awards Gala; she commented on the passing of Senate Bill 9; and stated that we need to
do more at the State level to address homelessness.
Council Member Chandler stated that he wishes he could personally attend tonight's meeting;
and commended Mayor Pro Tem Cheng for a great job addressing City Manager Item 13.a.
Mayor Pro Tern Cheng announced that on September 4, the Arcadia Police Department hosted
a blood drive; he thanked the Arcadia Fire Department for the 9/11 Memorial; he further
announced that on September 18, he attended an event hosted by the Arcadia Chinese
Association and commented on the beautiful dancing and singing at the event. He thanked the
Arcadia Public Library for hosting the Friends of the Library Chinese Book Sale; and thanked City
Staff and all the residents that attended tonight's meeting.
Mayor Tay responded to comments made by speakers regarding homelessness; he announced
that he and Mayor Pro Tern Cheng attended the Independent Cities Association Summer
Seminar; he noted that he learned how other cities are handling the homelessness problem; and
highlighted the importance of listening to the community.
12. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of August 17, 2021.
Recommended Action: Approve
b. Resolution No. 7388 Amending the Fiscal Year 2021-22 Equipment Replacement
Program Budget authorizing a supplemental budget appropriation for the purchase
and upfittinq of one 2022 Chevrolet Silverado Four-Wheel Drive pickup truck in the

amount of$111,462.42, offset by a reduction in the Equipment Replacement Reserve
Fund, and approving a Purchase Order with 72 Hour LLC DBA National Auto Fleet
Group for the purchase of one 2022 Chevrolet Silverado Four-Wheel Drive pickup
truck in the amount of$59,324.62.
Recommended Action: Adopt and Approve
c. Resolutions approving Memoranda of Understandings establishing compensation and
related benefits for the represented employee groups, and Resolution No. 7389
amending the Fiscal Year 2021-22 General Fund Operating Budget authorizing a
budget appropriation for costs associated with the adoption of the Memoranda of
Understandings.
Resolution No. 7379 approving a Memorandum of Understanding establishing
Compensation and Related Benefits for Employees Represented by the Arcadia
Police Civilian Employees' Association, for July 1, 2021, through June 30, 2024.
Recommended Action: Adopt
Resolution No. 7380 approving a Memorandum of Understanding establishing
Compensation and Related Benefits for Employees Represented by the Arcadia City
Employees' Association, for July 1, 2021, through June 30, 2024.
Recommended Action: Adopt
Resolution No. 7381 approving a Memorandum of Understanding establishing
Compensation and Related Benefits for Employees Represented by the Arcadia
Public Works Employees' Association, for July 1, 2021, through June 30, 2024.
Recommended Action: Adopt
Resolution No. 7389 amending the Fiscal Year 2021-22 General Fund Operating
Budget authorizing a budget appropriation in the amount of $955,818 for costs
associated with adoption of the Arcadia Police Civilian Employees' Association, the
Arcadia City Employees' Association, and the Arcadia Public Works Employees'
Association Memoranda of Understanding.
Recommended Action: Adopt
d. Professional Services Agreement with ABM Industry Groups, LLC. for Janitorial and
Porter Services at various City facilities in an amount not to exceed $375,811.78.
Recommended Action: Approve
e. Professional Services Agreement with Trovao and Associates, Inc. DBA The
Christmas Light Guy Company to provide holiday decorations for the 2021 Holiday
Season in the amount of$39,700.
Recommended Action: Approve
f. Agreement with Occu-Med for Professional Occupational Health Program Services in
an amount not to exceed $30,000.
Recommended Action: Approve
g. Agreement with George Hills Company, Inc. for Third Party General Liability Claims
Administration Services in an amount not to exceed $185,820.

h. Assignment and Assumption Agreement between the City of Arcadia, East Pasadena
Water Company, and California-American Water Company.
Recommended Action: Approve
i. Foothill Air Support Team ("FAST") annual JPA cost in the amount of$70,521.

j. Revise the Classification Specifications for the following Fire Department Positions:
Fire Chief, Deputy Fire Chief, Fire Battalion Chief, Fire Captain, Fire Engineer, Fire
Paramedic, Firefighter, Fire Marshal, and Fire Inspector.
Recommended Action: Approve
k. Grant award from the Office of Traffic Safety—Selective Traffic Enforcement Program
for reimbursement of costs related to various traffic enforcement operations in the
amount of$50,000.
Recommended Action: Accept
I. Accept all work performed by Vasili, Inc. for the Miscellaneous Sewer Main Repair
Project as complete.
Recommended Action: Approve
m. Accept all work performed by Hardy and Harper, Inc.for Huntington Drive rehabilitation
improvements from Santa Clara Street to Fifth Avenue and the 2019 Miscellaneous
Arterial Rehabilitation as complete.
Recommended Action: Approve
It was moved by Mayor Pro Tern Cheng, seconded by Council Member Verlato, and carried on a
roll call vote to approve Consent Calendar Items 12.a. through 12.m.

13. CITY MANAGER
b. Ordinance No. 2381 Amending Section 7915 of Chapter 9 of Article VII of the Arcadia
Municipal Code relating to camping and storage of personal property on public property
and determining the ordinance is categorically exempt under the California
Environmental Quality Act ("CEQA").
Recommended Action: Introduce
City Manager Lazzaretto presented the Staff Report.
A motion was made by Council Member Beck, seconded by Council Member Chandler, and
carried on a roll call vote to introduce Ordinance No. 2381 amending Section 7915 of Chapter 9
of Article VII of the Arcadia Municipal Code relating to camping and storage of personal property
on public property and determining the ordinance is categorically exempt under the California
Environmental Quality Act ("CEQA"); amending the first sentence of Section 7915 with the
following phrase to read as follows: "The provisions of this Chapter shall not apply, except as
stated below, to any individual camping by necessity, including, for example, those instances in
which every shelter in the local area is at capacity."

a. Designate Mayor Tay as the Voting Delegate and Mayor Pro Tern Cheng as the
Alternate Voting Delegate for the 2021 League of California Cities Annual Conference
and Expo and provide direction on Resolutions No. 1 and Resolution No. 2.

Administrative Intern Aguilar presented the Staff Report.
A motion was made by Council Member Chandler, seconded by Council Member Verlato, and
carried on a roll call vote to designate Mayor Tay as the Voting Delegate and Mayor Pro Tern
Cheng as the Alternate Voting Delegate for the 2021 League of California Cities Annual
Conference and Expo and to support Resolution No. 1 and Resolution No. 2.

c. ADJOURNMENT
Mayor Tay provided Marine Lance Corporal Kareem Nikouithis' eulogy.
The City Council meeting adjourned in memory of Marine Lance Corporal Kareem Nikouithis,
former Arcadia School District Student at 11:05 p.m. to Tuesday, October 5, 2021, at 6:00 p.m. in
the City Council Conference Room.
