HomeMy WebLinkAboutItem 10a - Regular Meeting Minutes of November 2, 2021 1 11-02-2021 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, NOVEMBER 2, 2021 CALL TO ORDER – Mayor Tay called the Closed Session to order at 6:00 p.m. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Chandler, Verlato, Cheng, and Tay ABSENT: None PUBLIC COMMENTS – No one appeared. STUDY SESSION a. Report, discussion, and direction regarding possible uses for the City’s allocation of American Rescue Plan Act (“ARPA”) Funds. City Manager Lazzaretto provided the PowerPoint presentation. After City Council discussion, a motion was made by Mayor Pro Tem Cheng, seconded by Council Member Chandler, and carried on a roll call vote to approve the use of $100,000 in American Rescue Plan Act funds for a gift card program. Patrons of brick and mortar businesses in Arcadia could redeem a certain dollar amount of their purchases at participating stores in Arcadia between the period of December 1 to December 14 of this year for free gift cards while the $100,000 funding lasts. City Staff will work out the details and then market the details of the gift card program. AYES: Chandler, Verlato, Beck, Cheng, and Tay NOES: None ABSENT: None City Council continued further discussion of use of the American Rescue Plan Act funds to an upcoming City Council Meeting. CLOSED SESSION a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators. City Negotiators: City Manager Dominic Lazzaretto, Assistant City Manager/Development Services Director Jason Kruckeberg, and Administrative Services Director Hue Quach. Employee Organizations: Arcadia Firefighters’ Association. No reportable action was taken on the Closed Session Items. The Closed Session ended at 6:57 p.m. 2 11-02-2021 Regular Meeting City Council Chamber, 7:00 p.m. 1. CALL TO ORDER – Mayor Tay called the Regular Meeting to order at 7:01 p.m. 2. INVOCATION – Reverend Eva Thai-Erwin, Church of the Good Shepherd 3. PLEDGE OF ALLEGIANCE – City Clerk Glasco 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Chandler, Verlato, Cheng, and Tay ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Deitsch announced that prior to the Regular Meeting the City Council met in a Closed Session to consider the one item listed on the posted agenda. No reportable action was taken; in addition, the City Council conducted a Study Session. The City Council provided direction to City Staff regarding the possible uses for the City’s American Rescue Act Funds provided by the Federal government with one action taken; a motion was made by Mayor Pro Tem Cheng, and seconded by Council Member Chandler, and the City Council unanimously approved the use of $100,000 in American Rescue Plan Act funds for a gift card program conceptually as follows: patrons of brick and mortar businesses in Arcadia could redeem a certain dollar amount of their purchases at participating stores in Arcadia between the period of December 1 to December 14 of this year for free gift cards while the $100,000 funding last. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto reported that the Agenda was amended to include item 12b regarding the County of Los Angeles redistricting proposal. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Beck and seconded by Council Member Verlato to read all ordinances and resolutions by title only and waive the reading in full. 8. PRESENTATIONS a. Presentation of Arcadia Festival of Bands Proclamation. 9. PUBLIC COMMENTS Arcadia resident Scott Chiang appeared and expressed his concerns about a lack of regulation of smoking near residential units. 3 11-02-2021 10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Beck shared photos of the unveiling of the Anita Baldwin Statue on October 25; he thanked Council Member Verlato for her encouragement and involvement in bringing the statue to the City; he further thanked Council Member Cheng for initiating the annual Clean-up Day in Arcadia and announced that the first Clean-up Day is this Saturday; he further announced that on November 10, the City will have a workshop regarding district boundaries. Council Member Verlato commented on the Anita Baldwin statue and the recognition it gave Anita Baldwin; she shared photos of Downtown Arcadia Halloween Haunt and thanked City Departments for all their efforts and work in assisting in the Halloween Haunt; she further thanked the Arcadia Chinese Association, Methodist Hospital, Arcadia Historical Society, Police Foundation, Arcadia High School Seniors of Merit at Work and so many other groups that participated in the Halloween Haunt event; she announced that the next Downtown Arcadia event will be the Holiday Market, which will be held on December 4 from 11 a.m. to 6 p.m.; she further announced that, on November 3, there would be lunch with City Clerk Gene Glasco at the Arcadia Woman’s Club. Council Member Chandler thanked Council Member Verlato for initiating and completing the Anita Baldwin statue project. Mayor Pro Tem Cheng announced that he worked with Operation Gratitude and Recreation & Community Services Director Somogyi to provide 140 local veterans with gift baskets to thank them for their service. Baskets will be distributed at a luncheon on November 10; he thanked all veterans for their service; he further announced that November 6 will be the first Clean-up Day on behalf of Jim Barrows held at Wilderness Park from 9 a.m. to noon; he further thanked Mayor Tay for allowing him to adjourn tonight’s meeting in honor of Jack McEwan as he attended his celebration of life on October 23. Gene Glasco announced that Veterans Day is November 11; and shared a greeting to all veterans on behalf of Veteran of Foreign Wars Matthew M. Fritz Mihelcic. Mayor Tay announced that the Anita Baldwin Statue was unveiled on October 25; he further announced that there will be a Redistricting Workshop on November 10 at 6 p.m. at the City Council Chambers. 11. CONSENT CALENDAR a. Special and Regular Meeting Minutes of October 19, 2021. Recommended Action: Approve b. Donation in the amount of $1,000 from the Hakka Foundation for the purchase of supplies, services, and programming at the Gilb Museum of Arcadia Heritage. Recommended Action: Accept c. Ordinance No. 2380 amending the Arcadia Municipal Code by adding Part 5 to Article V, Chapter 1 relating to a prohibition on the distribution or sale of prepared food or beverages in any polystyrene container and establishing an opt-in requirement for disposable food service ware items for food providers and third-party app-based delivery platforms. Recommended Action: Adopt 4 11-02-2021 d. Ordinance No. 2383 adding Part 4 to Chapter 1 of Article V of the Arcadia Municipal Code relating to Organic Waste Disposal Reduction. Recommended Action: Adopt e. Contract with Carrier Corporation for HVAC Package Unit replacements in the amount of $65,355. Recommended Action: Approve f. Purchase Order with Yamada Enterprises for Phase II of New Furniture and Charging Systems for the Arcadia Public Library in the amount of $36,798.43. Recommended Action: Approve g. Accept all work performed by Advanced Equipment Corporation for the Community Center Partition Wall Recovering Project as complete. Recommended Action: Approve h. Accept all work performed by CT&T Concrete Paving, Inc. for the Fiscal Year 2020-21 Annual Concrete Repairs Project as complete. Recommended Action: Approve It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a roll call vote to approve Consent Calendar Items 11.a. through 11 h. AYES: Verlato, Beck Chandler, Cheng, and Tay NOES: None ABSENT: None 12. CITY MANAGER a. Report, discussion, and direction regarding no smoking regulations in the City of Arcadia. Recommended Action: Provide Direction Deputy City Manager Bruckner presented the Staff Report. A motion was made by Mayor Pro Tem Cheng, seconded by Council Member Beck, and carried on a roll call vote to have staff prepare an Ordinance prohibiting smoking within a certain number of feet of a commercial entrances, prohibiting smoking within a certain number of feet near and within outdoor dining areas, and no smoking in common areas of residential/multi-family residential units, allowing smoking inside those units as long as the smoke does not permeate beyond the borders of those units. AYES: Cheng, Beck, Verlato, and Tay NOES: Chandler ABSENT: None b. Report, discussion, and direction regarding County of Los Angeles redistricting proposals. Recommended Action: Provide Direction City Manager Lazzaretto presented the Staff Report. 5 11-02-2021 The City Council discussed the redistricting maps and it was the consensus of the City Council to add an item to the November 16, City Council Meeting agenda to consider a letter to the Redistricting Commission stating Arcadia’s desire to maintain approximately the same split of cities between two districts in the San Gabriel Valley. 13. ADJOURNMENT The City Council adjourned in memory of long-time Arcadia resident Jack McEwan at 8:57 p.m. to Tuesday, November 16, 2021 at 6:00 p.m. in the City Council Conference Room.
