SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Ms, Butler il/dicated that an e-mail was reeeived and has been distributed from Dick Suchter in favor of 1048 Volante Dr, MOTION It was moved by Commissioner Wen, seeonded' by Commissioner Hsu to read all resolutions by title only and waive reading the full body of the resolution, The motion passed by voice vote with no one dissenting. Chairman Baderian closed the public.hearing, MOTION: It was moved by Commissioner Olson, seconded by Commissioner Wen to close the public hearing. The motion passed by vQice vote with no one dissenting, MOTION: It was moved by Commissioner Olson, seconded by Commissioner Wen to approve TPM 2003- 025 subjeet to the conditions listed in the staff report. PUBLIC HEARING MP 2003-010 & TR 2003-017 270 Orange Grove Ave, Steve Perelaz Consideration of modifications and Oak Tree encroachment for the construction of a new 7,568 sq, ft" two-story residence, including 8 5-car garage, The staff report was presented, Ms, Flores noted that cOndition no. 5 had been amended. In answer to a question by Commissioner Wen, Ms. Flores indicated that one of the trees is located in the public ri~ht:.of-way, In reply to a question from Commissioner Lucas, Ms, Butler said that the codeaUows an applicant to request modifications for an entry to exceed the maximum 14' height limitation. Staff tries to discourage higher entries but there are cases where a higher entry is in keeping with the design of the house such as a Mediterranean or Colonial style house. In this case, the Architectural Review Board has worked with the property owner in designing the home and is comfortable with.the design. Commissioner Lucas was concerned that-these requests would become routine and they would see it regularly. Arcadia City Planning Commission 3 11/25/03 . . , Ms, Butler replied that in this case the entry is compatible with the type of design and she did not think that there would be many homes with this style. The public hearing was opened, Ai Buangsuwon, 2323 Pinecrest Dr" Altadena, the architect of the project said they are in agreement with all of the conditions listed in the staff report. This is a wide lot and the 21' high entry will not be out of place, They did redesign per the Architectural Review Board's request and they have given their blessing of this design. Foothill Blvd. Sanyao Int'l Consideration ofafront yard modification for a proposed 7,400 sq. ft, singl~family residence, The staff.repprt was presented and the public hearing was opened, Robert Tong, Sanyao !nt'1. 255 Santa Clara, said they were in agreement with all of the conditions in the staff report, He explained the reason for their request and said that originally they had a 100' setback and the Architectural Review Board requested 107' and they agreed, In this case, their rear yard will be smaller than their front yard, No one else spoke in favor of or in opposition to this item. Commissioner Lucas remarked that under the circumstances of this proposal, it seems inconsequential that the swimming pool is dictating where the home.should be located. Commissioner Olson felt this was an appropriate request considering that the setback is dictated by the adjacent properties. PUBLIC HEARING.MC 2003-056 1048 Volante Dr, John Ford Consideration of a modification to reduce the second-story side yard setback for the conversion of a 1,254 sq, ft, attic area into livable space and construct a 218 sq, ft. second- story addition, The staff report was presented and the public hearing was opened, Marla Nadolney, 125 N, Sycamore, San Gabriel, the architect of the project feltthe description given by' staff was confusing, Their addition will be to the rear of the house and would not be visible from the street, In fact, the front elevation would be unchanged, No one else spoke in favor of or in opposition to this item, Chairman Baderian closed the public hearfug. CONSENT ITEM 7. MINUTES OF 10/28/3 REGO~NDATION: Approve MOTION: !twas moved by Commissioner Olson, seconded by Commissioner Hsu to approve the Minutes of 10/28/3 as published. FROM CITY COUNCIL Commissioners Hsu, Olson, Wen, Baderian None Commissioner Lucas Council MeJDber Marshall indicated that the Arcadia Municipal Code is now on-line, She also announced the upcoming City events, She asked to be excused from the December 9th meeting and possibly the first meeting in January, She wished everyone a happy Thanksgiving, MATTERS FROM PLANNING COMMISSION Commissioner Hsu was concerned about allowing the 14' high entry and did not want to have cookie cutter type homes where developers will indicate that the house is Mediterranean or Colonial just to have that high of an entry. He did not want to set a precedent. Ms, Butler replied that has not been an issue and said that staff strongly discourages 14' high entries, She remarked that these requests would require Planning Commission approval, She did not think that there would be an abundance of these requests, Arcadia Ci1y Planning Commission 6 11125103 . . - . chiurman BlIderian asked that staff put an item on the January 13th meeting regarding .issues that the Planning Commission would like to discuss with City Council at their study session, MODIFICATION COMMITTEE MEETING.
