(Museum) 1 ARCADIA PUBLIC LIBRARY MONTHLY REPORT – OCTOBER 2021 Highlights: October was a busy month, with many in-house and community activities including a Friends of the Library Cookbook Sale, the Gilb Museum’s 20th Anniversary Open House, Arcadia Historical Society Board meeting, the Arcadia Masonic Lodge unveiling of a new library and museum event, and the participation of both Library and Museum in Downtown Arcadia’s Spooktacular Haunting and Trick or Treat event. Staff also attended the monthly Woman’s Club meeting, served on an interview panel for the Redondo Beach Public Library, and attended the unveiling of the Anita Baldwin statue at the Le Meridian Hotel. Adult Programs, Classes, Technology Literacy, and Events: Arcadia Eats premiered in October in celebration of National Cookbook Month, and highlights the Library’s treasured collection of cookbooks published in Arcadia by Arcadians. The program featured recipe videos on the Library’s YouTube channel, an exhibit of historical local eateries at Arcadia Public Library and Arcadia Community Center, a virtual exhibit, and vintage photos on our social media. Arcadia Eats received almost 600 views! Adult Recess aired in early October featuring Hama Bead Weaving. Craft kits were made available to adults who wanted hands-on experience. The final Bookish discussion for 2021 was held at the end of October. In response to community preferences, the program was once again held in a hybrid format. Olive the Lionheart, by Brad Ricca, was discussed. October’s Learning Lab featured Local News with NewsBank. This three- part class reviewed NewsBank basics, search tips and tricks, as well as information on how to best navigate results. A microlesson was also shared on social media. The online edition of the International Film Program aired on October 20. Patrons were encouraged to watch I Dream in Another Language on Kanopy. The experience was rounded out with thought-provoking questions that viewers might discuss with their friends and family. The Library was also the recipient of several California State Library and Southern California Library Cooperative (SCLC) grant October Activity Visitors: 21,628 Holds Processed: 1,836 Physical Items Checked Out: 34,686 eBooks/Audiobooks/Magazines Downloaded: 3,771 Programs/Attendance: 1,060* Passports Issued: 156 *In-Person and Virtual 2 opportunities. This included the database PressReader, which provides access to thousands of newspapers including Los Angeles Times, The Washington Times, Chicago Sun Times, Mercury News, The Guardian, Daily Mail, China Daily Global Weekly, China Press, Sin Chew Daily, Oriental Daily News (HK), World Journal, Nanyang Siang Pau, The Korea Times, Dong-A llbo, JoongAng llbo, and Korea JoongAng Daily, to name just a few newspapers available. Other e- resources include GetSetUp, which offers classes for older adults, taught by older adults, on such topics as technology, exercise, healthy cooking, meditation, dementia, resume writing, and interviewing; LinkedIn Learning, which provides more than 17,000 professionally produced video tutorials across a spectrum of topics; Niche Academy, which provides short training tutorials and informational guides on library resources; and SkillShare which provides courses on graphic design, entrepreneurship, marketing, and more. These are all very expensive resources and will be available to the community for one year at no cost to the Library. Teen Programing: Staff collaborated with the Wellness Center and Arcadia High School Library to create and host Book Balance. This program hopes to help teens tackle mental health and wellness topics through literature. (Don’t) Call Me Crazy, a compilation of 33 personal, short stories, was discussed in October. Make-it or Bake-it aired at the end of the month: students learned how to make a candy wreath. Children’s Programming and Services: Over 900 children, ages four to 12 years, registered for the annual In-N-Out Cover to Cover program. Throughout the month participants read and logged 9,492 books and redeemed 986 free burger gift cards. Almost 60 children and family members took part in the four in- person toddler and family story times in October. To help manage attendance and provide a safe environment, program registration was required, and the programs were hosted outdoors on the Library’s west lawn. Over 300 Monster Mash Storycraft kits were distributed to kids in kindergarten through fifth grades. The kits contained two monster-themed crafts and provided information to link to an accompanying read aloud and craft demonstration recording which 75 people viewed. Children’s Services also hosted three Middle Tuesday programs, which offered various outdoor activities for middle schoolers, including a challenge in which participants used paper airplanes and hula hoops to play rounds of tic-tac-toe and made their own slimy concoctions to kick-off Halloween. 3 Customer Services: Account Services switched to another domain to provide notifications to customers due to a high volume of bounced back emails and text notices from our City email (circulation@arcadiaca.gov) This issue seems to have been caused by the multi-level security the City has instituted. Email and text notices will now come from circulation@arcadialibrary.org. As part of on-going efforts to improve the customer service provided to Library customers, staff spent time testing and exploring various possibilities for providing grace periods and automatic renewals for checked-out items, using various reports from ByWater, the contractor for the Library’s integrated library system. The Information Systems team of three Computer Aides and a Supervisor answered more than 225 computer/technical questions from patrons; assisted the public with 911 public computer sessions, 597 print jobs, use of the Microfiche station, public copiers, and the public Wi-Fi network. Passport Services resumed Friday hours and processed 156 passports in October. Checked out items are still being limited to 30 items per library card and holds are still limited to five items per library card. Until the part-time vacancies are filled, the Library continues implementing the temporary limit. There are still two part-time Technician positions and two Aide positions that will be going out for recruitment soon. Collections: Cataloging and Acquisitions reports that the magazine project has been completed, with all titles getting updated records. Children’s magazines now have their own location. As requested by Children’s Services, since the only items still having the location of Children’s Room are nonfiction titles, a new location was created, Children’s Nonfiction, and staff moved over 22,000 records to the new location. The overhaul and standardization of locations, which involved creating new locations and changing the public script to be consistent with our website and signage has been completed. The most popular item in the Adult collection this month was Ye Tian Zi, Di Yi Ji, by Yueguan. The most popular title in the Children’s collection was the graphic novel Yo-kai Watch, by Noriyuki Konishi. For teens, the top title was the graphic novel Black Clover, by Yūki Tabata. Facilities and Technology: The Library staff restrooms will be undergoing emergency repairs in the coming weeks: it became evident this month that water was leaking behind the tile wall. The WiFi hotspots have been installed at the Library, specifically in the Jerry Broadwell Children’s Room and the Cay Mortenson Auditorium, part of the Capital Improvement Projects on tap for this year. Information Services continues to work with City IT on upgrading our Network equipment. There were seven 3D print requests and Chromebooks circulated twice. Staff and Training: Account Services Manager, Samantha Alba, is still on maternity leave and plans to return in December. Adult Services staff attended PressReader, LinkedIn, Cousera, and LearningExpress e-resources training. They also attended Workplace Violence Prevention training, Successful Supervision training, and a Fine Free Coaching session. Administration staff has started working with Human Resources to fill two half-time Library Technician positions. Community Outreach/Collaboration/Volunteers: Eight Boy Scouts assisted Children’s Services staff in packing up older Summer Reading Program prizes, labelling boxes, and moving the items to the Library basement for storage. Teen volunteers from the Arcadia Assistance League took part in the Virtual Book Buddies program and read stories aloud to 14 children. One parent whose child participated in the program emailed staff that her son “… has been enjoying the virtual book buddies program and listening to all the books and activities”. There were in-person class visits from Holly Avenue Elementary School’s transitional kindergarteners and first graders as well as students from Arcadia High 4 School. Children’s Services and Administration staff took part in the Spooktacular Haunting and Trick or Treat event that took place in Downtown Arcadia and distributed 300 informational bags and treats to attending children and their families. Adult Services staff attended the Arcadia High School PTSA meeting and a Southern California Library Cooperative (SCLC) Technology Committee Special Meeting. Marketing and Publicity: Children’s Services offered creative book displays on “Can we be friends,” Dia de los Muertos, Earthquakes, and Fun with Paper Folding, in addition to a display for Halloween. Adult Services used a fall theme to promote the Arcadia Eats program. The number of users or followers of the Library’s social medica platforms continues to increase, and the Library continues to post regularly on the City’s Discover Arcadia Twitter account. DATE: November 2, 2021 TO: Honorable Mayor and City Council FROM: Darlene Bradley, Director of Library and Museum Services SUBJECT: PURCHASE ORDER WITH YAMADA ENTERPRISES FOR PHASE II OF NEW FURNITURE AND CHARGING SYSTEMS FOR THE ARCADIA PUBLIC LIBRARY IN THE AMOUNT OF $36,798.43 Recommendation: Approve SUMMARY It is recommended that the City Council authorize the City Manager to enter into an agreement with Yamada Enterprises to purchase 11 single-sided tables with wire management to provide integrated device charging systems, and 11 side chairs for the Arcadia Public Library’s Jerry Broadwell Children’s Room South Gallery in the amount of $36,798.43. This is Phase II of an ongoing furniture replacement effort, so getting matching furnishings is highly desirable. Prices are based upon California Multiple Award Schedules (“CMAS”), which meet the purchasing guidelines for the City. Sufficient funds are available in the City’s FY 2021-22 Equipment Acquisition Budget to purchase the items being requested. BACKGROUND In 2015, the Library conducted a Community Needs Assessment, and seating with electronics charging capabilities was identified as one of the top three needs of the Library. Staff developed a three-phase plan that would add 75 more seats for the public throughout the Library. Phase I, approved and installed in 2019, replaced oversized study carrells with no charging capabilities with wall-mounted tables that included USB charging ports to accommodate laptop or tablet use. The Jerry Broadwell Children’s Room South Gallery currently includes six study carrells with 11 seats but no charging or outlet options. Most libraries have phased out this antiquated taller study carrell furniture with streamlined tables and charging capabilities. Because of the high demand for charging capabilities for phones, laptops, and tablets, Purchase of New Furniture and Charging Systems for the Library November 2, 2021 Page 2 of 3 and few electrical outlets in the area, patrons must crawl under tables or string power cords across high traffic areas in the Children’s Room to access wall outlets. Staff looked at a variety of furniture options and narrowed it down to furnishings that are designed exclusively for public use, are highly durable, flexible, aesthetically pleasing, match well with existing furniture, and meet the needs of a modern public workspace. Staff also took into consideration the aesthetics throughout the building so that there would not be a hodgepodge of colors and designs. Worden Bridge single-sided tables (no bridge) and Worden TJ-series chairs are being proposed to match the existing furniture replacement project done in the Silent Room, the cubicles near the Administration office, and the most recent bank of study cubicles added in 2019 in the Children’s Room. The Worden Bridge single-sided tables include wire management, providing two charging USB ports per study carrel seat, and one power entry per 72” table (two total). The TJ-series chairs include a sturdy metal frame and a wooden back and seat which will match the stain used in the cubicles. Worden is a popular maker of high-quality library furnishings, and customers include the Cambridge Public Library, the Palo Alto Public Library, and the Los Angeles County Public Library (West Hollywood Branch). DISCUSSION Prices for all items to be purchased are based upon California Multiple Award Schedules (“CMAS”), which meet the purchasing guidelines for the City. CMAS contracts offer a wide variety of commodities and products at prices which have been assessed to be fair, reasonable, and competitive. The cost of 11 modified Worden Bridge single-sided tables with two built-in electrical power outlets and two USB charging connections per seating space and 11 Worden TJ side chairs is $36,798.43 based on CMAS contract #4-15-00-0106D. This includes cost of materials, labor, sales tax, and freight. Yamada has been the vendor for several recent furniture purchases by the Library and has been thoroughly professional about installation. The finished result has always been excellent. FISCAL IMPACT The total cost for this furniture (including installation and delivery) is $36,798.43. These cubicles, charging systems, and chairs were budgeted as part of the Equipment Acquisition Budget for the 2021-22 Fiscal Year. There are sufficient funds available in the budget to purchase the items being requested. December 2021 Calendar of Events FOR KIDS 1,000 PAPER CRANE COMMUNITY PROJECT December 1—December 30, 2021 For All Ages The Library is hosting a community project to collect and display 1,000 paper cranes in the Jerry Broadwell Children’s Room. Take part in the project by contributing folded paper cranes to the Library’s display. You may use a paper of your choosing and contribute as many cranes as you like. Your contributions will become the property of the Library. Visit the Library’s YouTube Channel for an instructional video about making paper cranes. IN-PERSON GINGERBREAD STORYCRAFT PROGRAM Saturday, December 18, 2021 at 10:30 am For Ages 4 to 8 Years Run, run, run as fast as you can and visit the Library to listen to some fun gingerbread themed stories.. Then make two gingerbread paper crafts to take home. This program will take place indoors and participants will be required to wear a face covering throughout the program. Kageyu believes Hanshiro is bluffing, undeterred by Kageyu asks for the House’s top samurai to assist him, but they are absent. LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, OCTOBER 21, 2021 CALL TO ORDER – Chair Miriam Carter called the meeting to order at 4:35 p.m. PLEDGE OF ALLEGIANCE – Trustee Alice Wang ROLL CALL: Chair Miriam Carter, Trustees Barbara Delphey, Elizabeth Renfrew, Carlton Seaver, and Alice Wang; Councilmember Paul Cheng (City Council Liaison); Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Manager Roger Hiles. PUBLIC COMMENTS – None REPORTS FROM LIBRARY TRUSTEES / LIAISONS Chair Carter reported that the American Library Association’s United for Libraries group has declared the week of October 17-23 to be National Friends of the Library Week. Director Bradley stated she would ask City Council to honor the Arcadia Friends group at this time next year. Trustee Delphey reported that the Friends held several successful book sales and made good money. Trustee Renfrew added that Bookstore volunteers really stepped up to support the sales. She also reported there would be a half-price book sale from November 1-6. Trustee Wang and Chair Carter reported they attended the Museum’s 20th anniversary, and Mayor Tay and many others also attended. Trustee Delphey reported she attended as well, saying the Museum was a real treasure for the community. Councilmember Cheng described ongoing efforts to honor and recognize the City’s military veterans and announced that the new Anita Baldwin statue at the new Le Méridien Pasadena Arcadia Hotel would be unveiled on Monday, October 25. REPORTS FROM THE DIRECTOR Announcements/Statements/Reports Director’s Update: Director Bradley reported she had no general report to make this month. Financial Report: September 2021: Director Bradley reported the final financial report for the last fiscal year has still not been completed. The current reporting for this fiscal year has begun and the September report shows that spending is on track. Monthly Statistical Report: September 2021: Director Bradley noted the “Fines & Fees” number for September is very high because a $15,100 grant received by the Library to reimburse internet costs is deposited in the general fund rather than the “Gift & Grants” fund since these internet costs are paid out of the general fund. Monthly Report Narrative: September 2021: Chair Carter noted the National Library Card Month and another new bench had been added. Staff Reports: Director Bradley stated the Council approved receiving $2,000 for a memorial bench, and the HR Commission approved abolishing the eligibility list for the Library Technician position since none of the remaining candidates were interested in the currently vacant part-time positions. A new recruitment will begin, highlighting the “part-time” nature of current vacancies. Staff Update: Director Bradley stated she had no staff update beyond what she reported about the staff report to the HR Commission. Policy Manual Update: The Trustees resumed their discussion of the proposed Policy Manual revisions continued from last month. They requested a comma be added to page 11, in the sentence reading “Library Aides are responsible for the shelving of all library material, following established filing rules…” They also asked that the reference to the “Library Bill of Rights” in the last paragraph of page 36 describe the document as “the American Library Association’s Library Bill of Rights.” Trustee Seaver moved to accept the revised Policy Manual Revision, as corrected. The motion was seconded by Trustee Wang and carried by a voice vote. AYES: Chair Carter, Trustees Delphey, Renfrew, Seaver, and Wang NOES: None ABSENT: None Internet Services Policy revision: Director Bradley reviewed the history of the Internet Services policy, and the Library’s filtering practices, as described in the Staff Report. She added that while the staff recommends continuing to filter pornography from the Library’s public computers and Wi-Fi system (subject to appeal and potential whitelisting), should dedicated equipment be needed for the public to access pornography in the future, potential future hardware updates to the Library’s network equipment might permit that without additional cost. Trustee Seaver moved to accept the revised Internet Services Policy. The motion was seconded by Trustee Delphey and carried by a voice vote. AYES: Chair Carter, Trustees Delphey, Renfrew, Seaver, and Wang NOES: None ABSENT: None Informational Report of Fines and Renewals: Pursuant to a directive from the Board at the last meeting, Director Bradley reviewed research about fine and renewal policies of nearby libraries that she has conducted. As noted in the supporting document, many local libraries offer similar or more renewals than we do, and relatively few nearby stand-alone city libraries have gone “fine- free”, although the two largest libraries in the County (County of Los Angeles Library with 86 branches and the Los Angeles Public Library with 72 branches) have done so. Chair Carter stated that she personally would not support going fine-free because she believes in requiring patrons to be accountable for their actions. Director Bradley recommended continuing to charge fees until further research can be done to determine the effects of such a policy on a library our size. She also proposed waiting until the November meeting before taking any action, as Library Services Manager Smith would be able to be present. Correspondence: Director Bradley described the recent incidents involving Mr. Arrogant Hollywood, who has currently been banned from the Library building and grounds for 30 days due to his disruptive behavior. Gilb Museum of Arcadia Heritage: Director Bradley reported the Museum had celebrated its 20th anniversary. Chair Carter said that the Museum is doing great things. Arcadia History Room Featured Historical Picture: Director Bradley commented that the historical photo for the month showed the original signage for the Museum when it opened 20 years ago. Calendar of Activities for Children’s Services: November 2021: Director Bradley reported the In-N-Out Burgers Cover-To-Cover reading program had started and continues to be very popular. Calendar of Activities for Adult & Teen Services: October 2021: Director Bradley reported the next Bookish Book Discussion was coming up on Tuesday the October 26. Flyers/articles/attachments: Director Bradley discussed the Value of Libraries article and said it was long but contained good information. Library Board Photo: By general agreement, this was again deferred to the next Board meeting. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of September 16, 2021 Recommended action: Approve Trustee Delphey noticed that word “largely” was missing a “g” in the section on the Policy Manual Update. She asked that this be corrected and moved to approve the minutes as corrected, which was seconded by Trustee Seaver, and carried on a voice vote.
