Intbe An:adia City Council Cbambers PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, September 9, 2003 at 7:00 p.m. in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Dr. witb Chairman Baderian presiding. ROLL CALL: PRESENT: ABSENT: CommissionersHsu, Lucas, Olson, Wen, Baderian None OTHERS ATTENDING Council Member Gail Marshall Community Development Administrator Donna Butler Associate Planner Joe Lambert Planning lntern Andrew Gonzales Senior Administrative Assistant Silva Vergel SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Ms. Butler indicated that a revised agenda was distributed. MOTION It was moved by Commissioner Hsu, seconded by Commissioner Lucas to read all resolutions by title only and waive reading the fully body of the resolution. AYES: NOES: Commissioners Hsu, Lucas, Olson, Wen, Baderian None TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE PLANNING COMMISSION ON NON-PUBLIC HEARING MA TfERS (5 MINUTE LIMIT PER PERSON) None 1. PUBLIC HEARlNGTPM 2003-019 1132-36 Sunset Blvd. Daniel Wu Consideration ofa tentative parcel map for a 2-unit residential condominium project. The staff report was presented.and the public hearing.was opened. . . .'" Heather Barnes, Tritech Assoc., 2133 S. Baldwin, said they are in agreement with all of the conditions in the staff report. No one else spoke in favor of or in opposition to this item. Chairman Baderian closed the public hearing. MOTION: It was moved by Commissioner Olson, seconded by Commissioner Wen to approve TPM 2003-019 subject to all the conditions listed in the staff report. ROLL CALL: AYES: NOES: Commissioners Hsu, Lucas, Olson, Wen, Baderian None Chairman Baderian noted that there is a ten-day appeal period. Appeals are to be filed by September 22nd. Chairman Baderian abstained from this item because he resides within 300' of the subject property. 2. PUBLIC HEARING TPM 2003-020 23 W. Foothill Blvd. Orlando Clarizio, Jr. Consideration ofa.tentative parcel map creating two lots from one. The staff report was presented. In answer to comments by Commissioner Wen, Mr. Lambert said that this is an irregularly shaped lot The driveway on Foothill Blvd. will not change and will remain. The subdivision along Foothill Blvd. will create two lots; one that is 102' and another that is 77' wide. The C-2 zone does not have a minimum lot requirement. The church will remain. These lots.are not in the Homeowners Association. Mr. Lambert went on to say that he could not find any record of another subdivision on these lots. The public hearing was opened. Greg Zimmerman, Zimmerman Engineer, 837 W. Christopher St., West Covina, said that the applicant would like to purchase the property and construct a commercial building which would be consistent with the zoning. He inquired about the condition of approval regarding grading and drainage. Orlando Clarizio, 57 W. Sycamore, indicated that he intends to construct a professional office building. They are in agreement with all of the conditions in the staff report. He indicated that the lot fronting Santa Anita would not be developed and that the development would not impact the church parking. Arcadia City Plarming Commi!L'iion 2 919103 . . :rMs. Butler said that the conditions of approval referred by Mr. Zimmerman would not need to be complied with until the property is actually being improved and building permits have been issued. Tom Schriver, Pastor of the church, 23 W. Foothill, gave a brief history of why the lot is configured at its current state. This will not impact their parking or operation. If this sale goes through, then they will use the proceeds to make improvements to the church. . No one else spoke in favor of or in opposition to this item. Chairman Pro Tem Lucas closed the public hearing. Ms; Butler indicated that the lot line adjustment as proposed would comply with all zoning and building code requirements. MOTION: It was moved by Commissioner Olson, seconded by Commissioner Hsu to approve TPM 2003-020 subject toth", conditions in the staff report. Appeals are to be filed by Monday, September 2:zm. CONSENT ITEM 3. RESOLUTION NO. 1698 A resolution of the Planning Commission of the City of Arcadia, California, granting CUP 2003-009 for a before and after school program at 23 W. Foothill Blvd. Ms. Butler read the title of the resolution. MOTION: It was moved by Commissioner Lucas, seconded by Commissioner Hsu to adopt Resolution No. 1698 and formally affirm the decision of August 26th. ROLL CALL: AYES: NOES: ABSENT: . Appeals are to be filed by September 16m. . MATTERS FROM CITY COUNCIL Council Member Marshall discussed the new Police Station and the upcorningceremony. She informed the Planning Commission about the upcoming Centennial Ball scheduled for Saturday and indicated that they could contact the City Manager's office to see if there are any tickets still available. MATIERS FROM PLANNING COMMISSION Chairman Baderian indicated that he would be absent from the September 23M meeting and Commissioner Lucas indicated that he would miss the October 281h meeting. Commissioner Olson thanked Mr.. Lambert and Mr. Gonzales for their presentations at the Modification Committee meeting and thought-they did a good job. - He commended staff for always being well prepared for the meetings.
