PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON) Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS Any writings or documents provided to a majority of the Senior Citizen Commission regarding any item on this agenda will be made available for public inspection at the Arcadia Recreation Department, 375 Campus Drive, Arcadia, California, during normal business hours. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES Thursday, November 4, 2021 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Salter called the meeting to order at 4:05pm. PLEDGE OF ALLEGIANCE — Commissioner Cao ROLL CALL OF COMMISSIONERS PRESENT: Michael Cao, Kathrynn Penny, Nilo Salazar, Donna Salter, and Margaret Swope EXCUSED: Charlene Martinez and Marilyn Mazone SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS - None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Commissioner Swope reported the Friendship Club has been meeting on Wednesdays. Members celebrated Halloween with pizza and refreshments. Commissioner Swope reported the Boo Bash event was a lot of fun and she was happy to see Commissioner Cao attend as well. Commissioner Swope asked about the different events coming up at the Community Center and protocols. Recreation and Community Services Director (RCSD) Sara Somogyi reminded everyone to keep in mind the City is still operating under safety protocols. Although events are being held at the Community Center, there is a limited number of people, and protocols have to be followed such as checking temperature, vaccination status, and wearing a mask indoors. Vaccinated guests are able to sit and eat indoors and those who are not vaccinated can eat in the patio area. Commissioner Salazar reported the Golden Age Club is looking for new members to join. The Club held nominations for new 2022 officers and he is happy to report he was elected as the President of the Golden Age Club for 2022. Commissioner Salazar reported the Club held a Halloween party with prizes for best costume and a light lunch. Commissioner Salazar reported Club member and Treasurer of 20 years, Toni Armenio, will be celebrating 100 years of age in December. A special celebration will be held for him. Commissioner Salazar said the Assistance League will be closed the week of November 22 and also December 19 through January 6. Commissioner Cao reported he was happy to attend the senior Boo Bash event at the Community Center. He said it was nice to see everyone excited and to see everyone's costumes and participating in games and raffles. Chairperson Salter reported the Gilb Museum of Arcadia Heritage held their 20th anniversary open house on October 16 and was well attended. Guests enjoyed a behind -the -scenes look at the Museum's collections. Chairperson Salter said the Assistance League, Las Alas is looking for new ways to attract new members just like all clubs, they are short staffed on volunteers. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro Tern Paul Cheng thanked the Senior Citizens Commission and the Recreation and Community Center Department for the professionalism and the prompt attention given the Veterans Boxes donated to Veterans by Operation Gratitude. Mayor Pro Tern Cheng said the San Gabriel Chamber of Commerce heard about it and also contacted Operation Gratitude so they could provide the same service to their Veterans. Mayor Pro Tem Cheng hopes that next year Veterans throughout the San Gabriel Valley will receive a box from Operation Gratitude as the list of Veterans keeps on growing. Mayor Pro Tern Cheng said he would like to see everyone start helping Veterans in order for future generations to take charge. Mayor Pro Tern Cheng reported Arcadia Beautiful Commission Clean-up day took place on Saturday, November 6, in dedication to Jim Burrows, a longtime resident and volunteer. 2. CONSENT CALENDAR a. Regular meeting minutes of October 7, 2021 Recommended Action: Approve It was moved by Commissioner Cao, seconded Chairperson Salter and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Cao, Penny, Salazar, Salter, and Swope NOES: None ABSENT: Martinez, Mazone ABSTAIN: None 3. REGULAR ITEMS a. Report of Recreation Supervisor Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung reported there are many new individuals stopping by the Community Center. Over 1,000 senior lunch meals were served in October. Monday Dance had a total of 64 individuals excited to come back to listen to live music and dance. Mahjong is available every Friday and is picking up each week with a total of 32 individuals during the month of October. ADRCS Cheung reported this year's Annual Craft Fair was a success! There were many individuals who stopped by to browse and shop, and all 37 craft booths were sold out. The Senior Boo Bash had close to 70 people in attendance. Seniors were dressed up in their fun costumes, everyone enjoyed a light lunch, prizes, games, and best of all the costume contest. ADRCS Cheung reported there will be a free Flu Vaccine Clinic available at the Community Center on November 9. ADRCS Cheung reported the Veterans Day Lunch will be held at the Community Center on November 10, to honor those who served in the military. It will be different this year with three reservation times. The event includes lunch, a walk down memory lane, followed by a tour of the Gilb Museum of Arcadia Heritage. Veterans will be able to register their names in the new military kiosk and will receive a lawn sign as a gift from the City of Arcadia and a gift box donated by Operation Gratitude. ADRCS Cheung reported the yearly Thanksgiving Feast will be held on November 24 with two seating times. There are still a few seats available for those who are interested in attending. The event will include a traditional Thanksgiving meal with all the fixings. b. Report of Recreation and Community Services Director RCSD Somogyi reported Los Angeles County Public Health Department is providing a mobile COVID-19 Booster Vaccine Clinic for senior citizens who are homebound and need a booster vaccine. Contact Bani Antonacci at the Community Center at 626.574.5130 to request the service. The information will then be forwarded to the appropriate contact at Los Angeles County. RCSD Somogyi reported the Arcadia City Council asked staff to study five areas regarding homelessness, which has been commonly referred to as the Five -Point Plan. City Council will receive the requested information within 90 days to six months. RCSD Somogyi advised the Senior Citizens Commission effective immediately absences will no longer be excused unless there is a legitimate reason. After two unexcused absences, City Council may look into replacing a Commissioners appointment. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift The gift shop provides a venue for senior crafters to sell their 137 Visitors creations and allows the community to purchase one -of -a -kind Monthly Revenue Shop items at a great price. $643 This program assists seniors and their families with issues that Information & affect their quality of life by providing information and referral that 14 Referral Intakes address their daily living concerns. Pool Room Three pool tables are available Monday through Friday from 384 7:30am-4:30pm. A nutritious meal is provided Monday -Friday for senior citizens. Senior Nutrition For many seniors, this is the only hot meal they have on a daily 952 Program basis. On Thursdays, Elkjon Combo plays delightful music for the Average/Day 56 seniors during their lunch time. Exercise plays a vital role in health and wellness. Classes Classes include line dance, cardio plus, and Zumba. These courses 1,870 contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. Table Table Tennis is available Monday -Friday, from 10:30am-3:30pm. Seniors have the opportunity to drop in and play to gain exercise 37 Tennis and socialization. Every Wednesday at 10am, seniors join a staff member for a Walk & Talk short, leisurely walk around the Community Center and 11 surrounding areas. On Fridays, Seniors can come and play Mahjong in person once Mahjong again. All Mahjong equipment is included for seniors to check 42 out at the front desk. Mahjong is played every Friday from 1- 3 m. Monthly Monthly bus passes can be mailed to seniors to provide a way for seniors to purchase their pass. The monthly bus pass is $5 23 Bus Passes per month. Weekly Movie Movies are shown on a theater size screen every Wednesday. 24 Average/Week 12 Notary services are limited to three signatures or thirty minutes Notary per appointment every 2nd and 4th Tuesday of each month by 12 Services appointment. Every Wednesday, from 9am to 1 pm, Matthew Castillo from Veteran Peer Access Network is available at the Community Veteran Peer Center to assist Veterans and family members to various 3 Access Network services such as mental health treatment, substance abuse support, temporary and permanent housing, and more. Matthew Castillo is a representative for LA County Supervisory District 5 Support services include registering members for trips, signing Meeting: 55 Arcadia up new members, and handling the club's correspondence. A Passes Sold: 56 Travelers Club monthly club meeting is held at the Community Center to discuss Passengers: 97 Total: 208 future trips and provide a social gathering. The Senior Monday Dance is back every 1st 3,d and 5th Monday Monday Dance from 1:30 to 3:30pm. Dancers can enjoy live music and 209 refreshments. Methodist Hospital held a Free Flu Shot Clinic at the Arcadia Free Flu Shot Clinic Community Center on November 9. There were 25 people 25 registered. A Veterans Day Lunch was held at the Community Center on Veterans November 10, to honor those who served in the military. Every 105 Luncheon Veteran received a lawn sign provided by the City and a gift box provided by Operation Gratitude. A virtual presentation was held on Tuesday, November 16, with Dietitian, Victoria Pacheco. Victoria talked about ways Virtual to lower cholesterol and healthy eating options. Victoria 70 Health Lecture also demonstrated how to prepare a healthy butternut squash soup. On November 24, 120 seniors attended the Thanksgiving Feast. Thanksgiving The event included a traditional Thanksgiving meal, raffle prizes, 120 Feast and a craft everyone enjoyed making. Every year, meals are served by the Arcadia Fire Department. The event included lunch, a walk down memory lane, followed by a tour of the Gilb Museum of Arcadia Heritage. Veterans were able to register their names in the new military kiosk. Every Veteran received a lawn sign provided by the City and a gift box provided by Operation Gratitude. A total of 100 lawn signs and 150 gift boxes were distributed throughout the week of November 8.
