PLEDGE OF ALLEGIANCE
The Planning Commission of the City of Arcadia met in regular session on Tuesday, May 27, 2003 at
7:00 p.m. in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Dr. with
Chairman Olson presiding.

MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Lucas to excuse
Commissioner Hsu from tonight's meeting. The motion passed with voice vote with no one
dissenting.

1. PUBLIC HEARING CUP 2003-006 & ADR 2002-041

Consideration of a conditional use permit, architectural design review and parking
modifications to build and operate a 2-story, 3,300 sq. ft. restaurant with a maximum dining
capacity of60 people, and with beer and wine service.
No one spoke in favor of or in opposition to this item.

2. PUBLIC HEARING TA 2003-001
Consideration of a text arnendment allowing education/tutoring centers on the ground floor
along HuntingtonDr.
The staffreportwas presented.
Commissioner Lucas asked if there were any procedural means that this could be done on the first floor
without having to actwilly amend the code. Mr. Lambert replied that the CBD zone prohibits tutoring
centers or educational uses on the ground floor along Huntington Dr. and First Ave. The only avenue to
do that would be to amend the code which would then requite an approved CUP. These uses are
permitted on the second floor, above the stores, btit'oot on the ground floor. Although, the applicant is
requesting this only for Huntington Dr., there are other CBD zones which are not fronting Huntington,
and' if the code is amended, it would affect all of those areas which are along portions of First Ave. and
Santa Anita. Staff is not in favor of this arnendrnent.
Commissioner Baderian asked whether their original application indicated the desite to have a tutoring
center and Mr. Lambert indicated that it was for a coffee house.
In answer to a question from Commissioner Wen, Mr. Nicholson replied that this area is still the
downtownarea. Staff feels that it will take at least 5-10 years to see,the results ofDow:i1town 2000 plan
which was adopted by the City Council If at that time it is determined that the plan is not working, then
it could be amended.
The public hearing was opened.
No one else spoke in favor of or in opposition to this item.
Chairman Olson closed the public hearing.
Commissioner Baderian felt that based on the reports, it appears that the City Council made it clear
when they adopted the Downtown 2000 plan that they wanted to see certain types of uses in the area
which would help the area grow. This use, if approved, would be going against that set goaL He wanted
to send a strong message to the City Council that the plan for the area be continued as it was originally
established.
Motion
It was moved by Commissioner Baderian, seconded by Commissioner Lucas to recommend
denial ofT A 2003-001 to the City Council.
