7:00 p.rn. in the Arcadia Council Chan3bers of the City of Arcadia, at 240 W. Huntington Dr. with
CiIairman Olson presiding.

Consideration of a tentative parcel map for a 3-unit residential condominium project.
The staff report was presented.
In reply to a question from Commissioner Lucas, Mr. Lambert said that the project complies with the
new R-3 regulations. Turfblock will be utilized on the narrow portions of the driveway.
Chairman Olson said that there is an oak tree on the school site which is next door to the project and
wondered if the tree would be protected. Mr. Lambert indicated that a tree encroachment was approved
fur the oak tree.
The public hearing was opened.

Scott Chang, 11823 Slauson Ave., Santa ,Fe Springs, said they are in agreement with all of the
conditions in the staff report.
No one else spoke in favor of or in opposition to this item.
Motion
It was moved by Commissioner Baderian, seconded by Commissioner Hsu to approve TPM
2003-007, file Negative Declaration subject to all the conditions listed.in the staffreport.

Chairman Olson noted that there is a ten-<lay appeal period. Appeals are to be filed by May 23rd.
2. PUBLIC HEARING TPM 2003-008

Consideration of a tentative parcel map to consolidate 4 parcels and divide them into 2 lots for a
potential commercial development.
The staff report was presented.
Commissioner Lucas inquired about the 29' driveway that leads to Live Oak. He wondered if there was
a need for that parcel to retain 60' to the west of the proposed site? He thought that they need to look at
the long term. Therefore, a larger lot would be better to develop.
Mr. Li replied that the intent is to have a shared driveway for both parcels.
Ms. Butler said that the plans for the development of that site have nOt been sUbmitted. However, there
Will be shared'parking between the properties. She indiCated that there are no minimum lot sizes in the
commercial zones. Often, unusual lot configurations are done to accommodate land uses instead of
making neat and clean -10 lines. This-is' being done in this-manner to ensure that each tenant will have
access to the driveway. There will be a reciprocal easement which Will have to be recorded to allow for
the use of the driveway. She indicated that the westerly driveway will remain as is and nothing will
change in that respect.
The public hearing'was opened.
Daryl Christian, 14712 Franklin Ave., Tustin, said they are in agreement with all ofthe conditions in the
staff, report. They want to ensure that they will always have access to the driveway and that is why the
lots are designed as proposed. It is important to have access to that comer. He did not know what
would go on the other lot but indicated that they are looking to develop it.
No one else spoke in fuvor of or in opposition to this itern.

MATTERS FROM CITY COUNCIL
Council Member Marshall said that the Planning Commission is comprised of the "cream of the crop".
She thanked the P.lanning Commission for their many hours of service and said that it was a pleasure to
be back. .she discussed briefly the yellow ribbons that have been placed around town in support of the
troops. She announced the upcoming events in the City. She indicated that at their last meeting the
City Council discussed the idea of whether there should be a median on Baldwin Ave. between Duarte
Rd. and Naomi Ave. She said the City Council-was split on this issue with one member absent. She
strongly encouraged the Planning Commission to let the City Council know how they feel about this
idea.
MATIERSFROM PLANNING COMMISSION
Commissioner Badeiian indicated that ,he would be absent from the July 8th and September 23'd
meetings and asked to be excused and Commissioner Hsu said that he would be absent from the May
27th meeting. '

Ms. Butler indicated that Jim Kasama's last day with the City will be on June 201h. The City has began
advertising for the position but did not anticipate that it would be filled until mid July. Building
Services would be losing Connie Schacatano, Building Tech II, who has been promoted to Executive
Assistant in the City Manager's office. So, Community Development will be losing two valuable
employees.
