Arcadia City Planning Commission Tuesday, Febroary 11,2003 7:00 110m. in the Arcadia City Council Cbambers PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, February II, 2003 at 7:00 p.m. in the Arcadia Council Chambers of the City of Arcadia, at 420 W. Huntington Dr. with Chairman Olson presiding. MINUTES 1/28/03 MOTION It was moved by Commissioner Baderian, seconded by Coniniissioner Hsu to approve the Minutes of January 28th as published. . ROLL CALL: AYES: NOES: Commissioners Baderian, Hsu, Lucas,Wen, Olson None 3. PUBLIC BEARING VESTING TM 53890 1426-1516 S. Eighth Hank Jong Consideration ofa vesting tentative map for a IO-Iot single-family subdivision of 1432-1516 S. . . . Eighth Ave. and a lot line adjustment between 1426 and 1432 S. 8th AVe. .. The staff report was presented. In reply to a question by Commissioner Lucas, Mr. Kasama indicated that lot 11 required only a lot line adjustment. He said that the recording of a tentative map could take a year or more. Because the applicant is aware of the pending amendments to the code, he wanted to have this development to be considered under the existing code and he wanted this project locked in under tOOay's regulations, The proposed amendments will be effective in mid March. With the exception of the 5' setback on the comer, lot, the project complies with the proposed code changes. The public hearing was opened. JefUey Lee, 255 E. Santa Clara, ,said they are in agreement with al1 of the conditions listed in the staff report. He explained.that the property owner to the north owned the, two properties ~ he developed the northern lot and erected the fence. If they were to construct a fence on the property line, there would be a separation of 1.4' between their wali and the one that is already existing. Therefore, they are requesting the lot line adjustment to eliminate the narrow strip that would be created by having two walls. In essence, it would make a cleaner property line. No one else spoke in favor of or in opposition to this item. Chairman Olson closed the public hearing. MOTION It was moved by Commissioner Baderian, seconded by Commissioner Wen to approve Vesting TM 53890, subject to the conditions listed in the staffreport and.fiIe the Negative Declaration. In response to a question by Commissioner Lucas, .Mr. Kasama indicated that if the design of any of the homes are altered, the new design would have to comply with the regulations that would be in effect at that time. The new homes shown with the vesting tentative map would have to comply with the plans that have been submitted. If they do not, then they would. be reviewed under the code that would be in place at that time. Ms. Butler further explained that the design of the homes does not get recorded, but are kept on file with the map. ., ' ROLL CALL: AYES: NOES: Commissioners Baderian, Hsu, Lucas, Wen, Olson None Chairmim Olson noted that there is a ten-day appeal period. He also thanked the Planning Commission for all their time that they devoted to the proposed R-O and R-I changes. MATTERS FROM PLANNING COMMISSION Chairman Olson introduced the Boy Scouts who were present at the beginning of the meeting during the Flag salute. Jake and Gunnar Bundesmann are working toward their merit badge for citizenship in the community which is a requirement to become an Eagle Scout. Their mother, who is the Assistant Scout Master, and sister, Dakota, were also in attendance. He thanked them for attending. He also introduced Beven Young, the Scout Leader who assisted them during the Flag Salute. MODIFICATION COMMITTEE MEETING ACTIONS Chairman Olson summarized theModitication Committee. MATTERS FROM STAFF 1. CITY COUNCIL ACTIONS 2. UPCOMING AGENDA ITEMS Ms, Butler said that the City Council approved the proposed amendments to the R-O and R-I changes with some revisions and she summarized the amendments. She also noted that staff met with developers of the hillside project which could be submitted soon for a 7-lot subdivision off of Canyon Rd.
