Arcadia City Planning Commission Tuesday, January 28, 2003 7:00 p.m. in tbe Arcadia Library PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, Jariuary 28, 2003 at 7:00 p.m. in the Arcadia Library of the City of Arcadia, at 20 W. Duarte Rd. with Chairman Olson presiding. ROLL CALL: PRESENT: ABSENT: Commissioners Baderian"Hsu, Lucas, Wen, Olson None OTHERS A TTENDlNG Coimcil Member John Wuo Community Development Administrator Donna Butler Senior AdrninistrativeAssistant Silva Vergel SUPPLEMENTAL INFORMATION FROM ST AFFREGARDING AGENDA ITEMS None TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE PLANNiNG COMMISSION ON NON-PUBLIC HEARING MATTERS (5 MINUTE LIMIT PER PERSON) None MOTION It was mov~d by Commissioner Baderian, seponded by Commissioner Lucas to read all resolutions by title only and Waive reading the full body of the resolution. The motion passed by voice vote with none dissenting. 1. MINUTES 1/14/03 MOTION It was moved by Chairman Baderian, seconded by Commissioner Hsu to approve the Minutes of January 14th as published. ROLL CALL: AYES: NOES: Commissioners Baderian, Hsu, Lucas, Wen, Olson None . . 3. PUBLIC HEARING TPM 2003.~OOS 159 El Dorado Hank Jong Consideration of a tentative parcel map for a 2-umt residential condominium project. The staff report was presented Commissioner Lucas inquired about the garages and Ms. Butler explained that one of the garages is facing the street and the access for the other is off the alley. The public hearing was opened. Kevin Tsa~ 11823 Slauson, Santa Fe Springs, said they are in agreement Withal! of the conditions listed in the staff report. Commissioner Lucas inquired about the design of the garage off of the alley? Robert Tong, Sanyao Int'l, 255 E. Santa Clara, said that he was the designer of both projects. He indicated that they could build up to 4-units on this property but they chose to Construct 2-units only. He indicated that the property that Commissioner Lucas is referring to required numerous modifications, whereas, the subject property did not require any modifications and resembles a single-family home. By relocating the garage from the alley, they would need modifications to develop the property. He said that they could build up to 4-umts on the property by reducing the size of each unit. No one else spoke in favor of or in opposition to this item. Chairman Olson closed the public hearing. MOTION It was moved by Commissioner Baderian, seconded by Chairman Lucas to approve TPM'2003- 005, subject to the conditions listed in the staff report and file the, Negative Declaration. ROLL CALL: AYES: NOES: 'Commissioners Baderian, Hsu, Lucas, Wen, Olson None Chairman Olson noted that there is.a ten-day appeal period. Appeals are to be filed by February lOlh. NON-PUBLIC HEARING ITEMS 8. RESOLUTION NO. 1687 A resolution of the Planning Commission of the City of Arcadia, California, granting CUP 2003-001 and recommending approval of ADR 2002-057 to expand and 'convert an existing service station into a 24"hour fueling station with eight (8) fueling positions, a 3,720 square Arcadia City Planning Commission 2 11281iJ3 . . foot building with 2,000 square feet of convenience mart sales area with beer and wine sales' for off-site consumption at 102 E. Huntington Dr. Ms. Butler read the titles of the resolutions. MOTION It was moved by Commissioner Baderian, seconded by Commissioner Wen to adopt Resolution No. 1687 and formally affIrm the decision of January 14th and the vote thereon. ROLL CALL: AYES: NOES: Commissioners Baderian, Hsu, Lucas; Wen, Olson None Chairman Olson noted that' there is a five working day appeai period. Appeals are lobe filed by February 4th. MATTERS FROM CITY COUNCIL Council Member Wuo said that the festivities for the Centennial have begup.. He indicated that February l"is Chinese New Year, MATTERS FR.OM PLANNING COMMISSION None MODIFICAtION COMMITTEE MEETING ACTIONS Chairman Olson summarized the Modification Committee. MATTERS FROM STAFF 1. CITY COUNCIL ACTIONS 2. UPCOMING AGENDA ITEMS Ms. Butler said that the next meeting will be held in the Council Chambers. She indicated that the Planners Institute will be held in Sari Diego this year. Theyhitve already budgeted for three Commissioners to attend but ifmore would like to attend they should contact her. ADJOURNMENT - Council Member Wuo wished to close the meeting in memory of Sue Nevin who passed away of a heart attack. She was involved in the community and served on the Parks and Recreation Commission and was a member of the Library Foundation and took part,!n the organizing the Mayor's Prayer. She will be missed.
