In reply to a question from the Commission, Ms. Butler stated that there would be no impact on the
parking. The lots have been re-parceled and reconfigured, so each of the major tenants has its own
parcel.
The public hearing was opened.

6. PUBLIC HEARING CUP 2003-001 & ADa 2-57
102 E. Huntington Dr.
Sirius LLC
Consideration of a conditional use permit and architectural design review to expand and
convert an existing service station into a 24-hour fueling station with 8 fueling positions, a
3,720 square foot building with 2,000 sq, ft. of convenience mart sales area with beer & wine
sales for off-site consumption.
The staff report was presented.
In answer to a question from Commissioner Hsu, Mr. Kasama said that. condition 6 could be amended if
problems arise. He went on to say that. the building would be virtually new and would be constructed
closer to the alley. The area behind the building adjacent to the alley will be landscaped.
Commissioner Baderian remarked that'it appeared to him that there were too many of these convenience
marts in the same vicinity, a11.ofwhich have been approved within the past year. He was concerned that
there would be 4 convenience marts in such close proximity to one another. Mr. Kasama responded by
saying that service bays are no longer being supported by servicing automobiles. It is not feasible and
too costly because the stations must buy new chips, annually, for each automobile model in order to be
able to service them.

In response toa question from the Commission, staff noted that there are a couple more similar type
stations that could conv.erted in the City.
The public hearing was opened.
Lion Felus, 11000 Palawan Way, Marina Del Rey, the architect of the project, said they are in
agreement with all of the conditions in the staff report. Their reasoning for requesting the 24-hour
operation is to provide them the flexibility. Currently, they are open 24-hours.
Robert Jackson, 145 S. State College Blvd., Brea, representing Chevron, said he oversees the operations
of the stations. It is better as fur as safety, if they are open 24-hours because that would mean that there
is a person on-site at all times. There is a tendency for potential loitering and problems if stations are
dosed during early morning hours, which could result in disturbing the neighbors. Also the operators
could incur additional costs.
In answer to a question from Chairman O~n, Mr. Jackson said that they operate tlie liquor coolers in
accordance with ABC and if they are open 24-hours,the coolers would be locked. between 2-6 a.m.
Commissioner Baderian inquired about the competition factor and so many convenience marts being
open in the same area? Mr. Jackson said thai they review each station ona case by case. It is their
finding that the traffic patterns are such that they will not be impacted by the other service stations
because they are located on Huntington Dr., whereas, the others are along Santa Anita Ave. He
remarked that people that drive on Huntington Dr. are not necessarily going to be on Santa Anita. They
feel comfortable with this location and would not have two stations in the area if they did have any
doubts.

In answer to a question from Commissioner Lucas, Ms. Butler said that this request is only to determine
if it is an appropriate use in this zone. If there is a parking modification the Modification Committee
will review.it.

8. RESOLUTION NO. 1685
A resolution of the Planning Commission of the City of Arcadia, California, granting CUP

RESOLUTION NO. 1686
A resolution of the Planning Commission of the City of Arcadia, California, granting CUP
2002-019to expand an existing restaurant at 1220 S. Golden West Ave.
Ms. Butler read the titles of the resolutions.

1685 and furmallyaffJIll] the decision of December 10th and the vote thereon.

Chairman Olson noted that there is a five working day appeal period. Appeals are to be filed by January
21".
MA TIERS FROM CITY COUNCIL
Council Member Wuo wished everyone a Happy New Year. He indicated that the Centennial flags are
up. He mentioned that the City Council appreciated the efforts of all the employees that responded to
the windStorm situation and how quickly the. area was cleaned up.
MATIERS FROM PLANNING COMMISSION
Commissioner Lucas remarked that based on his observation, they doubled the housing stock tonight
with all the condominiumS that were approved. How will this affect city services? He was puzzled that
the EIR form indicated that there would be no substantial change to services, yet they have virtually
doubled the number of units.
Ms. Butler replied that when the General Plan was updated in 1996, the 'consultant took into
consideration if the City was built out. The entire analysis was based upon the city at build out. Each
department reviewed and commented on the update and how they would be impacted. In other words, if
each and every multiple-family zoned property was developed to its maximum capacity. Most projects
are not being built to maximum density.
Commissioner Lucas said that current city and safety staff are based upon the current population. How
do they know when they reach saturation.point?
Ms. Butler remarked that residential uses do ,not have as much of an impact as commercial uses, as.far as
police services. She said that when projects are submitted, various departments review and comment on
the projects and how they will impact them and based upon that conditions are imposed. She remarked
that she would discuss this with the Development Services Director.
