Action: Approved with conditions:
Conditions: 1. New block wall on west side is to be constructed after
demolition and BEFORE construction.
2. AC Unit is to be placed within the building envelop on
the side or back
3. The pitch of the roof is to be reduced to 6:12
Description: A new single story home –
FINDINGS:
1. SITE PLANNING –The proposed project is consistent with the Site Planning
Guidelines. This is a large new home and while the scale pushes the envelop it is
mitigated by being single story. The scaled streetscape exhibits a one story
project that appears to be harmonious.
2. FORMS AND MASS– The proposed project is consistent when compared to
the new one story project across the street.
3. FRONTAGE CONDITIONS – While the frontage height is greater than that
of the adjacent properties the majority of the board did not see it as an issue.

4. GARAGES AND DRIVEWAY – The front facing garage is somewhat
recessed. The architecture of the front entrance is strong enough to visually
dominate instead of the garage.
5. ARCHITECTURAL STYLE – A consistent architectural style is consistent on
all 4 elevations.
6. HEIGHT, BULK AND SCALE – Height, bulk and scale are mitigated by being
a one story project.
7. ROOFS – The proposed project features a Tesla solar roof. The proposed
7:12 roof pitch is to be reduced to a 6:12. It is noted that the ARB has no
authority regarding solar.
8. ENTRIES – The entry follows the design guidelines and is prominent enough
to provide the main focal point.
9. WINDOWS AND DOORS – The windows and doors are harmonious with the
overall design.
10. ARTICULATION – Covered porches and patios provide some articulation.
The wall articulation is better than the roof articulation. The building envelop
established by setback codes on this lot constrain the ability to achieve the
allowable FAR and still exhibit a good level of articulation. The majority of the
board was not concerned by the level of articulation achieved by this project.
11. FAÇADE DETAILS – The proposed project is consistent with the Façade
Details Guidelines. Façade treatment relevant to the style is carried out on all
elevations. Detailing on the windows on all 4 facades assists in breaking up the
look of large blank walls.
12. COLORS AND MATERIALS – Colors and materials are consistent with the
architectural style.
13. ACCESSORY LIGHTING- Lighting is consistent with all guidelines in this
section.

16. WALLS – The existing wall on the east is to remain. The existing walls on
the west are to be removed and a 6’ stucco covered (same color as the stucco
on the house) is to be constructed. New walls are to be constructed after demo
and before construction.

17. LANDSCAPE – The landscape plan is expected to meet WELO
requirements and preserves existing trees.
.In conclusion this project was found to adequately meet the guidelines described
above.
These Actions and Findings were made by the following ARB Members of the
Santa Anita “Village” Community Association of Arcadia at a telephone
conference meeting held on November 18, 2021 at 7:00 PM. It was a 5-0 vote to
approve with the conditions as listed on page 1.

You are hereby advised that appeals from the ARB’s decision shall be made to the Planning
Commission. You may be limited to raising only those issues and objections, which you or anyone
else raises at or prior to the time of the Public Hearing. Appeals of the decision to the Planning
Commission may be made in writing and delivered to Planning Services at 240 W. Huntington
Drive, Arcadia, CA 91007 within 7 calendar days of the decision accompanied by a complete
application packet and 12 sets of architectural plans and the appeal fee in accordance with the
applicable fee schedule.
