The Planning Commission of the City of Arcadia met in regular session on Tuesday, December 14,2004
at 7:00 p.m. in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Dr. with
Chairman Baderian presiding.

Consideration of a modification for a 14'-6" westerly side yard setback in lieu of 20'-0"
required for a proposed second-story addition to an existing residence.

In answer to a question by Commissioner Wen, Mr. Lambert indicated that a portion of the bedroom is
setback 15' -I 0". Due to the existing pad, they had to shift the house.
The public hearing was opened.
Phillip Consiglio, 2215 Canyon Rd., explained the reason for the modification.
No one spoke in favor of or in opposition to this item.

It was moved by Commissioner Wen, seconded by Commissioner Lucas to close the public
hearing. The motion passed by voice vote withito one dissenting.

Consideration of tentative parcel map for a 2-unit residential condominium project.
The staff report was presented and the public hearing was opened.
No one spoke in fuvor of or in opposition-to this item.

It was moved by Commissioner Lucas, seconded by Commissioner Wen to close the public
hearing. The motion passed by voice vote with no one dissenting.

3. PUBLIC HEARING CUP 2004-016
5640 Peck Rd.
La Canada Design Group
Consideration of a conditional use permit to allow outdoor bus storage at the subject location.
This request is in conjunction "lith the proposed expansion of the existing Foothill Transit
facility.
Resolution No. 1718
A resolution of the City of Arcadia, California, approving CUP 2004-016 to utilize the property
at an undeveloped lot south of 5640 Peck Rd. as an outdoor bus storage facility.
The staff report was presented.
In reply to a question by Commissioner Lucas, Mr. Lambert indicated that the subject property is
landlocked. He indicated that this request is for the storage of vehicles only and not intended for the
maintenance of the buses, which if they chose to do at a later date, they will need to amend the CUP.
Ms. Butler further explained that due loa mutual agreement with the City of Irwin dale, they handle the
fire and police services in this area.
The public hearing was opened.
No one spoke in favor of or in opposition to this item.

hearing. The motion passed by voice vote with no one dissenting.

016 and adopt Resolution No. 1718 subject to the conditions in the staff report.

4. PUBLIC HEARING CUP 2004-017
1236 S. Golden West

Consideration of a conditional use permit to allow a restaUraDt with seating for 40 patrons
within an existing commercial shopping center.
Resolution No. 1719
A resolution of the City of Arcadia, California, approving CUP .2004-01 7 to allow a restaurant
with seating for 40 patrons within an existing cOmmercial shopping center at 1236 S. Golden
West Ave.
The staffreport was presented.
In answer to a question by Commissioner Lucas, Mr. Lambert said that that hours of operation is not a
part of the conditions of approvarbut the.Planning Commission could add it. He went on to say that this
is a busy center and as a part of the application, staff requested that they conduct a parking survey
because it will make it easier to analyze the request. He noted that there is parking along Golden West
and Naomi Avenues.
Ms. Butler added that hecall"" staffwas already aware of how busy this center is they felt that a parking
survey would help in evaluating the request ~1I"'" they wanted to determine that there is sufficient
parking.
The public hearing was opened.
Thomas Song, 2438 N. San Gabriel Blvd. Rosemead, said he was representing the applicant. He noted
that they are complying with the parking requirement. He indicated that since the opening of another
center in the vicinity, this center is not as busy as it used to be, thus, there 'is always'plenty of parking
available.
In answer to a question by Chairman Baderian, Mr, Song said that customers are there on an average of
30-40 minutes. He explained that type of dining experience at the proposed restaurimt.
Staff remarked that they did not object to the proposed hours of operation.

017 and adopt Resolution No. 1719 subject to the COnditiODS in the staff report with the
additional condition that the hours of operation will be from 11:00 a.m. to 10 p.m. 7-days a
week.

5. RESOLUTION NO. 1716
A resolution of the Planning Commission of the City of Arcadia, California recommending to
the City Council amendments to the General Plan Land Use Map of the Arcadia General Plan
for certain properties wihin the City.
RESOLUTION NO. 1717
A resolution of the Planning Commission of the City of Arcadia, California recommending to
the City Council denial of the Highland Oaks Specific Plan 9S.P. 2003-001) fora proposed 7-
lot residential hillside development located north of the terminus of Vista Ave. and Northwest
of Canyon Rd. in the City of Arcadia.
MOTION: To adopt Resolution Nos. 1716 and 1717 and to fonnaIly affirm the decisioDSof
November 9 and 23, 2004 and the votes thereon.
