HomeMy WebLinkAboutItem 10a - Regular Meeting Minutes of November 16, 2021 and Special Meeting Minutes of November 30, 2021 1 11-16-2021 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, NOVEMBER 16, 2021 CALL TO ORDER – Mayor Tay called the Closed Session to order at 6:00 p.m. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Verlato, Cheng, and Tay ABSENT: Chandler PUBLIC COMMENTS – No one appeared. CLOSED SESSION a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators. City Negotiators: City Manager Dominic Lazzaretto, Assistant City Manager/Development Services Director Jason Kruckeberg, and Administrative Services Director Hue Quach. Employee Organizations: Arcadia Firefighters’ Association. No reportable action was taken on the Closed Session Item. The Closed Session ended at 6:37 p.m. Regular Meeting City Council Chamber, 7:00 p.m. 1. CALL TO ORDER – Mayor Tay called the Regular Meeting to order at 7:00 p.m. 2. INVOCATION – Reverend Darwin Ng, Arcadia Police Department Chaplain 3. PLEDGE OF ALLEGIANCE – Girl Scout Daisy Troop 2881 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Verlato, Cheng, and Tay ABSENT: Chandler 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Maurer announced that prior to the Regular Meeting the City Council met in a Closed Session to consider the one item listed on the posted agenda; and indicated that no reportable action was taken. 2 11-16-2021 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that Council Member Chandler passed away over the weekend; he indicated that the December 7, City Council Meeting will adjourn in his memory; he requested that City Manager Item 11.a. be tabled to a future City Council meeting; and indicated that at the request of the City Council, Consent Item 10.b be pulled for separate discussion. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Verlato to read all ordinances and resolutions by title only and waive the reading in full and the City Council concurred. 8. PUBLIC COMMENTS Angela Hui, an Arcadia resident, appeared and expressed her deepest condolences to the City of Arcadia and Council Member Chandler’s family. 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Cheng commented on the passing of Council Member Chandler; he announced that on November 14, he attended the Diwali Festival; that today he was a guest speaker at Arcadia High School; on November 6, he attended the Community Clean-Up event at Wilderness Park; on November 10, he attended the Arcadia Senior Services Veterans Day Recognition Event; ton November 11, he attended the Monrovia Veterans Day Ceremony and in the evening he visited Monterey Park to support the Chinese Veteran Association; and he thanked the City Council for their support. Council Member Beck spoke about the passing of Council Member Chandler; he announced that on November 14, the City Council attended the Arcadia Chinese Association event; he reported on the proposed new developments approved by the Planning Commission; and he announced that on November 6, he attended the Community Clean-Up event at Wilderness Park. In honor of Council Member Chandler, Council Member Verlato had no comments. City Clerk Glasco commented on the passing of Council Member Chandler; and shared a letter he wrote in his honor. Mayor Tay commended Mayor Pro Tem Cheng for his speech at the Monrovia Veterans Day Ceremony; he announced that the Los Angeles Sanitation District Board meeting adjourned in memory of Council Member Chandler; he shared an email he received from the Foothill Transit Authority Board regarding the passing of Council Member Chandler; he indicated that the December 7, City Council Meeting will adjourn in his honor; he further announced that he attended the Arcadia Chinese Association event; he commented on the importance of coming together during the Thanksgiving Holiday; he encouraged everyone to attend the next City Council meeting; and wished everyone a Happy Thanksgiving. 3 11-16-2021 10. CONSENT CALENDAR a. Regular Meeting Minutes of November 2, 2021. Recommended Action: Approve b. Resolution No. 7395 submitting public comment on behalf of the City of Arcadia to the Los Angeles County Redistricting Commission to adopt County Supervisor Electoral Districts consistent with the current representation for San Gabriel Valley cities. Recommended Action: Adopt c. Lease Agreement with the Arcadia Chamber of Commerce for a five-year term for the City-owned property at 388 West Huntington Drive. Recommended Action: Approve d. Contract with CT&T Concrete Paving, Inc. for the Americans with Disabilities Act (“ADA”) Bus Stop Improvements Project in the amount of $138,612, including a 10% contingency, and adopting a categorical exemption from the California Environmental Quality Act (“CEQA”). Recommended Action: Approve e. Revise the existing Classification Specification for Senior Code Services Officer. Recommended Action: Approve It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a roll call vote to approve Consent Calendar Items 10.a and 10.c through 10.e. AYES: Verlato, Beck, Cheng, and Tay NOES: None ABSENT: Chandler Council Member Verlato requested Consent Calendar Item 11.b be pulled for separate discussion. After City Council discussion a motion was made by Council Member Verlato, seconded by Council Member Beck, to amend Resolution No. 7395, striking the second to last and the last WHEREAS clauses, and to revise SECTION 1 to read, “The City of Arcadia recommends that the Los Angeles County Redistricting Commission adopt supervisor electoral district maps that provide for equal representation of the San Gabriel Valley cities across two districts, which are as close as possible to existing boundaries, that maintains Foothill cities together—including keeping the City of San Marino in the same district as the City of Arcadia—and ensures that all individual cities within the San Gabriel Valley are not split between two districts”; and update the letter to reflect the changes to the Resolution. AYES: Verlato, Beck, Cheng, and Tay NOES: None ABSENT: Chandler 4 11-16-2021 11. CITY MANAGER a. Appeal of the Business Permit and License Review Board’s Decision to revoke of the Business License for Saybrook Media Group Inc. at 529 Las Tunas Drive and if the decision is to uphold the Board’s decision, adopt Resolution No. 7394 denying the appeal. Recommended Action: Adopt At the request of City Manager Lazzaretto, this item was tabled to a future City Council meeting. 12. ADJOURNMENT The City Council adjourned in memory of Bryan Urias, City of Duarte Mayor at 7:51 p.m. to Tuesday, December 7, 2021, at 6:00 p.m. in the City Council Conference Room. Linda Rodriguez Assistant City Clerk ARCADIA CITY COUNCIL SPECIAL MEETING MINUTES TUESDAY, NOVEMBER 30, 2021 CALL TO ORDER – Mayor Tay called the Special Meeting to order at 11:00 a.m. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Verlato, Cheng, and Tay PUBLIC COMMENTS Jason Lee, an Arcadia resident, appeared and expressed his interest in being selected for appointment to City Council District 5; he also indicated that if he is not appointed, then nobody else who has an interest in running for the seat in 2022 should be considered. Fei Pang and Stacy Lee also appeared and expressed their support for Mr. Lee’s candidacy. At 11:15 a.m. the City Council convened to a Closed Session. CLOSED SESSION a. Pursuant to Government Code Section 54956.9(d)(4) to confer with legal counsel regarding potential litigation – one (1) case. b. Pursuant to Government Code Section 54957.6 to confer with labor negotiators. City Negotiators: City Manager Dominic Lazzaretto, Assistant City Manager/Development Services Director Jason Kruckeberg, and Administrative Services Director Hue Quach. Employee Organizations: Arcadia Public Works Employees Association, Arcadia City Employees Association, Arcadia Police Civilian Employees Association, Arcadia Police Officers’ Association, Arcadia Firefighters’ Association, and unrepresented employees: Department Heads, Division Managers, Supervisors, and part-time employees. The City Council recessed at 12:05 p.m. and reconvened at 12:14 p.m. No reportable action was taken on the Closed Session Items. The Closed Session ended at 12:20 p.m. The City council recessed after Closed Session and reconvened to a Study Session at 12:45 p.m. STUDY SESSION (OPEN TO THE PUBLIC) a. Consideration, discussion and establishment of goals and priorities. The City Council met to discuss goals, working relationships, and collaboration. A discussion ensued regarding the proposed goals listed below and staff responded to various questions, comments, and suggestions: • Implementing Senate Bill 9 • Sending a letter objecting to defunding the Metro Gold Line Police • Aesthetics and signage on Baldwin Avenue • Hosting and/or supporting events to honor local veterans and to celebrate the Fall Harvest Moon • Consideration of rotating Mayors every 9 ½ months by seniority • Translating all City forms and applications into Chinese The City Council recessed at 1:48 p.m. and reconvened at 1:55 p.m. b. Process Alternatives and Discussion of Options to Fill City Council Vacancy. After discussion, the City Council directed staff to prepare a press release calling for nominations to fill the unexpired term for Arcadia City Council District 5; scheduling interviews with the City Council at a Special Meeting on Thursday, December 9, beginning at 10:00 AM, and reserving time on Friday, December 10 at 12:00 PM to further deliberate on appointing a City Council Member to that District, if necessary.
