Arcadia City Planning Commission Tnesday, Cktober26, 2004 7:00 p.m. in the Arcadia City Conndl Chambers PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, October 26, 2004 at 7:00p.m. in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Dr. with Chairman Baderian presiding. PUBLIC HEARING TPM 2004-008 150 Genoa MaggieQiu Consideration of a tentative parcel map for a 2-unit residential condominium project. The staff report was presented and the public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION: It was moved by Commissioner Olson, seconded by Commissioner Wen to close the public hearing. The motion passed by voice vote with no one dissenting. . . MOTION: It was moved by Commissioner Lucas, seconded by Commissioner Hsu to approve TPM 2004- 008 subject to the conditions in the staff report. PUBLIC HEARING TPM 2004-009 138 Alice Ya Ying Lioti Consideration of a tentative parcel map for a 3-umt residential condominium project The staff report was presented. In answer to a question by Commissioner Lucas, Mr. Lambert stated that he did not anticipate any modifications for this project. There are usually 3-4 different designs that are used for units on the alley. The public hearing was open No one spoke in favor of or in opposition to this item. MOTION: It was moved by Commissioner Hsu, seconded by Commissioner Olson to close the public hearing. The motion passed by voice vote with no one dissenting. In reply to a question by Commissioner Hsu, Ms. Butler stated that the units usually cange between 1,500"2,000 sq. ft. and the size of the unitS determines how many unitswill.be constructed. In this case, the alI~y provides access to the building. She went on to say that there are many lots that have alley access and there has not been any problems associated with them. The alleys have been designed to accommodate the traffic'associated with multiple-family units. PUBLIC HEARING TPM 2004-010 41-43 EI Dorado Ya Ying Liou Consideration of a tentative parcel map for a 3-unit residential condominium project. The staff report-was presented and the public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION: It was moved by Commissioner Olson, seconded by Commissioner Wen to close the public hearing. The motion passed by voice vote with no one dissenting. PUBLIC HEARING TPM 2004-011 38 Diamond Paul Chen Consideration ora tentative parcel map for a 3-unit residential condominium project. The staff report was presented and the public hearing was opened. Scott Chang, EGL Assoc, 11823 Slauson Ave., Santa Fe Springs, said they are in agreement with all of the conditions in the staff report. Arcadia City PIamiing Commission 3 10/26/4 . . PUBLIC HEARING TM 61280 138-144 EI Dorado Cal Land Engineering Consideration ora tentative map for a 6-unit residential condominium project. The staff report was presented. Commissioner Lucas remarked that just tonight, they have approved the removal of 7 dwelling units to be replaced by 17 units. Will the City's services be able to accommodate the increased number of units. Mr. Li replied that the proposed projects comply with the density requirements. The City's current infrastructure will be able to handle this increase. Ms. Butler added that when the Water and Sewer Master Plans were adopted, they took into consideration the City's growth at built out. The studies took into consideration any deficiencies. She noted that various city departments look at the proposals that have been presented and all issues are considered prior to the item being placed on the agenda. The public hearing was opened. PUBLIC HEARING CUP 2004-013 & ADR 2002-072 57 Alice Homer Yen Architects Consideration of a conditional use permit and architectural deSign review to construct an approximate 23,800 sq. ft. mixed-use project. The staff report was presented. In answer to a question by Commissioner Lucas, Mr. Lambert slated that the compact parking for the proposal is based upon the old parking code because it was submitted and the concept. plans were approved prior to the adoption of the new regulations. Commissioner Lucas felt that the location of the guest parking was odd because it is not directly located underground below the condominiums and Mr. Lambert responded that the guest parking would be clearly delineated as such. The residential spaces are larger than the commercial parking spaces. There is no direct access to the residential areas from the parking garages. Ms. Butler indicated that they could have put the guest parking neat the units buuhat would have meant giving up outdoor private spaces. Staff felt that was important because some of the units may be oCcupied with families that have children. People will use both the guest parking spaces as well as the available on-street parking: 'This is the first of this type of a development in the City, so staff does not have much experience with it. The other mixed-use project,that was recently approved by the Planning Commission has guest parking that is located in a subterranean garage. It is statrs experience that in most multiple-family type developments guests tend to use the on-street parking and the guest parking spaces are generally used by the tenants. In reply to comments by Commissioner Wen, Mr. Lambert stated that there is another mixed use development along First Ave. and California. The General Plan designated the corridor between Duarte and Huntington along First Ave. as a mixed use. In the C-2 zoning residential uses are permitted with an approved CUP, as long as the General Plan designation is mixed use. Staff would not be in support of the proposal had it not been for the mixed-use proposal. There is a small area of the City where these Arcadia Ci1y PIamiing Commission s 10126/4 . . types of developments are permitted, The subject project is ~ mile from the one that Planning Commission recently approved. Chairman Baderian said this is a creative project and applauded the applicant. He inquired about the hours of operation of any of the businesses and if those would conflict with.the residential uses. Will staff look at the potential businesses? Will the uses need Planning Commission approval? He wanted to make sure that the developer understands any limitations or concerns. Mr. Lambert replied that the first floor would be commercial uses and the other two are office due to the parking constraints. Any intense use such as an eating establishment would require either a CUP or a parking modification. He thought that they would be more likely to have businesses there that would shut down at a reasonable. hour. All uses would need to be in.compliance with Code. Certain uses need CUP such as eating establishment and some may not require Planning Commission approval. The Modification Committee would review any parking modifications. Ms. Butler explained that staff would not encourage a use that wotUdrequire a parking modification. They would strongly discourage an eating establishment type of a use at this location due to the parking. She was not sure whether there would be that much retail uses and expected there to be more office activity. She did not want to encourage an intense retaiJ use that would require a great,deal of parking. For example, there could be a take-out eating establishment but not one with long hours of operation. Certain uses would require a CUP such as a liquor store. The public hearing was opened. Homer Yen, 805 W. Duarte Rd., the architect, said they are in agreement with all of the conditions in the staff report. No one else spoke in favor of or in opposition to this item. MOTION: It was moved by Commissioner Wen, seconded by Commissioner Hsu to close the public hearing, The motion passed by voice vote with no one dissenting, Commissioner Hsu commended staff for this project and said that ids a very pleasing design and a nice addition to the community. He asked if the residential areas and the commercial areas were intended to be separated? Ms. Butler replied that this project is different than the previously approved one by Planning Commission. Typically, they do not encourage this type of a separation but Alice St. is mostly residential and in this case it created a nice transition. She thought the commercial creates a nice buffer along First Ave. and will be a nice transition. Staff has been working on this project for over two years and the project has been revised many times. But, staff is comfortable with the project as presented. Arcadia Ci1y Planning Cooooissioo 6 10/26/4 . . MOTION: It was moved by Commissioner Olson, seconded by Commissioner Hsu to approve CUP 2004- 013 & ADR 2002-072 subject to the conditions in the staff report and direct staff to prepare the appropriate resolution. PLANNING COMMISSION AGENDA ITEMS Following a brief discussion, it was determined that because there is no urgency to the issue of developments on irregularly shaped lots, Commissioner Hsu and Ms. Butler should meet to discuss his concerns prior to scheduling the item before the Planning Commission.
