The Planning Commission of the City of Arcadia met in regular session on Tuesday, September 28,
2004 at 7:00 p.Ol. in the Arcadia Council Chambers of the City of Arcadia, at 240 W Huntington Dr.
with Chairman Baderian presiding.

MOTION
It was moved by Commissioner Wen, seconded by Commissioner Hsu to read all resolutions by
title only and waive reading the full body of the resolution. The motion passed by voice vote
with'no one dissenting.

Considerationofa conditional use permit to.operate a children-learning center.
Resolution No. 1713
A resolution of the City of Arcadia, California, approving CUP 2004-012 to allow a children-
learning center within the existing 1,568 sq. ft. commercial building at 817 S. First Ave.

The staff report was presented.
In answer to a question by Commissioner Wen, Ms. Flores stated that each use has its own parking.
The public hearing was opened.
Seong Pak, 2017 S. Santa Anita, owner, said that he is in agreement with all of the conditions in the staff
report. He finds this type of a business very rewarding because they are able to help many immigrant
families learn English and with schoolwork. Their present location is good but the trash container is
very close and it attracts pests and flies. This new center is better and will be the only center that
teaches Cantonese.
In answer to a question by Commissioner Lucas, Mr. Pak said,that this will be a small operation so each
student gets individual attention. This makes them unique as compared to other facilities. He
anticipated that the highest grade for their students would be the 7th grade and thought there would be
minimal high school students. Their specialty is for children in the primary school.
Mr. Nicholson.said that he would have the trash enclosure inspected.
Mr. Pak stated that the trash container does not seem to be sufficient aDd the lid is left open at times.
No one else spoke in favor of or in opposition to this item.
MOTION:
It was moved by Commissioner Wen, seconded by Commissioner Hsu to close the public
hearing. The motion passed by voice vote with no one dissenting.
MOTION:
It was moved by Commissioner Wen, seconded'by Commissioner Lucas to approve CUP 2004-
012 subject to the conditions in the staff report and adopt Resolution No. 1713.

Chairman Baderian noted that there is a five working day appeal period after the adoption of the
resolution. Appeals are to be filed by October 6th.
