RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, SEPTEMBER 8, 2021 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Chu called the meeting to order at 6:00pm in the Recreation Conference Room. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Fowler reported he was approached about additional fields for soccer practice in the City of Arcadia. Commissioner Fowler said in his past history with AYSO, there were approximately 2,500 soccer participants. Currently there are approximately 900. Commissioner Fowler said it was nice to have a gathering for Toni McKiernan's retirement, and happy it was well attended. Vice -Chairperson Cheung reported the Homeless Community Forum held on August 7, 2021 was very informative with plenty of discussions, and many passionate people. The forum was attended in person and by Zoom. City Department Heads and City Council members were present. Vice - Chairperson Cheung said she also attended Toni McKiernan's retirement party and had a nice time. Commissioner Yu reported her neighbors are concerned about the safety of the neighborhood. Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung informed Commissioner Yu the City has five districts with an Area Commander covering a specific district. ADRCS Cheung said she would show Commissioner Yu how to access the information on the City's website after the meeting. Chairperson Chu mentioned he drives by Eisenhower Park often and noticed there are fewer people at the park or not out as late as they used to be. Commissioner Fowler said it is possibly due to the heat. Chairperson Chu said he has noticed many more people at the mall where it is nice and cool. REPORT FROM CITY COUNCIL MEMBER LIAISON - None 2. Report from Public Works Services Department Project Updates Department of Public Works Street Superintendent (DPWSS) Dave Thompson reported a portion of "No Camping, No Fires" public signs have been placed at First and Huntington in Downtown Arcadia. Signs will also be placed at public facilities such as Eisenhower Park, City Hall, City Parks, Gilb Museum of Arcadia Heritage, Arcadia Library, Recreation and Community Services Department, the Highlands (because of the high fire dangers). DPWSS Thompson reported the Public Works Services Department is currently working on the Request for Proposal (RFP) for the Newcastle Park Project and looking to go out to bid in October 2021. b. Report of Director of Recreation and Community Services Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung reported the Community Forum on homelessness was held on August 7, from 9am to 5:30pm. Department heads presented on various topics related to homelessness and were available to answer questions from the public. ADRCS Cheung reported the staff will present all the information to the City Council for direction at the meeting on September 21, 2021. ADRCS Cheung reported on Covid-19 youth sports protocols. On August 30, the County of Los Angeles Department of Public Health published an updated Youth Sports Protocol effective September 1, 2021. Previously, Los Angeles County required routine testing for all athletes and staff participating in moderate or high - risk organized youth sports, however the new updated protocol states testing is not required for children under the age of 12 who are playing outdoor sports and a weekly negative test result is required for all participants who are not fully vaccinated, for youth over the age of 12, coaches and volunteers. Monthly Reports ADRCS Cheung reported the Community Center began serving the Senior Lunch Program on July 6, with modifications and limited lunches available. Lunch is sold on a first -come, first -served basis and has been selling out almost every day. ADRCS Cheung reported the main ballroom in the Community Center is closed for major renovation on the partition walls. Partitions will have new fabric reinstalled to each pane and scheduled to be completed by the end of September. On September 22, Walk & Talk program will take a walk to the new Le Meridian Hotel for a tour of the facility. ADRCS Cheung reported the Fun `N Play, Summer Day Camp, and Summer Sports Camp were full to capacity with a very long waitlist. ADRCS Cheung reported the first Summer Concert and Movie was held on August 5, with the band Cold Duck who played for 965 guests. The City also celebrated National Night Out and the City of Arcadia's 118 birthday. On August 12, the popular band The Answer played for 980 guests. ADRCS Cheung reported she and Sara Somogyi, Director of Recreation and Community Services met with the new Parks Foundation. They are working on obtaining their 501(c)(3) in order to raise funds for the Recreation and Community Services Department. Once their paperwork is in order, they will officially be a non-profit organization and will be able to begin fundraising. PUBLIC COMMENTS - None REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Fowler reported on the positive impact the City's No Camping Ordinance has made in the short time it has been in effect. Noticeably in the Arcadia County Park, tents are coming down. Although this particular facility is the County of Los Angele's jurisdiction, the impact on the City is encouraging. Chairperson Chu reported he is looking forward to the Winter season in Arcadia. He is excited to see the residents in the community out and about for the holidays. Commissioner Swinney - No report. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Tay reported there will be a virtual meeting on Tuesday, October 19, 2021 regarding the Downtown Alley Improvement Project. Interested parties can contact Linda Hui at 626.574.5435 for more information. Mayor Tay reported there will be a community workshop on the City's re -districting process on Wednesday, November 10, 2021 at 6pm in the City Council Chambers. Every 10 years districts are re -assessed after the census is complete. This is the first of two meetings for the community to learn more about the re -districting process and ask questions. Commissioner Fowler followed up with a question asking if the City was considering changing the policy from having districts, to going back to the general election format. Mayor Tay responded no, not at this time. 2. CONSENT CALENDAR a. Approve Meeting Minutes of September 8, 2021 Recommended Action: Tabled to next meeting. Insufficient quorum for approval. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Public Works Services Department Street Superintendent (PWSDSS) Dave Thompson gave a detailed report on the timeline for the Newcastle Park renovation project. The formal request for proposals are due by October 18, 2020. This will be followed by an on -site, pre -proposal, non - mandatory meeting on November 2, 2021. The deadline to submit questions will be November 8, 2021. Proposals are due November 16, 2021. Interviews to follow on December 2, 2021. The Arcadia City Council is expected to award the contract in January 2022. Construction is scheduled to start February 2022, with completion in approximately one year in February 2023. b. Report of Director of Recreation and Community Services Director of Recreation and Community Services (DRCS) Sara Somogyi began her report by introducing the new City liaison for the Recreation and Parks Commission, Karen Collins. DRCS Somogyi went on to announce and congratulate Director of Public Works Services (DPWS) Tom Tait on his retirement as well as Deputy Director Public Works Services Department Paul Cramner's appointment as the new Director of Public Works Services Department. Monthly Reports DRCS Somogyi reported the Community Center recently reopened the gift shop with modified procedures and protocols. The Community Center pool room continues to be popular with a steady flow of players daily. DRCS Somogyi reported the success of the virtual senior seminars however, with in -person seminars coming back, seniors have expressed an interest in keeping the virtual aspect as an option. Staff is currently working on a hybrid format to accommodate those who prefer to stay home. On September 16, the Garfield Medical Center gave an informative seminar on senior safety, distributed safety items and provided information on the upcoming flu shot clinic at their facility. DRCS Somogyi also mentioned the Arcadia Travelers group is back in action with their senior trips taking place once again. Trips are under modified protocols as well, but active seniors are taking full advantage of being out and about. DRCS Somogyi reported the ongoing popularity of the Merit Badge classes for the scouting community. She also stated Wilderness Park visitors have increased, largely due to the park being open to the public on weekends with reservations no longer being required. DRCS Somogyi stated the Community Center is still running under specific safety protocols with modified criteria in place. Classes and programs are set at lower capacity with other factors in place such as walk up displays in lieu of sit down programming for special events. DRCS Somogyi discussed Arcadia City Council's recommendation to address homelessness. With the City Councils approval these are the following five areas to be addressed with a timeline of six months to complete. Starting with identifying those at risk of becoming homeless and focus on prevention and diversion programs. Implement the anti -camping ordinance and report back how enforcement is going. Conduct a true census of the homeless population within the City. Investigate and report on options related to working with different organizations other than the Los Angeles Homeless Service Authority (LAHSA). Lastly, research the outcomes experienced in other cities that have implemented tiny shelters. DRCS Somogyi is working with different departments in the City to accomplish these recommendations and report back to the City Council in the six-month time frame. Financial Statements DRCS Somogyi reported the financials for the department are still lower than average due to the programs and facility not operating at full capacity. Smaller class sizes, lower capacity for events, Community Center rentals not taking place, as well as the protocols and factors which allow us ease back into programs. The Department continues to provide programs that are safe and meaningful with the quality service participants have come to know and appreciate. DRCS Somogyi reported the Parks and Recreation Facility Fund is at $7.5 million, with the Newcastle renovation project budgeted at $4 million. DRCS Somogyi stated upcoming bids for the Newcastle Park renovation project may come in higher due to issues with the supply chain and the rising cost of building materials. If this occurs, adjustments may have to be made to the project itself or the funding for the project, this will be addressed as needed. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift The gift shop provides a venue for senior crafters to sell their 137 Visitors Shop creations and allows the community to purchase one -of -a -kind Monthly Revenue items at a great price. $643 Information & This program assists seniors and their families with issues that Referral Intakes affect their quality of life by providing information and referral that 14 address their daily living concerns. Pool Room Three pool tables are available Monday through Friday from 384 7:30am-4:30pm. A nutritious meal is provided Monday -Friday for senior citizens. Senior Nutrition For many seniors, this is the only hot meal they have on a daily 952 Program basis. On Thursdays, Elkjon Combo plays delightful music for the Average/Day 56 seniors during their lunch time. Exercise plays a vital role in health and wellness. Classes Classes include line dance, cardio plus, and Zumba. These courses 1,870 contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. Table Table Tennis is available Monday -Friday, from 10:30am-3:30pm. Tennis Seniors have the opportunity to drop in and play to gain exercise 37 and socialization. Every Wednesday at 10am, seniors join a staff member for a Walk & Talk short, leisurely walk around the Community Center and 11 surrounding areas. On Fridays, Seniors can come and play Mahjong in person once Mahjong again. All Mahjong equipment is included for seniors to check 42 out at the front desk. Mahjong is played every Friday from 1-3pm. Monthly Monthly bus passes can be mailed to seniors to provide a way Bus Passes for seniors to purchase their pass. The monthly bus pass is $5 23 per month. Weekly Movie Movies are shown on a theater size screen every Wednesday. 24 Average/Week 12 Notary Notary services are limited to three signatures or thirty minutes Services Per appointment every 2"d and 4th Tuesday of each month by 12 ap ointment. Every Wednesday, from 9am to 1 pm, Matthew Castillo from Veteran Peer Access Network is available at the Community Veteran Peer Center to assist Veterans and family members to various Access Network services such as mental health treatment, substance abuse 3 support, temporary and permanent housing, and more. Matthew Castillo is a representative for LA County Supervisory District 5. Support services include registering members for trips, signing Meeting: 55 Arcadia up new members, and handling the club's correspondence. A Passes Sold: 56 Travelers Club monthly club meeting is held at the Community Center to discuss Passengers: 97 future trips and provide a social gathering. Total: 208 Monday The Senior Monday Dance is back every 1 st 3rd and 51h Monday Dance from 1:30 to 3:30pm. Dancers can enjoy live music and 209 refreshments. Free Methodist Hospital held a Free Flu Shot Clinic at the Arcadia Flu Shot Clinic Community Center on November 9. There were 25 people 25 registered. A Veterans Day Lunch was held at the Community Center on Veterans November 10, to honor those who served in the military. Every Luncheon Veteran received a lawn sign provided by the City and a gift box 105 provided by Operation Gratitude. A virtual presentation was held on Tuesday, November 16, with Virtual Dietitian, Victoria Pacheco. Victoria talked about ways to lower Health Lecture cholesterol and healthy eating options. Victoria also 70 demonstrated how to prepare a healthy butternutsquash soup. On November 24, 120 seniors attended the Thanksgiving Feast. Thanksgiving The event included a traditional Thanksgiving meal, raffle prizes, Feast and a craft everyone enjoyed making. Every year, meals are 120 served by the Arcadia Fire Department. TOTAL Cumulative of programs, services, and special events. 4,246 Connection Total number of monthly newsletters distributed this month. 700 NOVEMBER HIGHLIGHT VETERANS DAY RECOGNITION A Veterans Day Lunch was held at the Community Center on November 10, to honor those who served in the military. The event included lunch, a walk down memory lane, followed by a tour of the Gilb Museum of Arcadia Heritage. Veterans were able to register their names in the new military kiosk. Every Veteran received a lawn sign provided by the City and a gift box provided by Operation Gratitude. RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services are listed below. PROGRAM DESCRIPTION ATTENDANCE There are 31 Adult Basketball teams participating in the Fall season Adult Basketball at the Dana Middle School Gym. There is currently a Friday and 1,116 Sunday League offered. November The After School Playground Program is a free drop -in program for BS 402 youth in grades K-5. The program operates Monday through Friday CG 378 After School from school dismissal to 4:30pm through May 24, 2022. Six HA 348 Program elementary school playgrounds provide a variety of activities HO 381 including board games, crafts, and outdoor games to keep HR 386 participants safely engaged and entertained. LW 385 Total 2,280 Fall Camp is a safe, supervised, kid -friendly program held at Dana Fall Camp Gym from November 22-24, 2021, kids ages 5-12 enjoyed fun 121 activities, including crafts, board games, movies, and snacks. Merit Badge Merit Badge Classes are virtually offered to Scouts to earn badges Classes that help them to reach goals of being an Eagle Scout. 71 The Volunteen Program provides teenagers ages 14-18 with Volunteen valuable volunteer experiences which will help prepare them for 24 Volunteens Program college and future jobs. During the month of November Volunteens 128 hours assisted with the After School Program, Fall Camp, and Tech Talk. Wilderness Park Wilderness Park is now open for public use Monday through Sunday Public Use without reservations for small groups. 365 Wilderness Park Wilderness Park has Camping on the weekends for non-profit Rentals groups. 70 Community The Arcadia Community Center offers a wide range of classes for Center Classes all ages. Classes offered at this location include Zumba, gymnastics, 647 sewing, and chess. This interdepartmental joint use facility is used to offer more classes MEC Classes to the community. Classes offered at this location include guzheng, 224 karate, and belly dancing Dana Gym This AUSD joint use facility is used to offer more classes to the Classes community. Classes offered at this location include Total Body 412 Workout, volleyball, and badminton.
