REGULAR MEETING MINUTES
THURSDAY, OCTOBER 14, 2021 at 6:00 p.m.
CALL TO ORDER — Chairperson Brink called the meeting to order at 6:00 p.m. in the Council
Chambers Conference Room.
ROLL CALL OF COMMISSIONERS
PRESENT: Burton Brink, Gary Brewer, Ethel Laczko, Barbara Lyle, Robert Miller, Lee
Shimmin
ABSENT: Sheryl Hunter
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS — None
PUBLIC COMMENTS — None.
REPORT FROM CITY COUNCIL MEMBER LIAISON — Council Member Liaison Paul Cheng
said that the City Council voted to pause the Tiny Shelter program and agreed on a five -point
plan to address the homelessness issue in the City. Council Member Cheng said that he is
working with an organization to help deliver care packages to local veterans on Veterans Day.
REPORT FROM ARCADIA BEAUTIFUL COMMISSIONERS
Commissioner Shimmin said that the Arbor Day event held at the concert at City Hall was the
best Arbor Day event ever, and that he was pleased with the participation of people who visited
the Arcadia Beautiful Commission booth.
Commissioner Miller said that he was happy that his questions regarding tree removal and
trimming had been addressed.
1. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of July 08, 2021.
It was moved by Commissioner Shimmin, seconded by Commissioner Brewer, and carried on
roll call vote to approve the minutes.
AYES: Brewer, Brink, Laczko, Lyle, Miller, Shimmin
NOES: None

2. MEETING CALENDAR
Staff Liaison Carmen Masud reviewed the meeting calendar for the upcoming year
3. ARCADIA BEAUTIFUL COMMISSION PAMPHLET
Staff liaison Masud passed out the Arcadia Beautiful Commission pamphlet to commissioners
for review and requested that any comments or revisions be provided so that the pamphlet
could be printed for future events. Commissioner Laczko said the City should offer programs to
provide drought tolerant landscaping tips to residents. Staff liaison Masud said the Public Works
Services Department is offering four webinars related to water conservation landscaping efforts
in the near future. Commissioner Miller asked if the City could produce an Arcadia Beautiful
Commission banner that could be displayed at their booths at future events and asked if more
giveaways such as dog waste bags could also be provided.
4. DEBRIEF OF 2021 ARBOR DAY CELEBRATION
Chair Brink said the Arbor Day celebration at the concert was a success, based on comments
from all commissioners. Commissioner Laczko said that the event was great, and that she liked
seeing families out picnicking and enjoying the summer concert and movie.
5. DEBRIEF OF 2021 WATERSMART HERO AWARDS
Commissioner Miller said he was pleased with the process of Commissioners providing pictures
of the properties for consideration of awards, followed up by staff reviewing water bills for
eligibility of the WaterSmart Hero Award designation.
6. DISCUSSION OF FUTURE COMMISSION ACTIVITIES
a. Community Clean -Up Day at Wilderness Park —November 6, 2021
b. Holiday Decoration Awards
Staff liaison Masud said that the Community Clean -Up Day will take place at Wilderness Park
on Saturday, November 6th at 9:00 a.m. and that Mayor Pro Tem Cheng would attend and
provide comments regarding the event honoring Former City Clerk Jim Barrows. Staff liaison
Masud said that there are various areas in the park that were affected by the Bobcat Fire and
that activities will include debris removal in the storm drain, roadway, and picnic benches. Staff
liaison Masud said that two people are currently signed up to participate and that she would be
reaching out to the Arcadia High School environmental group to inquire if their members could
assist at the event. Staff liaison Masud said she and a couple of other Public Works Services
staff would also attend and participate in clean up efforts at the event.
Chair Brink said that he would like to move forward with driving around in person to judge
properties for the Holiday Decoration Awards. Staff liaison Masud said that staff liaison Laena
Shakarian would soon be sending out information and instructions regarding this program.
