MINUTES'. ~ Arcadia City Planning Commission Tnesday, May 11,2004 7:00 p.rn. in the Arcadia City Council Chambers PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, May 11, 2004 at 7:00 p.m. in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Dr. with Chairman Baderian presiding. ROLLCALL: PRESENT: ABSENT: Commissioners Hsu, Lucas, Olson, Wen, Baderian None OTHERS ATTENDING Council Member Roger Chandler Community Development Administrator Donna Butler Assistant Planner Tom Li Senior Administrative Assistant Silva Vergel SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Ms. Butler indicated that the address should be changed on the staff report for CUP 4-4. It should be 5417 Peck Rd. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE PLANNING COMMISSION ON NON-PUBLIC HEARING MATIERS (5 MINUTE LIMIT PER PERSON) None 1. PUBLIC, HEARING TPM 2004-004 138 EI Dorado St. California Land Engineering Consideration of a tentative parcel map for a 3-unit residential condominium project. The staff report was presented. In answer to a question by Commissioner Lucas, Mr. Li indicated that the alley way provides 4 parking spaces for the units; 2 guest parking spaces and 2 spaces forthe tenants. The public bearing was opened. . . . No one spoke in favor of or in opposition to this item MOTION: It was moved by Commissioner Hsu, seconded by Commissioner Lucas to close the public hearing. The motion passed by voice vote with no one dissenting. ROLL CALL: AYES: NOES: Commissioners Hsn, Lucas, Olson, Wen, Baderian None MOTION: It was moved by Commissioner Olson, seconded by Commissioner Wen to approve TPM.2004- 004 subject to the conditions listed in the staffreport. ROLL CALL: AYES: NOES: Commissioners Hsu, Lucas, Olson, Wen, Baderian None Chairman Baderian noted that there is a ten-day appeal period. Appeals are to be filed by May 21. 2. PUBLIC HEARING MP 2004-007 406 W. Naomi Ave. Howard Lu Consideration of modifications for a proposed new two-story, 4,522 sq. ft. single-family residence. The staff report was presented. In reply to a question by Commissioner Lucas, Mr. Li indicated that the wallis 6' high. Commissioner Lucas was concerned that the wall could be taken down at a later date. The public hearing was opened. No one spoke in favor of or in opposition to this item. MOTION: It was moved by Commissioner Lucas, seconded by Commissioner Hsu to close the public hearing. NOES: None Commissioner Lucas was concerned about the garage and the 24' width of the garage doors and he was concerned that one day the block wall would come down and then it will be quite visible along Holly. Chairman Baderian asked if staff was under the assumption that the wall will be removed and Mr. Li responded that the intent is to keep it but a future owner may take it down. Ms. Butler said thatshe understood Commissioner Lucas's concern and noted that the single-car garage cannot be moved closer because of the turn-around space and the limitations due to the fence. This would mean that they would have to redesign it. This is a rear and side yard area and the likelihood of removing the wall is slim. It would not be beneficial to shift it unless the wall is torn down and moved forward. Commissioner Olson did,not think that the wall would come down because most people want them for privacy. He understood the reasons for the request. MOTION: It was moved by Commissioner Olson, seconded by Commissioner Hsu to approve MP 2004- 007 subj ect to the, conditions listed in the staff report. PUBLIC HEARING CUP 2004-004 5417 Peck Rd. C2G, architect representing Cement Masons S. California. Trust Funds Consideration of a Conditional Use Permit for a training/vocational education facility with 80 students and an administrative office with 20 employees in two existingcommerciaVindustrial buildings. The staff report was presented. Chairman Baderian said that in reviewing the parking requirements for the proposed use, how would the parking be monitored? Ms. Butler indicated that usually if there are problems, staff would receive complaints, at which time the complaint would be pursued. Staff is comfortable with the provided parking spaces. This is a good use for a building that has been vacant for a while. Due to the type of schoo~ the use fits in well with the area. This is an appropriate use of the site. Michael Chait, C2G Architects, 14931 Calif a St., Van Nuys, said they are in agreement with all of the conditions in the staff report. They also feel that this is an appropriate use for site. The training school is a good fit for their operation and represents a move from Whittier to this location. He indicated that they submitted a document to staff, which noted that the average number of students would be 57, but they do have adequate parking for 80 students. They offer a voluntary ride-sharing program because many of their students travel a great distance, work together and would come to the school together. Scott Brain, 581] E Florence, Bell Gardens, the business manager said that this school provides training for the greater Los Angles area; within a 120 mile radius and that is why the students carpool. The training facility at this time serves the Los Angeles, Orange, Ventura and San Bernardino counties. It is convenient for many of the students to carpool. The students usually combine their efforts to come to the'schooL Their education is a step process, sothey begin with one class and move up to the next level. They offer a variety of courses such as an apprentice program where they learn safety, tools of the trade, and then can actually can become a trades person. No one else spoke in favor of orin opposition to this item. MOTION: It was moved by Commissioner Hsu, seconded by Commissioner Lucas to close the public hearing. The motion passed by voice vote with no one dissenting. ROLL CALL: AYES: NOES: Commissioners Hsu, Lucas, Olson, Wen, Baderian None MOTION: It was moved by Commissioner Olson, seconded by Commissioner Wen to approve CUP 2004- 004 subject to the conditions listed inthe staffreport. ROLL CALL: AYES: NOES: Commissioners Hsu, Lucas, Olson, Wen, Baderian None Chairman Baderian noted that there is a five working day after the adoption of the resolution. The resolution will be adopted on June Sth. Appeals are to be filed by June 16ih. CONSENT ITEM 4. MINUTES OF 4127/4 RECOMMENDATION: Approve MOTION: Arcadia City Plarming Commission 4 511114 . . It was moved by Commissioner Olson, seconded by Commissioner Wen, to approve the consent items. ROLL CALL: AYES: NOES: Commissioners Hsu, Lucas, Olson, Wen, Baderian None MATTERS FROM CITY COUNCIL Council Member Chandler said that this is the most important Commission and he was very impressed with their efficiency. MATTERS FROM PLANNING COMMISSION Possible topics of discussion at joint study session with City Council. After a brief discussion, the consensus of the Commission was to discuss the following items with the City Council at their study session: . Signing . Single-sided cul-de-sacs . Future changes to the General Plan and Housing Element . Council input on future housing for Seniors . How Planning Commission can better assist City Council and Staff in development projects . Lot split requirements in the R-1 zone Ms. Butler said that she will grepare a list based upon tonight's comments aJld will bring it to the Planning Commission's June 8 meeting to finalize it. Commissioner Lucas said. that he would be absent from the July 27th meeting. MODIFICATION COMMITTEE MEETING ACTIONS Commissioner Olson summarized the Modification Committee actions. He indicated thathe'would be absent from the June 22nd meeting. MATTERS FROM STAFF 1. CITY COUNCIL ACTIONS 2.
