PLEDGE OF ALLEGIANCE
The Planning Commission of the City of Arcadia,met in regular session on Tuesday, March 23,2004 at
7:00 p.m. in the Arcadia Council Chambers of the City of Arcadia, at 240 W, Huntington Dr. with
Chairman Baderian presiding.

Kamen Lai on behalf of the owner, Mike Shalabi
Consideration of modifications for a proposed pool house and lltwo-stOry addition to an
existing single-family residence.
The staff report was presented and the public hearing was opened.
Kamen Lai, 8748 E. Valley, Rosemead, said that the staff report did an excellent job is describing the
project, He added that they would like to put the pool house at the proposed location and explained that
it would not impact the neighbor to the east because there is already a structure there that he thought was
a garage. By locating the pool house at the proposed location they are able to provide more area for the
back yard and for outdoor activities.

-,i In answer to a question from Commissioner Olson, Mr. Lei indicated that there are other alternatives
that they could consider which would eliminate the modification but they chose this because it gives
them a larger area. They could push it closer to the main dwelling. By putting the pool house where
they have proposed, they are opening up the back yard area and leaving more open space for the
homeowner. He reiterated that they w()u1d not be having any negative impacts on the neighbor to the
east because the structw'e on the neighbor's property is a garage.
Mike Shalabi, 1410S. Tenth, said they have lived in this neighborhood for many years and own several
lots up and down the street, In fact, his father owns the lot directly to the south of the subject property.
They have 5 children and would like to stay in the area and improve their home. They would like to
enlarge the pool house for their children. The structure to the east is a garage or a storage area. They
would like to place this pool house on the east side and that would allow his children to go back and
forth to his father's home. The proposed location was the best and would impact the least amount of
neighbors.
Noone else spoke in favor of or in opposition to this item.
MOTION:
It was moved by Commissioner Lucas, seconded by Commissioner Hsu to close the public
hearing. The motion passed by voice vote with no one dissenting.

Commissioner Olson said that he agreed with staff's analysis. He thought that requests "A", "c" and
"D" were appropriate improvements but could not justify approving request "B", Even though the
property to the south is family owned, that does not mean that it will remain like that forever. He was
concerned with impacts that this might have on other neighbors. There isa code that applies to this and
he did not feel that the applicant provided justification to grant the modification, There are other
alternatives that could be considered. He was not convinced that this was the best plan.
MOTION:
It was moved, by Commissioner Olson, seconded, by 'Commissioner'Hsuto approve MP2004-
005, requests A, C, and D subject to the conditions listed in the staff report and deny request B
based on reasons noted in the staff report.

PUBLIC HEARING TPM 2004-002

Consideration of a tentative parcel map for a 3-unit residential condominium project.
The staff report was presented and the public hearing was opened.
Cindy Wu, 11823 Slauson, Santa Fe Springs, said they are in agreement with all of the conditions in the
staff report.
No one else spoke in favor of or in opposition to this item.
MOTION:
It was moved by Commissioner Olson, seconded by Commissioner Wen to close the public
hearing. The motion passed by voice vote with no one dissenting,

Commissioner Olson said that the "adjournment date" should be corrected.

It was moved by Commissioner Olson, seconded by Commissioner Lucas to approve the Minutes
of March 9, 2004 as amended.
