Huntington Dr. with Chairman Baderian presiding. ROLL CALL: PRESENT: ABSENT: , Commissioners Hsu, Lucas, Olson, Wen, Baderian None OTHERS ATTENDING Council Member Gail Marshall Community Development Administrator Donna Butler Associate Planner Joe Lambert Senior Administrative Assistant Silva Vergel SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA.ITEMS None MOTION It was moved by Commissioner Olson, seconded by Commissioner Wen to read all resolutions by title only and waive reading the full body of the resolution. The motion passed by voice vote with no one dissenting. Alice St. Hank Jong Consideration of a tentative parcel map for a2-unit residential condominium project, The staff report was presented and the public hearing was opened. Cindy Wu, 11823 Slauson, Santa Fe Springs, said they are in agreement with all ofthe conditions in the staff report. . . No one else spoke in favor of or in opposition to this item. MOTION: It was moved by Commissioner Lucas, seconded by Commissioner Wen to close the public hearing. The motion passed by voice vote with no one dissenting, MOTION: It was moved by Commissioner Olson, seconded by Commissioner Hsu to approve TPM 2003- 022 subject to the conditions listed in the staff report. ROLL CALL: AYES: NOES: Commissioners Hsu, Lucas, Olson, Wen, Baderian None Chairman Baderian noted that there is a ten day appeal period, Appeals are to be filed by February 9. 2. PUBLIC HEARING TPM 2004-001 317-3]9 El Dorado St. Kathy Tong Zhao Consideration of a tentative parcel map for a 2-umt residential condominium project. The staff report was presented and the public hearing was opened, Cindy Wu, 11823 Slauson, Santa Fe Springs, said they are in agreement with all of the conditions in the. staff report. Foothill Rich Development Co, Consideration of a zone change to rezone the rear 155.5' of property fronting on Foothill Blvd. from PR-lISecond One-Family with an Automobile Parking Overlay to C-2/General Commercial. The staff report was presented. In answer to a question by Commissioner Lucas, Mr. Lambert indicated that there are other similar type properties in the City. Ms, Butler further explained that there are some along First Ave., Baldwin Ave. and all of these will eventually be rezoned, Staff is currently working on bringing these types of inconsistencies into compliance, which should be forthcoming to the Planning Commission in the future, These inconsistencies will be brought to the Planning Commission in groups rather than individually, In reply to a question by Commissioner Hsu, Mr. Lambert explained the rear setback requirements. The public hearing was opened, Jim Shoemaker, Rich Development, 611 W. Sixth St., Los Angeles, thanked staff for all their hard work and said that the rear setback is 35,5 from the residential properties. Sue Miyahara, Coldwell Banker, was there. representing the owners who are in support of the project. No one else spoke in favor of or in opposition to this item. MOTION: It was moved by Commissioner Lucas, seconded by Commissioner Hsu to close the public hearing. The motion passed by voice vote with no one dissenting, In answer to a question by Commissioner Lucas, Mr. Lambert indicated that Walgreen's has submitted an architectural design review and they would also need a CUP, which would be reviewed by the Planning Commission, The only item'before thePlanniilg Commission tonight'is the zone change. PUBLIC HEARING MP 2004-002 1120 Singingwood Dr. Jay Johnson Consideration of modifications for a proposed 17'-0" southerly side yard setback in lieu of 22' -7" required for the conversion of an attic area to expand the second floor of an existing residence, The staff report was presented and the public hearing was opened, Jay Johnson, 1125 Foothill Blvd., La Canada, the architect of the project said that there are no objections to the project by neighbors, This is a large lot and the proposed home is modest in size by today's standards, only 4,000 sq. ft. They would like to keep the charm of the existing home and feel that this is a minor modification, No one else spoke in favor of or in opposition to this item. MOTION: It was moved by Commissioner Hsu, seconded by Commissioner Lucas to close the public hearing, The motion passed by voice vote with no one dissenting, MOTION: It was moved by Commissioner Olson, seconded by Commissioner Hsu to approve MP 2004- 002 subject to the conditions in the staff report. ROLL GALL: AYES: NOES: Commissioners Hsu, Lucas, Olson, Wen, Baderian None Chairman Baderian noted that there is a five working day appeal period. Appeals are to be filed by February 3, CONSENT ITEM 5. MINUTES OF 1/13/4 RECOMMENDATION: Approve Commissioner Olson remarked thatthe "no" in the first paragraph of page 6 should be deleted, MOTION: It was moved by Commissioner Olson, seconded by Commissioner Hsu to approve the Minutes of January 13, 2004 as amended. She provided a brief summary of all the City Council's accomplishments in the past year and the projects that they are working on. MATTERS FROM PLANNING COMMISSION Possible topics of discussion at joint study session with City Council. Chairman Baderian said that at the last meeting Ms. Butler summarized potential discussion items, He asked that the Planning Commission. review these and e-mail any comments or suggestions to Ms. Butler, He asked Ms. Butler to combine all the comments and recirculate it agailL He suggested discussing it again at the February 10m meeting, Commissioner Olson remarked. that Milt Bade, a long time resident and developer in the City passed away yesterday. MODIFICATION COMMITTEE MEETING ACTIONS Commissioner Olson summarized the Modification Committee actions. MATTERS FROM STAFF 1. CITY COUNCIL ACTIONS 2.
