Resolution No. 1737
A resolution of the City of Arcadia, California. granting CUP 2005-17 for an office
with 20 employees and a training/vocational education facility with 150 students,at
5417 Peck Rd.
The staff report was presented.
In response to a question by Commissioner Wen. Mr. Li responded that the students are all
adults and this issue has not changed with this submittal. He explained the parking
requirements for schools with students of driving and non-driving age. He went on to say
that the landscape would have to comply. With regard to the parking'issue, Mr. Li said that
there is plenty of parking. The neighboring business that was concerned with the parking
is over 700' away and it is doubtful that this use will have a negative impact on that
property. The parking exceeds code requirement, thus, it should not be an issue. Per their
m"Yimum request of 150 students with 30 employees, there is a potential that there could
be a m"Yimum of 180 people on site and staff feels that there is ample on-site parking.
Chairman Lucas said that having excess parlring per code may not be a true gauge of what
is existing. Mr.Li replied that because the existing building is vacant it is difficult to make
a judgment but staff feels comfortable with the situation. He did not think that the
Saturday classes would be an issue because the other businesses are closed.

Michael Chaif, 14931 Califa St.. Van Nuys, explained that the 150 students is a m",Yimum
number. Currently they only have Sl students. They would not have 30 employees on
Saturdays; only students and instructors. With regard to the landscape, he said that there
is currently landscape in the front and on.the sides of the building, and they will meet with
staff to discuss the location of the landscaping.

Consideration of an Addendum to the Environmental Impact Report for the City of
Arcadia General Plan relating to compliance with the Transportation Master Plan
as it relates to consistency with the General Plan.

Commissioner Baderian was in support of the proposal. He thought that it was important to
have a footprint and to develop a cohesive traffic operation in the community. He asked
where the funds would come from for this project?
Phil Wray, City Engineer, said that a fee schedule would be established. Fees would be
taken in as part ofa traffic impact intersection improvement fee and projects would be
funded through these shared sources. A portion of these traffic impacts are through
regional growth that the city does not have any control over and those costs would be
absorbed by the city. He explained the L.a.S. D and the types of intersections with this
designation.
Mr. Wray went on to say that the problem that Commissioner Wen is referring to is more of
a synchronization issue. The city's Traffic Master Plan looks at each intersection and
determines how each intersection should run. The L.a.S. D is referring to the traffic at its
peak hours and during other hours the L.a.S. could actually be better. The formula is based
upon volume and capacity and it actually becomes a ratio. A L.a.S. A is veIy low volume,
whereas, L.a.S. F is over capacity.
Ms. Butler explained that there are some intersections that will have a back up during
various times, such' as Huntington and Santa Anita during the racing season where they
will fall below L.a.S. D and this is to be expected at these times.
Commissioner Wen pointed out that Huntington Dr.,is a main corridor and there are aIot of
elements that are beyond the city's control. He said much of the traffic is through traffic
and is there a way to control this and other users who are traveling to neighboring cities?
Mr. Wray said the city has some control and is working with the county. Huntington Dr. is a
main east/west thoroughfare and it is the city's goal to have the signals coordinated,
however, this is difficult to achieve and there are many variables. These can be addressed
by adding more lanes and fiXin:g the signaling problems. The Master Plan looks at the
potential growth over the next 25 years and attempts to forecast based on historical data
such as building permits and various projects and the estimated regional growth, number
of vehicle trips and then determine how mUch of it is city trips and how much of it is from
outside.
Chairman Lucas was unclear as to the purpose for this and if they'know that they are going
to fall below these standards and that nothing can be done to preVent ihese.
Ms. Butler explained that the General Plan is a guideline for the city. It is not mandatoIyto
achieve the goals that are set. The Transportation Master Plan identified key areas and
recognizes that there are problems that may need to be brought into compliance. However,
the General Plan, is not so strict that it stops development. She went on to say that the
Master Plan was prepared 5 years ago and at that time they anticipated looking at it after 5
years. They feel that the traffic might be reduced as a result of the Gold Line and the high
gas prices. Many of the current situations might be quite different a few years from now.
This process sets a planfar them and it allows them to work through property dedications
and eventual widening of streets.

Mr. Wray stated that they would like to maintain the L.O.S. They have never seen a
regional growth like the one in the last ten years and staff does not have any control over
that growth. Much of the traffic is "pass-through" to the neighboring cities. He said that
the growth in some intersection was not as much as others. This is difficult to evaluate and
predict. They are'pl..nning for the future and are looking for monies or grants that can be
used for these pmposes. They will need to establish fees and begin collecting them as
projects are submitted.
In answer to a question by Commissioner Hsll, Ms. Butler stated that the impacts will
depend on what is being removed from a site because sometimes what is being replaced
has less of an impact than what is existing. The city's Traffic Engineer reviews alIprojects
and determines if a formal traffic study is needed.

recommend approval of the proposed addendum and support the revised Resolution
No. 6493 to the City Council
Ch..irm..n Lucas was concemedthat the inference of this resoluti.on might be to downgrade
the significance of how roadyway congestion or L.O.S. when confronted with development
proposals. He thought they might be sending the wrong message to those who seek to
develop in this community that they have little interest in the issue of L.O.S. in the streets
and highways in the city.

4. PLANNING COMMISSION DISCUSSION
Consideration of an Addendum to the Environmental Impact RepoIt for the City of
