The plAnning Commission of the City of Arcadia met in regular session on Tuesday, October
25, 2005 at 7:00 p.ID. in the Arcadia Council Chambers of the City of Arcadia, at 240 W.
Huntington Dr. with ActingCl1AinnAn Olson presiding.

MOTION:
It was moved by Commissioner Hsu, seconded by Commissioner Baderian to read all
resolutions by title only and waive reading the fullbody of the resolution. The motion
passed by voice vote with none dissenting.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Ms. Butler indicated that a letter in opposition oUtem no. 1 on the agenda was s~mitted
by the'FutureLirik School at 22 W. Live Oak. She also noted for any' motion to pass tonight
a minimum of 3 votes would be required.

Consideration of a conditional use permit and 8IChitectural design review for an
automobile seIVice center.
The staff report was presented
In reply to a question by Commissioner Baderian, Mr. Li indicated that the hours of
operation will be 7-days a week. including hOlidays. He indicated that the applicant
intends to leave the easement area open as an emergency access.
Ms. Butler explained that this body cannot eHminRte the easement because it is not within
their authority. It isa civil matter and the two.property owners must work it out.
The public hearing was opened.
Robert Daggett, 1512 Avenida Verde Vista,#200, San Dimas, said they are in agreement
with all of the conditions in the staff report.
Angela Chan, spoke on behalf of her parents Henry and Mary Chan, 22 W. Live Oak. She
read a statement from them, which raised their concerns over traffic, parking, easement and
environmental issues. With regard to traffic, they were concerned about the location of the
driveway and its proximity to the intersection. The heavy traffic in the area in late
afternoons and early evening hours as well as the inevitable use of tow trucks, which need
a lot of space to maneuver.
They did not think that the 24 parking spaces are adequate and she compared it to the
requirements of an office use and said that undoubtedly there will be other commercial
activities such as sales and seIVice.
They felt that the new owner is attempting to abandon the easement, which has been
intended as parking for both properties. The southern portion of this easement has never
been used and they never anticipated that they would have to accommodate their business
operation around this owner. Also, the applicant is proposing the access to the easement
over the southerly end of their property, which would lead traffic directly into their parking
lot, endangering their students and putting them at risk and create a chaotic traffic
situation.
She referred to South Coast Air QiIality Management DiStrict's code no. 1401.1, which
addresses toxic-emitting facilities and established that these types of facilities cannot be
located within 500' of a school. They are clearly in violation of this and will be exposing
their children to pollution and potential health risks.
Dobbin Lo, 323 W. Valley Blvd., #203, ~lh"'mhra, said that he is the attorney representing
the owner of the adjacent property. He discussed the easement and said that his client
purchased the property recently and applied for a conditional use permit, which was denied
due to lack of parking. If this is, approved. it would severely affect the parking for his client.

.. Acting Chairman Olson could not recall any application coming before the Planning
Commission recently for the adjoining property. He said that Mr. Lo's comments are
addressing issues that are beyond the Planning Commission's control.
In rebuttal, Mark Marques, 500 S. Old Ranch Rd., clarified and said.that they do not plan on
using the easement for ingress and egress, thus, they do not think it will be an issue. They
are in compliance with the parking requirements. When Mr. Lo's purchased this property,
they never discussed the use of the parking lot and they always intended on developing
this lot.
In answer to a question by Acting C}l,,;nn"n Olson, Mr. Marquez said that there would be
no outdoor storage, however, cars could be parked there overnight because they carmot
guarantee that each and every day they will complete the cars that they are working on.
Signs will be posted prohibiting vehicle storage. There will be no auto body repair or
towing service.
No one else spoke in favor of or in opposition to this item.
MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Hsu to close
the public hearing. The motion passed by voice vote with no one dissenting.
Commissioner Baderian questioned the SCAOMD's code section 1401.1 and said that the
environmental documents indicate that there would be "less than significant" impact. Ms.
Butler indicated that the applicants will have to comply with SCAOMD's regulations and
will need to obtain any necessary permits from them.
Commissioner Baderian suggested reviewing this six months after it has been in operation
to determine if there are any traffic issues. Ms. Butler said that the City Engineer who is in
attendance reviewed this application. She said that there does not seem to be a multitude
of cars generated by these auto repair, nnl;kA some schools that have regular schedules.
Staff bas not observed any traffic problems with similar facilities.
Phil Wray, City Engineer, felt that this would be relatively low impact, even during peak
hours when there could be some merging issues where people might have to wait but did
-not think the traffic-Would be an issue. -
In response to a comment by Commissioner Hsu, Ms. Butler said that they could impose a
condition that there be no auto body repair on this site and she said that the applicant just
indicated that there would be no such work at this site.
MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Hsu to approve
of CUP 2005-016 & ADR 2005-019 subject to the conditions in the staff report and add
a condition prohibiting any type of body work or vehicle storage at this location.

scheduled for the City Council's November 15'" meeting. Also, on Wednesday, November
161ll, the meeting will be a televised where both Westfield and Caruso Development will be
presenting their projects.
She also announced that she will 'be' retiring at the end of the year.
