A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, SUBMTTING PUBLIC COMMENT ON BEHALF OF THE
CITY OF ARCADIA TO THE LOS ANGELES COUNTY REDISTRICTING
COMMISSION TO ADOPT ELECTORAL DISTRICTS CONSISTENT WITH
THE CURRENT REPRESENTATION FOR SAN GABRIEL VALLEY CITIES
WHEREAS, every ten years following the completion of the US Census, Los
Angeles County Supervisor districts must be redrawn so that each district is substantially
equal in population; and
WHEREAS, redistricting is the process that determines which neighborhoods and
communities are grouped together into a district for purposes of electing a County
Supervisor; and
WHEREAS, to the extent practicable, district lines must be adopted using the
following criteria: (1) geographically contiguous districts (each Supervisor district should
share a common border with the next), (2) the geographic integrity of local neighborhoods
or communities shall be respected in a manner that minimizes its division, (3) geographic
integrity of a community shall be respected in a manner that minimizes its division, (4)
easily identifiable boundaries that follow natural or artificial barriers (rivers, streets,
highways, rail lines, etc.), (5) lines shall be drawn to encourage geographic compactness.
In addition, boundaries shall not be drawn for purposes of favoring or discriminating against
a political party, (6) the population deviation between the largest and smallest district
cannot exceed 10% per Federal Voting Rights Act requirements; and
WHEREAS, in accordance with state law, the County of Los Angeles Redistricting
Commission ("CRC") is required to hold a series of public hearings to solicit community
input on the redistricting process, including communities of interest and draft map
proposals; and

WHEREAS, on October 28, 2021, the CRC held a special meeting to discuss the
proposed district maps that have been submitted and the Commission ultimately
recommended that four maps continue to be considered; and
WHEREAS, the City of Arcadia believes that the interests of the San Gabriel Valley
are best represented as they currently are with two districts sharing nearly equal
representation of SGV cities and communities, that maintains Foothill communities as a
community of interest, that keeps the cities of San Marino and Arcadia in the same district,
and ensures that individual San Gabriel Valley cities are not split between two districts.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City of Arcadia recommends that the Los Angeles County
Redistricting Commission adopt supervisor electoral district maps that provide for equal
representation of the San Gabriel Valley cities across two districts, which are as close as
possible to existing boundaries, that maintains Foothill cities together—including keeping
the City of San Marino in the same district as the City of Arcadia—and ensures that all
individual cities within the San Gabriel Valley not split between two districts.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
