CITY OF ARCADIA Charter Review Committee Notice of Special Meeting Agenda Thursday, December 16, 2021, 10:00 a.m. Location: Council Chambers Conference Room, 240 W. Huntington Drive, Arcadia Pursuant to the Americans with Disabilities Act, persons with a disability who require a disability related modification or accommodation in order to participate in a meeting, including auxiliary aids or services, may request such modification or accommodation from the City Manager’s Office at (626) 574-5401. CHARTER REVIEW COMMITTEE SPECIAL MEETING MINUTES Friday, December 10, 2021 CHARTER REVIEW COMMITTEE SPECIAL MEETING CALL TO ORDER – Committee Chair James Helms called the meeting to order at 10:00 a.m. in the Council Chambers Conference Room ROLL CALL OF COMMITTEE MEMBERS: PRESENT: Lee Kuo, Anthony Leung, Jagdeep Singh, Li Zhang and James Helms. Jr. ABSENT: Sheng Cheng It was the consensus of the Committee that Committee Member Sheng Cheng be excused from this meeting. 1. PUBLIC COMMENTS – None 2. REPORTS FROM STAFF LIAISONS – None 3. REPORTS FROM CHARTER REVIEW COMMITTEE MEMBERS – None 4. DISCUSSION ITEMS a. Special Meeting Minutes of October 29, 2021 It was moved by Committee Chair Helms, seconded by Committee Member Kuo and carried on roll call vote to approve the October 29, 2021, Meeting Minutes. AYES: Committee Members Kuo, Leung, Zhang, and Chair Helms NOES: None ABSENT: Vice Chair Cheng b. Proposed Charter Amendments Deputy City Manager Bruckner presented proposed amendments to the City Charter, a City Charter matrix comparison, and City Council compensation comparison. A discussion ensued regarding the proposed amendments to the City Charter. It was the consensus of the Committee to approve amendments to Sections 104, 200, 201, 300 and 400. Committee members agreed to circle back to Section 401 and discuss at a later meeting. A motion was made by Chair Helms, seconded by Committee Member Zhang to remove the amendment and keep Section 402 as written. It was moved by Chair Helms, seconded by Committee Member Zhang and carried on roll call vote. AYES: Singh, Leung, Zhang, Helms NOES: Kuo ABSENT: Cheng It was the consensus of the Committee to approve the amendments to Section 403. A motion was made by Chair Helms and the with consensus of the Committee to adopt amendments to Section 403 and to include provisions that a member of the City Council can serve no more than one year as Mayor and to include a provision that if the City Council is deadlocked on the selection of Mayor then the Mayor Pro Tem shall fill in as Mayor. It was the consensus of the Committee to approve amendments to Sections 405, 406, 407, 408, 409, 410, 411, 412, 413, 414, 415, 416, 417, 418, 419 and to remove the provision listed as item (2) in Section 420.
