HomeMy WebLinkAboutABC Minutes: 07/08/2021ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING MINUTES Thursday, July 8, 2021 at 6:00 p.m. ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Miller called the meeting to order at 6:00 p.m. in the Council Chambers Conference Room. ROLL CALL OF COMMISSIONERS PRESENT: Gary Brewer, Burton Brink, Sheryl Hunter, Barbara Lyle, Robert Miller, Jan Shimmin, Lee Shimmin ABSENT: Ethel Laczko SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS -None. 1. PUBLIC COMMENTS — None. REPORT FROM ARCADIA BEAUTIFUL COMMISSIONERS Commissioner Shimmin announced that the 90th Anniversary Woman's Club open house event will take place on July 30, 2021. Chair Miller said that the Arbor Day event was never completed. Staff liaison Masud said that she would check with the Public Works Services Department to see if tree saplings could be obtained and given out at the summer concerts in August. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro Tern Cheng said that he would like to have the Commission host an annual Community Clean-up Day Event beginning in November 2021 to honor Arcadia residents who have contributed to the community, with the first event honoring former City Clerk Jim Barrows. Chair Miller asked Mayor Pro Tern Cheng if the sign ordinance has been amended to keep real estate signs from becoming too large. Mayor Pro Tem Cheng said that the ordinance was corrected. Chair Miller asked what the status of the Baldwin Avenue project including removal of 52 trees is. Deputy City Manager Michael Bruckner said that staff would follow up to determine if trees are going to be removed. 2. ELECTION OF CHAIR It was moved by Commissioner L. Shimmin, seconded by Commissioner Brewer, to nominate Burton Brink for Chair. It was carried on roll call vote to approve. AYES: Brewer, Brink, Hunter, Lyle, Muller, Shimmin NOES: None ABSENT: Laczko 3. ELECTION OF VICE CHAIR It was moved by Commissioner Shimmin, and seconded by Commissioner Hunter, to nominate Commissioner Brewer as Vice Chair. it was carried on roll call vote to approve. AYES: Brewer, Brink, Hunter, Lyle, Miller, Shimmin NOES: None ABSENT: Laczko 4. CONSENT CALENDAR a. Approve the Special Meeting Minutes of April 22, 2021 It was moved by Commissioner Shimmin, and seconded by Chair Brink, and carried on roll call vote to approve. AYES: Brewer, Brink, Hunter, Lyle, Miller, Shimmin NOES: None ABSENT: Laczko 5. ATTENDANCE POLICY AND MEETING CALENDAR a. Commission attendance policy b. Commission meeting calendar for 2021 Staff liaison Masud said that the Commission attendance policy states that the Commissioners must attend all scheduled meeting as listed on page 9 of the Commissioner's Handbook that was provided at the meeting. Staff' liaison Masud said that she will put together a 2021 event calendar and email to the Commissioners. 6. DISCUSSION OF 2021 ARBOR DAY CELEBRATION Commissioner Miller said that the Arbor Day celebration never took place. Deputy City Manager Bruckner said the event was delayed due to Covid 19 pandemic. Staff liaison Masud said that she would check with Public Works Services Department to see if tree saplings could be obtained from West Coast Arborist and given out at the summer concert and music series in August. 7. DEBRIEF OF 2021 SPRING HOME AWARDS Commissioner Brewer asked why the Spring Awards were given out in June, when they should be given in May. Deputy City Manager Bruckner said that it takes some time to gather nominations, determine winners and confirm their availability to attend a Council Meeting, and that Council Meeting take place only twice a month. Commissioner Shimmin said that it was better to make the presentations at a live person, rather than in a virtual meeting. S. DISCUSSION OF 2021 WATERSMART HERO AWARDS a. Awards presentation at City Council Meeting Staff liaison Masud said that the WaterSmart Hero Awards could be changed to the Sustainable Arcadia Awards where residents could qualify for the award by showing efforts made in planting drought tolerant plants, composting, installing solar panels, installing drip irrigation, and implanting water conservation efforts. it was decided by the commission to keep the WaterSmart Hero Awards this year and go with the Sustainable Arcadia Awards next year. It was decided to schedule the WaterSmart Hero Awards to be presented at the September 21, 2021 City Council Meeting. 9. DISCUSSION OF FUTURE COMMISSION ACTIVITIES Commissioner Miller said that he prefers to honor volunteers at the Silver Circle Volunteer Dinner rather than creating a clean-up recognition day event. Deputy City Manager Bruckner said that in the spirit of volunteerism perhaps the volunteer with the highest number of volunteer hours overall for the year could be recognized at an annual community cleanup day event. Mayor Pro Tern Cheng said that it would be a nice way for the community to come together, do something good, learn about someone who made a difference in the community, especially for new residents and immigrants. It was decided that the Commission would host the clean-up day event on Saturday, November 6, 2021 in recognition of former City Cleric Jim Barrows. A motion was made by Commissioner Brewer, and seconded by Commissioner Hunter, and was carried on roll call vote to approve AYES: Brewer, Brink, Hunter, Lyle, Miller, Shimmin NOES: None ABSENT: Laczko Deputy City Manager Bruckner said that the Commission could consider doing flyers, brochures, branding, and logo shirts for events. He said that Commissioners could consider having their own booth at various City events such as the summer concerts. Staff liaison Masud said she would check into doggie bags for pet clean up to be provided by public works for a give away item.
