I MINUTES Arcadia a1)' Planning Commission Toesday, JoIy 25, 2006 ']:00 p.m. in the Arcadia a1)' Connell Chambers The Planning Commission of the City of Arcadia met in regular session on Tuesday, July 25,2006 at 7:00 p.m in the Arcadia Council Chambers of the City of Arcadia, at 240 W, Huntington Dr., with Chairman Olson presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: ABSENT: Commissioners Hsu, Olson, Parrille and Baderian Commissioner Beranek MOTION: It was moved by Commissioner Baderian and carried without objection to excuse Commissioner Beranek from tonight'smeetlng. OTHERS AITENDlNG Community Development Administrator Jason Kruckeberg Planning Services Manager Corkran Nicholson Associate Planner Tom Li Senior Administrative Assistant Billie Tone SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Jason Kruckeberg said that a second copy of the minutes of the July 11, 2006, meeting was distributed because of a collation error in the original set. Mr. Kruckeberg also noted that Item 3 of the agenda should be corrected to allow a ten day appeal period (to August 4) instead of five days, 1. PUBLIC HEARING MP 06-07 380 Woodruff Avenue Kamen Lai Kamen Lai has submitted an application to rebuild an existing single-family residence with modifications to the street side setback requirements, rear yard coverage, and block wall height. The staff report was presented. Commissioner ParriUe asked if the distance between the house and the pool met safety requirements and he also questioned the distance between the garage and the properly line. Assistant Planner Li replied that the Building Department was responsible for the safety aspect of the plans, and that they will review and approve the project through plan check. He further stated that the plans meet the minimum requirements for the rear yard setback. Mr. Kruckeberg added that the Zoning Code does not require a setback between a pool and the home. Commissioner Hsu asked if the Architectural Design Review process required the applicant to submit color chips along with plans. Assistant Planner Li replied that color chips were submitted by the applicant in accordance with Design Review requirements and were approved by the Planning Department. Commissioner Olson asked about the three foot paved area behind the garage. Community Development Administrator Kruckeberg explained that it is difficult to maintain landscaping in this type of area and paving is an acceptable solution. The public hearing was opened. Kamen Lai, 8748 E. Valley Boulevard, #K, Rosemead,represented the applicant. Mr. Lai said the applicant feels that this project would bean improvement in the .neighborhood and that the appli~t accepts all stafFs recommendations, , He also offered to answer any questions the Commissioners had. Commissioner Baderian noted that staff recommended approving items A through C and denying item D and asked Mr. Lai if the applicant understood and accepted this recommendation. Mr. Lai stated that the applicant accepts the recommendation. No one else spoke in favor or in opposition to this item MOTION: It was moved by Commissioner Baderian, seconded by Commissioner Hsu to close the public hearing. PUBLIC HEARING TPM 06-05 42 Diamond Street Robert Tong Trinity Diamond LLC Robett Tong submitted an application for a parcel map to create three parcels for residential condominium purposes. The staff report was presented. Commissioner Parrille questioned the width of the driveway as it was less than 25 feet. Assistant Planner Li explained that the width requirements are reduced when the driveway clearance is not adjacent toa garage (for access purposes). The public hearing was opened. Ms. Chris Guo, 11819 Gooldring Road, Unit A, Arcadia, CA 91006, representing the applicant offered to answer any questions the Commissioners might have. Commissioner Baderian asked if the applicant had reviewed the staff report and was m agreement with the conditions of approval. Ms. Guo replied in the affirmative. ROLLCALL: AYES: NOES: Commissioners Hsu, Olson, Parrille and Baderian None MOTION: It was moved by Commissioner Baderian seconded by Commissioner Parrille to approve TPM 06-05 subject to the conditions in the staff report ROLL CALL: AYES: NOES: Commissioners Hsu, Olson, Parrille and Baderian None Chainnan Olson noted that there is a ten day appeal period, Appeals are io be filed by August 4lh, MATTERS FROM CIlY COUNCIL AND PLANNING COMMISSION None MODIFICATION COMMITIEE MEETING ACTIONS Chainnan Olson reported on the Modification Committee meeting held earlier today, MATIERS FROM STAFF Community Development Administrator Kruckeberg told the Commissioners that the Planning. Commission's decision on the projeCt at 830 Singing Wood has been appealed to the City COWlcil and will be heard at the August 15 meeting. Mr. Kruckeberg llIso said that he would offer a brief update on the Westfield and Caruso projects at all future meetings. He reported that initiatives on signs and againSt-paid parking would appear on city ballots. The first administrative draft of the Environmentallmpact Report should be completed by mid- August and the public draft will be completed some time in October with hearings beginning early next year. The city is currently preparing a response to the draft environmental information submitted by Westfi eld. I. CIlYCOUNCIL ACTIONS 2.
