The Planning Commission of the City of Arcadia met in regular session on Tuesday, May 23,2006 at
7:qQ p.rn. in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Dr. with
Chairman Lucas presiding.

MOTION:
It was moved by Commissioner Beranek, seconded by Commissioner Baderian to read all
resolutions by title only and waive reading the full body of the resolution. The motion passed by
voice vote with none dissenting.

Consideration of a request to amend Resolution No. ]726 of CUP 2005-05 for the 24-hour
operation of the fuel pumps at an automobile service station.
The staff report was presented.

In answer to a question by Commissioner Beranek, Mr. Li explained the noticing requirements. In an
auto service station, a convenience store is a limited incidental use, whereas, a fueling station could have
a much larger store.
The public hearing was opened.
Nancy Patterson, representing E-Z Lube and World Oil said lhat lhestation willbe operating as Exxon.
She indicated that lhey have representatives from bolh companies present to answer any question. She
lhanked staff for a1llheir assistance.
In reply to a question by Commissioner Baderian, Mr. Li indicated that based onsignage proposed for
the previous station, it was originally to have been a Unocal 76 station.
No one else spoke in favor or in opposition to this.item

It was moved by Commissioner Olson, seconded by Commissioner Baderian to close the public
hearing. The motion passed by voice vote with no one dissenting.

MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Hsu to approve the
request, directing staff to amend Resolution No. ]726, for lhe purpose of changing the hours of
operation, as proposed by the applicant for the.newautomobile service station'at.3 E. Duarte Rd

Chairman Lucas noted that there is a five working day appeal period after the adoption of lhe
resolution. The resolution will be adopted on June 12,2006. Appeals are to be filed by June 19, 2006.

A resolution of the Planning Commission of the City of Arcadia, Califomia, denying
Conditional Use Permit No. 06-05 for a learning center with 10 students and two employees
within an existing commercial office building at ] 18 W. Las Tunas Drive, units A and B.
Mr. Kruckeberg read the title of the resolution.
MOTION:
It was moved by Commissioner Olson,_secondedby commissioner Hsu to adopt Resolution No.
1745 and affirm the decision of May 9, 2006 and the votes thereon.

MAnERS FROM CITY COUNCIL AND PLANNING COMMISSION
Commissioner Baderian asked to be excused from July IIIb meeting. Chairman Lucas requested to be
excused from June 271b meeting.
In answer to a question by Commissioner Baderian, Mr. Kruckeberg stated that the Planning
Commission will not have an organized role- at the June l31b ScopingMeeting for the Shops at Santa!
Anita project. The purpose of the meeting is to receive input from the community.
Mr. Kruckeberg mentioned that the City Council will hold a workshop dealing with senior housing. The
Planning Commission inquired if they should JlOStWne consideration of the upcoming senlor housing
project on Huntington Dr. and Mr. Kruckeberg replied that the Planning Commission should consider
this project and'not postpone it until a direction is given by City Council. If at the hearing, the Planning
Commission feels they have specific questions or inquiries that would necessitate continuing the
hearing, they could do so, regardless of the result of the workshop. The Planning Commission should
act on the project that is before them. He went on to say that an attomey would be present at the
Planning Commission meeting.
