Consideration of modifications for a new two-story residence.
The staff report was presented.
In answer to a question by the Planning Commission, Ms. Flores stated that Greek Revival is a
Corinthian style building, where the porches extend to the second floor with large windows and

doors, decorative fret cornice on the main roof and porch to represent the classical entablature
and ornate ironwork.
The public hearing was opened.
John Barber, 25 Carmel Bay Dr., Corona Del Mar, the designer of the project said that they
have read the conditions in the staff report and are in agreement with them. They have
submitted a photo of what they are trying to replicate. Originally, they had proposed a French
style home but at the recommendation of staff this was revised. They are desirous of
maintaining a park like atmosphere. There is a similar style home across the street from the
subject site.
No one spoke in favor or in opposition to this item.

It was moved by Commissioner Olson, seconded by Commissioner Hsu to close the
public hearing. The motion passed by voice vote with no one dissenting.

It was moved by ComD).issioner Badepan, seconded by Commissioner Beranek to
approve MP2006"04 subject to the oonditions,in the staff report.
Chairman Lucas was concerned that the architectural industry might have found a flaw in the
proh!bition of the two story entries and they would try and get a way with that by calling it a
Greek Revial style home. He could see the regulations' vulnerability with this regard.
In reply to a question by Commissioner Beranek, Mr. Nicholson said that the same design
elements are carried from the 1st floor to the 2nd. Since the new regulations were adopted
dealing with entry heights, there have been only two modifications filed and both were on large
parcels. The current single-'family architectliral.design review regulations address these. Staff
looks at the relations and proportions. He concluded that staff has a good handle on these.

2. PLANNING COMMISSION DETERMINATION
Finding of Consistency with the Arcadia General Plan for the Disposition of Land for
the Proposed AIta Street Affordable Housing Project.
The staff report was presented.
In answer toa question by Chairman Lucas, Brian Saeki, Economic Development Manager,
described the units and the income requirements.
Don Penman, Assistant City Manager/Development Services Director explained that the City
Council was presented with a menu of alternatives on how to address the housing
requirements, needs assessment as well as provide them with a variety of information. They
have been unable to address the very l()w income segment. The Redevelopment Agency must
spend a minimum of $700,000 annually in 20% set aside money for affordable housing. In
addition, the Agency has adequate affordable housing reserves that must be spent. Once this
project is completed, the Agency must consider how to address the city's very low and low
income brackets.

affordable housing is consistent with the Arcadia General Plan.

3. RESOLUTION NO. 1742
A resolution of the Planning Commission of the City of Arcadia, California, approving
Conditional Use Permit No. 2006-01 and Architectural Design Review No 2005-36 for
a 506 sq. ft. wireless communications equipment enclosure and~ Ii fifty-foot (so') tall
monopole antenna structure camouflaged as a tree at 20E. Foothill Boulevard.
RESOLUTION NO. 1743

Conditional Use Permit No. 2006-02 and Architectural Design Review No. ADR 2005-
41 fot ayouth.facility addition to an existing church at 512 W. Duarte Road.
Mr. Nicholson read the titles of the resolutions.

It was moved by Commissioner Olson, seconded by Commissioner Hsu to adopt
resolution Nos. 1742 and 1743 and to affirm the decisions of March 28,2006 and the
votes thereon.
Chairman Lucas remarked that he saw the palm trees and he discouraged using them.

Council Member Marshall welcomed Jason Kruckeberg, the Community Development
Administrator. She indicated this would be her last meeting with the Planning Commission
and thanked them for their many hours of service.
