The Planning Commission of the City of Arcadia met in regular session on Tuesday, March 28,
2006 at 7:00 p.m. in the Arcadia Council Chambers of the City of Arcadia, at 240 W.
Huntington Dr. with Chairman Lucas presiding.

2. PUBLIC HEARING CUP 2006-01
20 E. Foothill Blvd.
Sequoia Deployment Services, Inc., representing Omnipoint Communications, Inc.,
subsidiary. ofT-Mobile, USA, Inc.
Consideration of the installation of a 50' high unmanned wireless telecommunications
facility designed as a monopalm.
The staff report was presented.
In answer to a question by Commissioner Baderian, Mr. Li stated that this request was
appro:ved' by Resolution No. 1705. This request is not different than what was approved two.
years ago; in fact itis the at the same location and height of what was approved.
In response to a question by Chairman Lucas, Mr. Li replied that the proposal would not be
utilizing any of the available parking; it would not increase the parking requirements. With
regard to the safety of the equipment and wireless waves, Mr. Li deferred to the applicant and
said that these are not within the scope of CEQA to review these. . He stated that there are
federal laws that regulate these types of fal;ilities. Staff. has conducted research and discovered
that cellular facilities are categorically excluded from FCC requirements because of the height
of the structure; i.e., they are at least 33' in height and freestanding, which mitigates the impact
upon surrounding properties at ground level.

Chairman Lucas wondered if there were any regulations that governed how close these
facilities can be to one another. Mr. Lianswered that the city does not have such regulation but
each one of these facilities required Planning Commission approval.
Mr. Nicholson stated that while staff is sensitive to the residential uses, there is no specific
distance requirements for these. facilities.
The public hearing was opened.
Margaret Lin, Sequoia Development, 1 Ventura, Suite 200, Irvine, indicated that they have
read the staff report and are in agreement with all of the conditions.
Cl:1airman Lucas asked Ms. Lin to address the unseen affects oitelecommunication waves both
absolute and,as a function of distance. Ms. Lin indicated that she is not qualified to answer
these questions. She noted that they are regulated by federal regulations and must abide by
them.
Commissioner Baderian asked Ms. Linifthere have been any complaints submitted concerning
the effectS.ofthese waves after any of their towers were installed and Ms. Lin replied that she
was not aware of any complaints.
Diilg"Jen Lin, 25 E. Floral Ave;, was opposed to this request. He said that this monopalm
would stick out like a sore thumb because it is an artificial tree. There are no other similar
palm trees in this area. Regardless of how hard they may try to ~ouflage it, it will be hard to
disguise these metal trees. Thesll will have.a negative impact on their property values and ruin
their views. They are concerned about the,microwave radiation emitted by these facilities and
feeUt could affect cause loss of sleep, cancer or brain tumor. These wave are non-stop and the
impact is constant; 24~hours a day, 7-days a week. He submitted photos of similar sites and
said that these are in commercial areas, whereas, the proposal is in a residential zone. This will
set a,negative precedent. He indicated that he has lived in his present home for 14 years. He
could not recall getting the public hearing notice for the previous request. In reply to a
question by Chairman Lucas, Mr. Lin said that any tree in this parking lot will stand out imdbe
an eye sore.
In rebuttal, Ms. Linsaid that there are three types of trees that they could utilize; eucalyptus,
cypress and pine.
Commissioner Beranek noted thatthe plan shows that there will be two live trees planted and
Chairman Lucas said that two live trees would not lessen the visual impact.
Audrey Chen, 25 E. Floral, said the tWo live trees will be considerably shorter. The palm tree
will look fake.
No one else spoke in favor or in.opposition to this item.

approve CUP 2006-01 subject to the Conditions in the staff report, amend condition No.
1 per City Attorney's recommendation. The applicant is to work with staff and ensure
that specie of tree is compatible with the surrounding area.

Consideration of a proposed 2,770 sq. ft. youth facility addition to an existing church.
The staff report was presented.
In answer to a question by Commissioner Baderian, Mr. Li said that the area is proposed for
30-high school aged students. They are limited by the maximum occupancy set by the building
code.
Commissioner Baderian was concerned abotitthe parking in case there were any special
community events and that the parking may spill over to other areas. Mr. Li,did,not anticipate
that the subject building would be used for large parities because the floor plan does notlend
itself to these types of events. This building is intended for individual classrooms.
Mr. Nicholson stated that the Planning Commission can impose a condition based on the
occupancy andthe.available parking.
Commissioner Beranek did not think that the floor plan would be conducive for a large party.
He did notfeel they would be able to hold large parties at this facility. Mr. Nicholson agreed.
He suggested imposing a condition allowing staff to review any special events and determine
the appropriate parking.

Chairman Lucas inquired about the basement, which is marked as storage andits USage. Mr.
Nicholson said that it is liSted as a basement and one of the conditions of approval is that the
use be in accordance with the conditions as set forth in the CUP.
The public hearing was opened.
Jim DiCamillo, WLC Architects, 10470 Foothill Blvd., Rancho Cucamonga, said this is not a
large building; it is a place for assembly or conference for the youth group. They do not
!\Dticipate large crowds in this area. These are classrooms. The basement is for storage only
for such items as seasonal items. They do not intend to occupy this area. He did not see
parking as an issue. ThisJacility will be utilized by their congregation members. It will not be
an exclusive club or intended for use by others. They will still continue to hold their annual
events, such as Mother's Day dinner but these will have nothing to do with this building.
Lee Searing, 60 W. Wistaria, said that as a long time member of this church, he felt that the
congregation has remained the same,size. They have a wonderful program for the youth and
this will be a nice, new and larger place for them to meet and congregate. Their current area is
very small and cra.mped. The cOngregation has raised funds for this building. Most of the
times the parking lot is empty. The youth meet at various times. They do not feel that the
congregation would increase in size due to this building. Their attendance for Sunday school
has remained about the same for the past eight years.

the new youth facility.

MATTERS FROM CITY COUNCIL AND PLANNING COMMISSION
Gail Marshall said that Mr. Caruso has decided to recirculate the EIR. He felt that it is
important to remove some of the facets and to include some that should have been. The
eminent domain, City Council has not done eminent domain. She explained the current
situation.
The Planning Commission welcomed Commissioner Beranek.
The Commission hoped the ,best for Commissioner Hsu and his family.
