PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, February 14, 2006 at 7:00 p.rn. in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Dr. with Chainnan Lucas presiding. ROLL CALL: PRESENT: ABSENT: Commissioners Hsu, Olson, Lucas Commissioner Baderian MOTION: It was moved by Commissioner Olson,. seconded by Commissioner Hsu to excuse Commissioner Baderi.an from tonight's meeting. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE PLANNING COMMISSION ON NON-PUBLIC HEARING MATTERS (5 MINUTE LIMIT PER PERSON) None 1. PUBLIC HEARING MP 2006-01 51 E. Longden Avenue Shih-Yuan Wu Consideration of modifications for a new 5,137 sq. ft. two-story, single-family residence. The staff report was presented . . In answer to a question from Commissioner Hsu. Mr. Li said that this is a typical reverse COmer lot and he explained the requirements. Mr. Nicholson further explained that this is a means to make a detexmination of the setback. The public hearing was opened. Steve Wu, 516 Gloria, Temple City, said this is his future residence. He is the architect of the project and said tht they are in agreement with all of the conditions in the staffs recommendation. Linda Lowrey, 50 E. Arthur, said that the way Arthur was developed warrants the subject request. The original setback would be inappropriate because of the way that it would situate the new house. She was in favor of the request. This will be an improvement over the existing condition. The property has been vacant for a while and pest control. has been an issue. She asked that before the houseis.demolished, abatement be done so the rodents do not go into neighbor's properties. In response to a question by Ms. Lowrey, Mr. Li.replied that the guest house would remain. Mr. Nicholson said this could be a. condition of approval. Mr. Wu was in agreement with providing pest control priorto demolition. No one else s})oke in favor or in opposition to this item. MOTION: It was moved by Commissioner Hsu, seconded by Commissioner Olson to close the public hearing. The motion passed by voice vote with no one dissenting. Olson, Lucas None Commissioner Baderian CommiSsioner Olson suggested that in addition to vector control, if they could be required to provide a landscape plan that is approved by staff. He went on to say that this would be an improvement on Arthur Ave. MOTION: It. was moved by Commissioner Olson, seconded by Commissioner Hsu to approVe MP 2006-01 subject to the conditions in the staff repon. This approval is based on providing 'a landscape plan to be approved by Planning SeIVices as well as providing vector control prior to demolition. Arcadia City Pfamting Commission 2 2/14/6 . . Appeals are to be filed by February 23"'. . 2. PUBLIC HEARING MP 2006-02 2529 S. Santa Anita Ave. Don Murphy, architect on behalf of owner. Antonio Anfiteatro Consideration of modifications for a second-story addition to an existing single- story residence. The staff report was presented. Mr. Gonzales remarked that this project was submitted prior to the design review requirements. Chairman Lucas said that based on the numbering of the applications. it appears to him that this project would be subject to architectural design review and Mr. Nicholson explained that the applicant had requested this particular date as the public hearing date. The public hearing was opened. Don Murphy, 55 W. Sierra Madre, Sierra Madre. In answer to a question by Commissioner Hsu, Mr. Murphy said that the wrought iron windows are for aesthetics purposes and not security. He stated that the address would remain the same for the new residence. The primary street frontage would be on the secondary street. Commissioner Hau asked if more embellishments could be provided on the Santa Anita side of the home and Mr. Murphy said that they could improve upon it without compromising the 50% rebuild rule. He.said ~ey ~e in agreement with all of the conditions in the staff report. No one else spoke in favor or in opposition to this item. ABSENT: Commissioner Baderian Mr. Nicholson explained that changing the address of a home is very involved as many departments and outside entities must be contacted and notified. Staff is in agreement with this request. He felt they could work with the architect and provide additional treatments to the east elevation to be compatible with the north elevation. MOTION: It was moved by Commissioner Olson, seconded by Commissioner Hsu to approve MP 2006-02 subject to the conditions in the staff report with additional embellishtnents to the easterly elevation and have staff review and ensure conformity with the intent of Architectural Design Review. Gordon Maddock, Baldwin Realty, 901 S.First. representing the owner and seller; The applicant indicated that they have read the staff report and are in agreement with all of the conditions. The staff report was presented and the publiC hearing was opened. Terence Chen, 9550 Flair Dr., El Monte, said that they have read the staff report and. are in agreement with all of the conditions. r No one else spoke. in favor or in opposition to this item. Third Avenue David L, Lindell (Land StuVeyor) Consideration ofa tentative parcel map creating two lots from two existing lots. The staffreport.was presented, In answer to a question by Chaizman Lucas, Mr. Li said that the lot split will not affect the required parking. Mr. Nicholson said that if they do not proceed within the specified time, then it will be turned over to the City Attomey for further action. Staff can issue citation if the need arises. He went on to say that a covenant will set forth the conditions of approval. The public hearing was opened. Randy Schulman, Executive Vice President of the congregation said that the their parking requirements is actually 15-20 spaces over the requirement. The current parking lot needs to be re-striped. They are in agreement with all oithe conditions in the staff report. It is their intent to improve the entire building and the money from this will provide that opportunity for them. Mr. Nicholson said that what is before the Planning Commissioner is the Jot split. No one else spoke in favor or in opposition to this item..
