Consideration of a tentative parcel map for a 3-unit residential condominium project,
The staff report was presented and the public hearing was opened,
Yu Yuan Lin and Helena Jueab, 21 El Dorado, said they are in agreement with all of the
conditions in the staff report. Their arehitect indicated that it was a pleasure to wmk,with
this staff who helped them through this project and said that compared to the staff of other
cities. this city has the best employees who truly care about their clients and work with
them,

Consideration of modifications for proposed additions to the existing single-story residenCe,
The staff report was presented,
Commissioner Wen asked about the size of the lot and Mr. Gonzales, said that at some time
this was split but there is no record of that action. As a result this lot is 85' wide,
approximately 30' wider than most of the other lots in the area This is an irregularly
shaped lot and the modifications are a resUlt of that issue. Mr. Gonzales went on to say
that this has already been reviewed by the AIchitectural Review Board and they did not
impose additional conditions.
The public hearing was opened.
Don Crenshaw, 126 St. Joseph, the architect of the project was present and explA;noo. that
this project has already received the Homeowners Association's app,oval as wen as
Planning's, However, when the plans were being reviewed by the Building Department, it
was getermined that this was a "rebuild" based on the square footage proposed for
demolition. He said that they are in agreement with all of the coDditions in the staffreport,
In answer to a question by CommisSioner Baderian. Mr. Crenshaw stated that there were
no neighbors who had any negative comments on this project.

MATTERS FROM CITY COUNCILAND PLANNING COMMiSSION
Council Member Marshall agreed with the compliments that staff received. She announced
that the DEIR is available for review at the Libnuy, at the City Hall and Can also be obtained
from the website. There is a 4~y review period. She reminded the Planning Commission
about the Commissioners dinner,
Commissioner Baderian asked to be excused from the Pl..nning Commi"Sion's 2/14 meeting.
He asked what their role would be when they hold the public he..ring for the DEIR.
Don Penm..n, Assistant City Manager/Developmsnt SeIVicesDirect6r, explained that the
Pl..nning Commission should pQint'out that there wiD be no decisions made that night, that

.' the pwpose of the meeting is to receive input on the DEIR only and not what the EIR should
address, He pointed out that many cities do not offer this venue and only have the 45-day
review period. He mentioned that staff has already received requests to extend the review
period. He pointed out that this is not a required process. It is anticipated that the public
hearing before the planning Commission would be scheduled at the end of March. He
explained that they will have to formally respond to the comments that are received dwing
the 45-dayreview period
Commissioner Olson welcomed Mr. Nicholson as the Acting Community Development
Administrator, He also agreed with the comments that were made at the previous meeting
and tonight regarding staff. their knowledge and profeSSiOnalism. It is clear that staff truly
works with clients because by the time that they get t;o the planni'f\g Cnnnnis.'<ion, projects
are well thought out.
Mr. Nicholson appreciate all comments and said that staff also values all the concerns that
are raised by the Planning Commission.
Commissioner Wen announced that this wowd be has last meeting as the Planning
Commissioner. He will be filing his papers for City Council on Friday. He wanted to take
this opportunity to thank his colleagues, whom he has learned a lot from and staff who have
been very helpful Even though they may not always share the same view, they all have
worked toward the same goal. He thanked Council Member Marshall and staff for their
professionalism and leadership,
Chainnan Lucas hoped that Commissioner Wen's replacement would be as astute and
conscientious.
