CALL TO ORDER – Mayor Tay called the Regular Meeting to order at 7:01 p.m. 2. INVOCATION – Reverend Darwin Ng, Arcadia Police Department Chaplain 3. PLEDGE OF ALLEGIANCE – Brownie Troop 2881 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Verlato, Cheng, and Tay ABSENT: None 5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced that the appellant for City Manager Item 11.a requested a two-week continuance for that item and recommended that the City Council approve the continuance. 6. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Beck to read all ordinances and resolutions by title only and waive the reading in full and the City Council concurred. 7. PRESENTATIONS a. Presentation of the Shop and Dine Arcadia Month Proclamation 8. PUBLIC COMMENTS Anaida Gutierrez, an Arcadia resident and business owner, appeared and expressed her gratitude to the City and the Downtown Arcadia Improvement Association for a successful Holiday Fair and Day of Giving event held last Saturday. Susan Guo, an Arcadia resident, appeared and expressed her gratitude to the City Council for holding a memorial for Council Member Roger Chandler and asked the Council to keep a very open mind in selecting a candidate to fill the District 5 vacancy. Lucy, an Arcadia resident, appeared and expressed her gratitude to the City Council for holding a memorial for Council Member Roger Chandler, and asked the Council to thoroughly view all applications submitted for the District 5 vacancy. Arrogant Hollywood appeared and expressed his frustration with the City for being harassed at the Library and arrested multiple times; he continued to advise the City Council that he plans on suing the City. Susan Hua, an Arcadia resident, appeared and agreed with the previous public comments made by Lucy and Susan Guo, and requested that the City Council honor Roger 12-07-2021 Chandler’s wish and legacy by appointing the most qualified candidate; she further stated that if there is not a qualified candidate at this time, then City Council should hold an election so that District 5 voters can make the selection. Edmund Liu, an Arcadia resident, appeared and requested that the City Council appoint a good candidate to represent District 5. 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Beck spoke about the passing of Council Member Chandler; he shared his condolences to the family and reminisced about a few fond memories with Council Member Chandler; he announced that on December 4 he attended the Holiday Fair and Day of Giving event held by the Downtown Arcadia Improvement Association and thanked Council Member Verlato for her efforts in putting the event together. Council Member Verlato shared a few memories of Council Member Chandler; she thanked him for his service and expressed her deepest condolences to his family; she announced that on December 4 she participated in the Holiday Fair and Day of Giving event held by the Downtown Arcadia Improvement Association; she thanked the Arcadia Police Department, Arcadia Police Foundation, Arcadia K9 Unit, Arcadia Fire Department, Arcadia Chamber of Commerce, Arcadia High School Chinese Booster Club, Arcadia Chinese Association and Chorus, Senator Susan Rubio, and Congressman Judy Chu for participating and making the event so successful; she further thanked all the City departments for all their efforts in assisting with the Holiday Fair event as well; and wished everyone Happy Holidays. Mayor Pro Tem Cheng thanked everyone that appeared for the Celebration of Life meeting to honor Council Member Chandler; he shared some Roger-isms; he further thanked Director of Recreation & Community Services Somogyi and the Department for the Snow Day event; he recognized Bob Garrett, and thanked him for continuing to be a part of the City and working with students of the constitutional debate team on a regular basis. City Clerk Glasco shared a memory of Council Member Chandler and announced that he will be deeply missed. City Manager Lazzaretto shared some memories of Roger Chandler; he thanked Council Member Chandler for his service and shared that he will be deeply missed on behalf of the City and himself. Mayor Tay shared his memories of Council Member Chandler; he announced that December 2 was the Christmas lighting ceremony; he further announced that December 4 was the Snow Fest held at the Recreation & Community Services Department and congratulated City staff and Director of Recreation and Community Services Somogyi for putting such a great event together; he attended the Holiday Fair and Day of Giving event held by the Downtown Arcadia Improvement Association, and thanked April for her involvement in such a successful event. 12-07-2021 10. CONSENT CALENDAR a. Regular Meeting Minutes of November 16, 2021, and Special Meeting Minutes of November 30, 2021. Recommended Action: Approve b. Resolution No. 7390 casting its votes for Covina Council Member Jorge Marquez to represent cities with prescriptive pumping rights on the Board of the San Gabriel Basin Water Quality Authority. Recommended Action: Adopt c. Resolution No. 7396 approving wage adjustments for unrepresented, non-benefited part-time employees in accordance with California’s minimum wage increase effective January 1, 2022. Recommended Action: Adopt d. Contract with Econolite Systems to provide Construction Services for the Traffic Signal Fiber Optics Network extensions on Baldwin Avenue from Las Tunas Drive to Camino Real Avenue and on First Avenue from Santa Clara Street to Colorado Boulevard in the amount of $60,905.07. Recommended Action: Approve e. Annual Development Impact Fee Report for Fiscal Year 2020-21 pursuant to Government Code Section 66006. Recommended Action: Approve f. City water and sewer rates for calendar year 2022. Recommended Action: Receive and File It was moved by Council Member Verlato, seconded by Council Member Beck, and carried on a roll call vote to approve Consent Calendar Items 10.a. through 10.f. AYES: Verlato, Beck, Cheng, and Tay NOES: None ABSENT: None 11. CITY MANAGER a. Appeal of the Business Permit and License Review Board’s Decision to revoke the Business License for Saybrook Media Group Inc. at 529 Las Tunas Drive and if the decision is to uphold the Board’s decision, adopt Resolution No. 7394. Recommended Action: Adopt After confirming that no members of the public wished to speak on this item, it was moved by Mayor Pro Tem Cheng, seconded by Council Member Beck, and carried on a roll call vote to continue item 11.a. to December 21, 2021. AYES: Cheng, Beck, Verlato, and Tay NOES: None ABSENT: None 12-07-2021 12. ADJOURNMENT The City Council adjourned in memory of Council Member Roger Chandler at 8:09 p.m. to Tuesday, December 21, 2021, at 6:00 p.m. in the City Council Conference Room.
