ARCADIA CITY PLANNING COMMISSION
Tuesday, June 26, 2007, 7:00 P.M.

The Planning Commission of the City of Arcadia met in regular session on Tuesday, June 26, at
7:00 p.m., .in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Drive,
with Chairman Olson presiding.
PLEDGE OF ALLEGIANCE - Led by Boy Scout Troop 104 from Holy Angels Church

Chairman Olson announced that he would not be on the Commission or the Modification
Committee effective July 1. He described the functions of the Modification Committee and
asked for a volunteer to replace him. CommissionerPanilleaccepted the position.

Arcadia Redevelopment Agency
1. Tentative Parcel Map No. TPM 07-02 (69271) to create three (3) lots from one (1)lot
along with an access easement;
2. General Plan Mltndment No. GP 07-01 to change the ~l Plan designation of the . ~,
proposed new Parcel 1 (the northerly portion of the subject property) from "Public .
Facilities" to "CollllJlercial"; and
3. Zone Change No. ZC 07-01 to change the zoning of the. proposed new Parcel 1 from
"Unzoned" to "Professional Office/C-O" and to change the zOning of the proposed
new Parcels 2andJ (thesourtherly portion of the subject property) from "Unzoned" to
"Public PurposeJS-2".
Associate Planner Jim Kasamapresented the staff report.
The public hearing was opened.
Mr. Kruckeberg explained that this is the first step in the process. Tonight the
Commission wil1 prepare a recommendation for the City Council on the General Plan
Amendment an4 the Zone Change. Next, the Tentative Parcel Map will be reviewed by
the Commission in July. Then a Conditional Use Permit application and Design Review
application for the church building will come before the Commission.
Economic Development Administrator Mary Cynar offered to answer questions on the
project.
Mr. Jeffrey M. Gray, 3232 Hempstead Avenue, expressed concern over increased traffic
and access to the proposed church. He said access from Live Oak is already a problem
for the. golf course and congestion can only increase with this project. He asked if there
were plans to open Danes Drive to provide access too. Mr. Gray said he found the
information in the notice vague and asked ifhe would receive more details before the
project is approved. He further stated that the residents in the area need open space more
than they need another church. He expressed strong opposition to t/iis project and further
noted that donating the lotto the Boy Scouts would be a better use of this property.
Mr. Ken Ziemba, 3103 Hempstead Avenue, said he was also concerned about the
increased trafEcthis project would bring to the area especially since there is a school
nearby and many children walk back and forth daily.
Mrs. Debbie Ziemba, 3103 Hempstead Avenue, pointed out that there is already heavy
traffic in the area and there are.nosidewalks or street lights.
Mr. Kruckeberg restated that the first step in the process is to rezone the propertyfor
commercial use. He noted that the water tank will remain, the site to the south will
become parking and there are no plans to build homes. He assured Mr. Gray once again
that he would be notified of the. Commission's decision.
Mr. Wray said that at present the site only has access off Live Oak Avenue and that there
are no plans to open access to Danes Drive. First ofalI, it is not necessary and secondly
it is out of the city's jurisdiction as it is in the Countyarea. However, he noted tbata
break in the median is planned to allow easy access from Live Oak Avenue

It was moved by Commissioner Baderian, seconded by Commissioner Beranek, to close
the public hearing.
Without objection the public hearing was closed.
Commissioner Baderian noted that this is a proposal to change zoning only and that if
this is approved the Commission will have an opportunity to review any proposed
projects at the site along with input from the community regarding noise, lighting,
pedestrian traffic, hours of operation, etc.
MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Hsu, to continue
Teritative Parcel Map 07-02 (69271) to July 10 and to recommend City Council approval
of General Plan AmendmeDt 07-01 and Zone Change 07-01.

MOTION:
It was moved by Commissioner Beranek, seconded by Commissioner Bailerian to
recommend approval of the Minutes ofJune 12, 2007, as submitted.
Without objection, the minutes were approved as submitted.
MATTERS FROM CITY COUNCIL AND PLANNING COMMISSION
Councilman Amundson said that the City Council was surprised by Rusnak's
announcement of possible plans.to leave the city and that there was nothing more to
report. on the subject at this time.
Commissioner Baderian noted that Chairman Olson would no longer be serving on the
Planning Commission and, on behalf of the Commission, he thanked Chairman Olson for
almost seven years of service to the Planning Commission and the
Modification Committee.
Commissioner Panille said that he had observed a parking situation.behind the Wells
Fargo building on Baldwin Avenue. The area is supposed tobe used by the Dumpling
House Restaurant customers once their new building is complete and they move in but it
appears that customers from the bowling alley across the street.are parking there.

Mr. Kruckeberg ~that the conditions ofapproval for th_ns Fargo project included . ~'"
on-site parking control. Mr. Kasama pointed out that any commercial proprietor can post .
their property asa tow away zone. '
Commissioner Beranek said that double parking. and illegal parking are creating
dangerous situations at 612Duarte Road and he asked,if anything could be done about it.
Mr. Kruckeberg suggested sending someone to review the situation and see if al1
conditions were being met and if anything could be done to improve the situation.
MOD~CATIONCO~EMEETINGACTIONS
Chairman Olson reported that there was no Modification Committee meeting today. He
also thanked Commissioner Baderian for his remarks and reminded the Commission that
there will be only four Commissioners atthe next meeting because the new
Co~ssioner will nofbe sworn in until July 17. Chairman Olson said that
Commissioner Baderianwill Chair the meeting which will include the yearly
reorganization of the Commission.
MATTERS FROM STAFF
Mr. Kruckeberg said that theWestfield Phase 1B is progressing on schedule and briefly
described the Los Angeles County Sediment Removal project at Santa Anita dam and
reservoir. He also pointed out a new copy of the Board and Commission Handbook at
each Commissioner's place.
Mr. Kruckeberg thanked Chairman Olson for his years of service with the Planning
Commission and the Modification Committee.
