ARCADIA CITY PLANNING COMMISSION
Tuesday, April 24, 2007, 7:00 P.M.

The Planning Commission of the City of Arcadia met in regular session on Tuesday, April 24, at
7:00 p.m., in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Drive,
With Chairman Olson presiding.

MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Beranek, to read all
resolutions by title only and waive reading the full body of the resolution. The motion
passed by voice vote With none dissenting.
SUPPLEMENTAL INFORMATION FROM S'rAFF REGARDING AGENDA ITEMS
Mr. Kruckeberg noted that a corrected version of the minutes of the March 21,2007
meeting had been distributed to each Commissioner.

approve the minutes of March 19, 2007 as corrected.

2. MINUTES OF 3-21-07
RECOMMENDATION:
Approve
Coniniissioner Hsu noted that line 21 and 22 of page 43 should read "thank the staff for
their tremendous effort on this project and for bringing us to" instead of "thank the staff
for their tremendous long time and effort expanded on this project and for helping us to
able to". In addition, he noted tha.t page 43, line 3 should read "stake holders'"instead of
"state orders". Finally, page 43, line 13 should read "Caruso Affiliated's" instead of
"Caruso's building".

4. RESOLUTION 1752
A Resolution of the Planning Commission of the City of Arcadia, California, granting
Conditional Use Permit No. CUP 06-17 for a 1,438 square-foot martial arts studio in an
existing 10,000 square-foot comrriercial building at 36 West Live Oak Avenue.
There is a five working day appeal period after the adoption of the Resolution. Appeals
are to be filed by May 2.

The Resolution was approved Without objection.
MATTERS FROM CITY COUNCIL AND PLANNING COMMISSION

MODIFICATION COMMITfEE MEETING ACfIONS
Chairman Olson reviewed the action of the Modification Committee earlier today.
MATTERS FROM STAFF
Mr. Kruckeberg told the Commissioners that since nothing was on the agenda for the
May 8 meeting, the meeting would be I;:llncelled.
Mr. Kruckeberg said that the May 1 City Council meeting will include three Ordinances
for second. reading on the Caruso project for.the official approval of the project. In
addition, the Westfield project was continued to this date.
Mr. Kruckeberg reviewed the situation With Southern California Association of
Governments (SCAG) and the allocation of2, 130 housing units to the city from 2006
through 2014 through the Regional Housing Needs Assessment (RHNA)Program. He
explaine<i why the city is appealing the allocation and how the appeal process works. He
said that if the appeal is denied, the city will have to review options for attaining the
housing numbers allocated. For instance, the current zoning regulations and the General
Plan would most likely have to be changed.
Commissioner Parrille asked about the consequences to the city if the appeal is denied
and the housing.goals are not reached. Mr. Kruckeberg said that grants and other funding
sources could be denied to the city. He,also agreed to keep the Commissioners informed
of further developments,
