ARCADIA CITY PLANNING COMMISSION

The Planning Commission of the City of Arcadia met in regular session on Tuesday, April 1 0, at
7:00 p.m, in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Drive,
with Chairman Olson presiding.

COll1lDunity Development Adminisllator Kruckeberg distributed sets of four photographs
of the project at 36 W. Live Oak Ave., Item 1 on the agenda, and a set of revised
conditions ofapprovlll as recommended by the City Attorney.

The applicants have submitted an application for a Conditional Use Permit to operate a
projX)sed 1,500 square-foot martilll arts training center in an existing 10,000 square-foot
comtnercilll building.
The. staff report was presented by Associate Planner Jim Kasama.
COmmiSSiO~aderian asked if new retail businesses w! n01 be allowed in the
center. because of parking.
Mr. Kasama explained that currently there is a wholesaler and two offices at the center.
The offices are for an auto broker and a medical transcriber or billing service, These are
basically one person operations and therefore require only one parking space each.
Should the Martial Arts studio move from the center, the conditions of approval would no
longer apply and new conditions, including parking, would be applied to new tenants.
This would occur through a new Conditional Use Pennit.
Commissioner ParrilIe asked how the situation would be monitOred.
Mr. Kasama explained that monitoring would occur through site observations and
Business License activity.
The public hearing was opened
James Hu, 2440 Barrington Ave., Los Angeles, said that he was representing the
applicant and that the applicant had reviewed the conditions of approval and agreed to
comply, He offered to answer any questions the Commissioners migh1 have,
Commissioner Parrille asked about the applicant's teaching experience and the type of
equipment that would be sold at the center.
Mr, Hu explained that the applicant, Mr. Tu, is a famous Martial Arts teacher in Taiwan
and has thousands of students throughout the world He also explained that the applicant
was p1anning to sell floor, mats and practice equipmenno students and through mail
order.
Chairman Olson expressed concern about increased traffic at the site resulting from retail
sales.
Mr, Tu said that he has no interest in retail business. His main interest is in teaching and
in selling equipment to students,
MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Hsu, to close the
public hearing,
Without objection the public hearing was closed.
Commissioner Parrille expressed concern about the traffic on Live Oak Avenue. He said
that since it ,is a one way street, traffic exiting the center will not be able to make a left
hand tunl. He suggested installation of a sign warning drivers that left hand tumsare
prohibited,
Commissioner Baderian concurred, He noted that on similar projects in the past
conditions were applied requiring approval by the city traffic engineer. He said that the
same condition should apply in this case,

Mr. Kruckeberg said that the sign would ideally be in the median so it is easily visible
and that the City Engineer would have to authorize that. The City Engineer would need
to review the situation and detennine the best alternative. The staff could add a condition
requiring this.
MOTION:
It was moved by Commissioner Parrille, seconded by Commissioner Baderian, to
approve Conditional Use Pennit 06-17 as amended and as recommended by staff,
subject to the conditions in the staff report

Mr, Kruckeberg noted that the appeal period would begin upon adoption of the
Resolution, probably at the next meeting,
CONSENT ITEMS
Commissioner Baderian suggested voting on both sets of minutes together.
2. MlNUTES OF 1.,27-07 AND 3-13-07
RECOMMENDATION: Approve
Commissioner Beranek noted,that the minutes ofFeblUlllY 27 should be corrected to
retlectthat he made the motion to approve ADR 05-26 and it was seconded by
Commissioner Baderian.
MOTION:
It was moved by Commissioner Baderian, seconded by Commissioner Hsu to approve the
minutes ofFebrumy 27,2007 as corrected and the minutes of March 13,2007 as submitted.
Without objection, the minutes were approved as corrected,
MATTERS FROM CITY COUNCIL AND PLANNING COMMISSION
Chairman Olson commented on an article he received in the mail last Wednesday. He
felt the remarks about the March 19 Plamring Commission meeting were unfair and
inappropriate, He wanted to go on record as having said that the meeting was conducted
in a fair and proper manner.
Mr. Kruckeberg said that the city filed an appeal with SCAG on the RHNA numbers.
The appeal will be heard on April 27. He will present a memo from SCAG describing
the appeal process: at the next meeting,

Chairman Olson reported thai there was no Modification Committee meeting this
morning.
MATTERS FROM STAFF
Mr. Kruckeberg mentioned thai the City Council meeting on the Carusoproject will be
on cable television tomorrow night.
