Lot size: 9,280 SF Proposed 3,248 SF =35%FAR Lot Coverage: 2,772 SF=29.9% Applicant: Eric C. Tsang 440 E. Huntington Dr. Suite 356 Arcadia CA 91006 909-569-3737 MAIL@ERIC-DESIGN.COM Owners: Xiaoyan Cai 1128 Hugo Reid Dr. Arcadia CA 91007 Action: Approved with conditions: Note: The plans labeled FINAL reflect the conditions agreed upon at the hearing. Conditions: 1. The AC will be located along the west elevation within the required building envelop 2. The pitch of the roof is to be reduced to 6:12 2 2. A window on the east side is to be reduced in size. FINDINGS: 1. SITE PLANNING –The proposed project is consistent with the Site Planning Guidelines. This is a large new 2 story home and while the FAR pushes the envelop the setbacks of the second story and the rear first story exceed the setback requirements. A one story home is immediately to the east and a 2 story home is immediately to the west, The infill along Hugo Reid and around the corner along Drake has been, so far, mostly 2 story projects. 2. FORMS AND MASS– The proposed project is consistent when compared to new projects along Hugo Reid and around the corner on Drake Rd. 3. FRONTAGE CONDITIONS – The roof pitch was reduced to a 6:12 pitch lowering the height to be compatible with the two story home located immediately to the west and more compatible with the one story to the east. 4. GARAGES AND DRIVEWAY – The front facing garage is recessed. The Cape Cod architecture of the front elevation is strong enough to visually dominate instead of the garage. The driveway narrows creating a larger landscaped area to emphasize the main portion of the house. 5. ARCHITECTURAL STYLE – A consistent Cape Cod architectural style is consistent on all 4 elevations. 6. HEIGHT, BULK AND SCALE – Height, bulk and scale are mitigated by the second story and the rear elevation having setbacks greater than required. The second story has good articulation. 3 7. ROOFS – The roof pitch was lowered to a 6:12 pitch. This allows the roof to retain a characteristic of the Cape Cod style while being more consistent with the neighborhood. 8. ENTRIES – The entry follows the design guidelines and is prominent enough to provide the main focal point. 9. WINDOWS AND DOORS – The high quality wood clad windows and doors are harmonious with the overall design. 10. ARTICULATION – The articulation on the second story is very good and is commendable on the first story rear elevation. Consideration was given to the one story home to the east. 11. FAÇADE DETAILS – The proposed project is consistent with the Façade Details Guidelines. Façade treatment relevant to the style is carried out on all elevations. Detailing on the windows on all 4 facades assists in breaking up the look of large blank walls. 12. COLORS AND MATERIALS – Colors and materials are consistent with the architectural style. 13. ACCESSORY LIGHTING- Lighting is consistent with all guidelines in this section. 14. NA 15. NA 16. WALLS – The walls along the west are to remain. The neighbor to the east was satisfied with the walls as shown on the plans. 4 17. LANDSCAPE – The landscape plan is expected to meet WELO requirements. The plantings will enhance the project and the neighborhood. .In conclusion this project was found to exhibit harmony and compatibility with the neighborhood and with the objectives of the Single Family Guidelines. These Actions and Findings were made by the following ARB Members of the Santa Anita “Village” Community Association of Arcadia at a hearing held on December 16, 2021 at 7:00 PM at the Community Room of the Arcadia Police department. It was a 5-0 vote to approve the FINAL plans. You may be limited to raising only those issues and objections, which you or anyone else raises at or prior to the time of the Public Hearing. Appeals of the decision to the Planning Commission may be made in writing and delivered to Planning Services at 240 W. Huntington Drive, Arcadia, CA 91007 within 7 calendar days of the decision accompanied by a complete application packet and 12 sets of architectural plans and the appeal fee in accordance with the applicable fee schedule.
