MINUTES ARCADIA CITY l'LANNING COMMISSION Tuesday, January 9, 2007, 7:00 P.M, Arcadia City Council Chambers The Planning Commission of the City of Arcadia met in regular session on Tuesday, January 9, at 7:00 p.m., in the Arcadia Council Chambers of the City of Arcadia, at 240 W. The motion passed by voice votewitb none dissenting. SUl'PLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None TIME RESERVED FOR TH:OSE IN THE AUDIENCE WHO WISH TO ADDRESS 'J.1IE PLANNING COMMISSION ON NON-l'UBLIC HEARING MA1TERS -Five-niinute time limit per person None PUBLIC HEARING ITEMS 1. l'UBLIC HEARING TPM 06-09 223 Alice Street Kay Yoon Kay Yoon has submitted an application for a Tentative Parcel Map for a two (2) unit residential condominium subdivision. . . The staff report was presented by Associate Planner Jim Kasama. The public hearing was opened. There were no speakers. MOTION: It was moved by Commissioner Baderian, seconded by Commissioner Parrille,to close the public hearing. Without objection the public hearing was closed. MOTION: It was moved by Commissioner Beranek, seconded by Commissioner Baderian, to approve Tentative Parcel Map 06-09 as recommended by staff; subject to the conditions in the staff report. AYES: NOES: Commissioners Baderian, Beranek, Hsu, Parrille and Olson None Chairman Olson noted that there is a ten day appeal period, Appeals are to be filed by January 22 . CONSENT ITEMS 2. TM 62234 TIME,EXTENSION 161 Colorado Place CaliLand Engineering, Inc; CaliLand Engineering, Inc., has requested a one-year time extension for Tentative Map 62234 for a 78-unit senior residential condominium subdivision. RECOMMENDATION: Approve Associate Planner Kasama briefly reviewed the history of both projects (Items 2.and 3) at 161 Colorado Place. In response to questions from Commissioners Parrille and Baderian, Mr. Kasama explained that the project had previously been approved by the City Council but that changes and enhancements in the design resulted in unavoidable delays, hence the request for an additional one-year time extension. Mr. Kasama further noted that the ownership of the project has also changed. PC MINUTES (.9.()7 Page 2 . 3. CUP 04-14/ADR03-40 TIME EXTENSION 161 Colorado Place Tony Mendoza . Tony Mendoza has requested a second one-year time extension for Conditional Use Permit 04- 14 and Architectural Design Review 03-40 for a 78-unit senior residential condominium project. RECOMMENDATION: Approve 4. RESOLUTION 1752 AResolution ofthePIanning Commission of the City of Arcadia, California, approving Conditional Use Permit 06-121 ADR 06-27 to permit the enclosure of an existing patio dining area to enlarge the food preparation and service area, and to amend the conditions of approval of CUP 97-3 that allowed the patio dining,area, There is a five working day appeal period after the adoption of the Resolution, Appeals are to be filed by January 16. 5. MINUTES OF 12-12-06 RECOMMENDATION: Approve MOTION: It was moved by Commissioner Baderian, seconded by Commissioner Parrille to approve ConsentIterns 2 through 5. AND PLANNING COMMISSION Chairman Olson noticed a Boy Scout in the audience and invited him to address the Commission. Peter Loomis of Troop 147 told the Commissioners he was attending the meeting to fulfill a requirement of the Citizenship in the Community Merit Badge. Councilman Amundson spokein reply to Commissioner Beranek's question at the previous Planning Commission meeting, on the Southern California Council of Governments. He reported on several items related to recent activities and issues being addressed bytbe COG. MODIFICATION COMMI1TEE MEETING ACTIONS Chairman Olson reviewed the action of the Modification Committee earlier today. PC MINtITES 1,9~7 Page 3 MAtTERS FROMS"- . Community Development Administrator Kruckeberg confirmed that the Commissioners would be presented with a report on the parking situation related to CUP 06c12/ADR 06- 27 (Arcadia Garden Cafe) in about six months after operation of the new building. Mr, Kruckeberg announced that in the future, installation of wireless facilities on city property will require a Conditional Use Permit so that residents will have an opportunity to comment on the proposed projectS'at a public hearing. He also told the Commissioners that a group of students from CaI Poly-Pomona would be working on a survey of multi- family and commercial and industrial properties in the city. He reminded the Commissioners'that they can expect to receive more material on the Caruso and Westfield projects and finally, that he hoped to see aU of them at-the Commissioners dinner on Thursday. In reply to questions from the Commissioners, Mr. Kruckeberg reviewed the format for the upcoming Caruso meetings, He confirmed that the format had been researched and approved by the City Attorney and that the Commissioners'will provide a recommendation to the City Council.
