The Planning Commission of the City of Arcadia met in regular session on Tuesday, May 13,
2008 at 7:00 p.rn., in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive,
with Chairman Baderian presiding.

MOTION:
It was moved by Commissioner Parrille, seconded by Commissioner Hsu, to excuse
Commissioner Beranek from tonight's meeting. The motion passed by voice vote with
none dissenting.

Commissioners.

The applicant is requesting approval to operate a.convenience store (d.b.a. Famima!!)
24 hours a day, 7 days a week with the sales of alcoholic beverages for off-premises
consumption.
The staff report was presented by Assistant Planner Jennifer Turcios. She added that
condition numbers I and 2 should be revised to say "may" instead of "shall" as requested
by the City Attorney.
Commissioner Hsu asked if Farnirna is a chain store and if all of them are open 24 hours.
Ms. Turcios confirmed that jt is arid they want all of them to be open.24 houts,
Commissioner Parrille asked if the Police Department had voiced any objections to the
sale of alcohol at this site. Ms. Turcios said that the Police Department had no record of
any unusual activity or incidents at the site and therefore had no objections.
Commissioner Hsu asked if the mini-mart across the street at the Chevron Station,is a 24
hour operation and if they sell alcohol. Ms. Turcios confirmed that they are open around
the clock and they do sell alcohol.
Public hearing was opened by Chairman Baderian.
Mr, Brett Engstrom representing the applicant, 'said that Farnirna is a large international
chain based in Asia, They are just beginning to move into the US and have about ten
stores in California. Their business plan stresses uniformity, Mr, Engstrom said that they
expect less than 5% of their sales will include beer and wine products and that Famima is
not a liquor store, but a specialty store, He pointed out the ample parking at the site and
said that the applicant will conform to all the conditions listed in the staff report.
No one spoke in opposition,
MOTION:
It was moved by Commissioner Parrille, seconded by Commissioner Hsu to close the
public hearing.
Without objection the public hearing was closed.
MOTION:
It was moved by Commissioner Hsu, seconded by Commissioner Parrille, to approve
Conditional Use Permit No. 08-02 subject to the conditions in the staff report with the
amendments requested by the City Attorney, and to direct staff to prepare a Resolution
for adoption at the next Commission meeting.

The applicant is requesting a one-year extension for a 6-unit residential condominium
conversion,
Assistant Planner Sleven Lee briefly described the project and explained that it was
approved on May 9, 2006 for two years and will expire on May 20, 2008. Mr, Lee
explained that the applicant has requested a one year extension which the Code allows
and that staff has no objection,
Chairman Baderian asked ifthere'js a,limit to the numberofwnes the applicant can
request a time extension. Mr. Lee explained that the Code allows for a maximum
extension of twelve months and if the applicant still needs:moretime it will be necessary
to r~apply.

year time extension for Tentative Tract Map No. 64330,

MAITERS FROM CITY COUNCIL AND PLANNING COMMISSION
Chairman Baderian introduced Councilman Kovacic who gave a brief description of his
background and experience with the-City as well as his role as City Council liaiSon to the
Planning Commission,
Mr. Kovacic described some ofthe events and activities that the city has recently
conducted, such as the April291b joint meeting oftlie City COuncil and the Board of
Education, Mayor Segal's Breakfast of Champions, the May 300 Community Bike Ride,
and LawDay on May 10th. He complimented the Police Departmentand Parks and
Recreation Department for their performance in the Bike Ride, and he mentioned that on
May 31 st, the Police Department will have their Open House and Safety Faire.
Mr, Kovacic told the Commissioners about the discussion of the placement of cell towers
at the last Council meeting, He indicated that the issue is not yet fully resolved.
Mr. Kovacic advised the Commissioners thattbe lease has expired at the Par 3 Golf
Course and the CoUncil is reviewing vllrious proposals. He added that the KARE Youth
League has expressed interest in purchasing a portion of the golf course property adjacent
to their facilities.
Chairman Baderian noted that the golf course is on city-owned land as opposed to
dedicated parkland which cannot be sold. Mr, Kruckeberg confirmed this and that the
land can be sold,
MODIFICATION COMMITTEE MEETING ACTIONS
Commissioner Parrille reported that the Modification Committee approved MC 08-12 for
Dave Olson's project which was previously approved in 2005, but delays resulted in the
expiration of the approval. Mr, Olson says the project should be completed in July.
FURTHER MAITERS FROM STAFF
Mr. Ka'l"malistedsomeofthe projects coming up and noted that the June 24 meeting
may be cancelled because of a conflict with a special City Council meeting.
Mr. Kovacic said that the CEQA lawsuit on the Caruso project has been rescheduled to
Ma)r23.

Chairman Baderianreminded the Commissioners that General Plan Stakeholder
Interviews will be held on Friday and Monday, and he referred to the list of sample
questions that had been distributed to each Commissioner and said that this is a great
opportunity to be involved in this important process.
