The City Planning Oommission met in regular meeting With Chairman Pike presiding. PRESENT: Mr. Pike, Pippin, Sullivan, Corny-n, Watson and Talley. ABSENT: lli'. The City Planning Oommission met in regular meeting With Ohairman Pike presiding. PRESEliT: Mr. Pike, Pippin, Shaw, Sullivan, Oornyn, Klomp, Watson and ,Talley., ABSENT: J.lr. Minton, Motion by Mr. Shaw, seconded by Mr. Pippin and oarried that the minutes of the meetings of August 19 and 26 be approved ae written and mailed. Petition of John D. Ilyere requested a ohange of zone on all the lots in Tract No. 14172, located on Eighth Avenue south of Norman Avenue, from Zone R-l to Zone R-2. Motion by Mr. SUllivan, seoonded by Mr. Shaw and carried that the matter be set for 'public hearing on October 21, 1948, at 8:00 P.ll. The matter of the request of Ray and Dosha Silvey for ,permission to build on a lot on Golden West Avenue oontaining less than 7500 square feet, held over from the meeting of August 26th, was oonsidered, Uotion by lIr. Shaw, seooJUi.ed by Mr. Sullivan and carried that approval be recommended. Communication from the West Aroadia Business Assooiation, addressed to all interested parties, urged the opening of Baldwin AVG.l1U13 i'rom IIuntington Drive to Oolo1'&do Street. Motion by Mr. Sullivan, seconded by llr. Pippin and carried that this Oommi~sion would bo pleased to nttcnd any meetine on this, or any other matter. Communioation from the kest Arcadia Business Association, requested the formation of a street lighting aistrict on Ba1d~in Avenue betv!een Duarte Road and Naomi Avenue. Motion by Joh-. Shaw, seconded by lilr. Sullivan and aarried, that in the event the necessary right of way oan be acq\\ired, that e.J:lpro- ~riate action b~ taken to form the distriot as requestod. Motion by~. Santa L.nita Ave.; Mr. And Mrs. Paul S. Snyder, 1&61 N. Santa Anita Ave.; 4'ugene 11. Viingard, 1651 n. Santa Anita Ave.; and Mr, and Mrs. Fredrick J. Pierce, 1665 N. santa Anita Ave., regarding zoning matters, be held for study in the new zoning ordinanoe. Pu.rsuant to notice given, a publio hearing was held on the application of Rancho Santa Anita, Inc., requesting a permanent exception to zone olass- ificat~on on a portion of lot 1, Tract No. 949, located on Oolorado Place, for the purpose of conduoting a restaurant, cocktail lounge, coffeeshop and hotel. Mr. Grant Raymond, court reporter, was employed by the Oommiesion to report the proceedings. ~ . . . The petitioners were represented by Mr, James C. Bone, attorney. The opposition was represented by Mr. Robert H. Ahrens, attorney, NUmerous protests were registered by owners of motels in Arcadia and Monrovia, and by property owners in the vioinity. Letters of protest were read from the Westerner Hotel, Estons Santa Anita Hotel, and Santa Anita Motor Inn. Letter of protest and a protest petition were filed by Mr. Harold Packer. At the conolusion of the hear-ing, the inteeested parties requested an early dsoision. The Commission reoesSed for approximately ten minutes, and then resumed regular meeting. Motion by:Mr. Sullivan, that taking into oons:l.deration the zoning of the surrounding property, it is t~ opinion of the Planning Commission that this partioular site is best fitted for the uses requested, and the petition is reoommended for approval, subJeot to the following oonditions: 1. That oonstruotion be started within three months and oompleted within two years from the effeotive date Of any ordinanoe granting the varianoe. 2. That the petitioner made a study of the possibility of landsoaping. or the oonstruotion of a wall. to serve as a barrier to soreen this site from surrounding property, and submit the results of this study to this Commission. 3. That the improvement shall be oarried out striotly in aooordanoe with the plans submitted. Said motion was seoonded by Mr. Pippin. and oarried by the following vote: An5: Mr. Pippin, Shaw am Sullivan. lVOES: :Mr. Pike. ABSENT: Ur. Millton. ./ Tentative map of proposed Traot No. 15567, being the third unit of the Elkins property on North Santa .al.nita Avenue, was submitted for approval. Motion by Mr. Pippin. aeconded by;;:r. Show and eaniell that the map be Ileld for the next meeting. and that 1 t carry the recommendation of the CitY' Engineer and Water Superintendent. " Motion by M:r.
