The City Planning Commission met in regular meeting with Chairman
Pike presiding.
PRESENT: Mr. Anderson, Ingstad, Pike, Shaw, stoner, Sullivan,
Cornyn and :Klomp.
ABSENT: Mr. Pippin, Watson and Talley
In the absence of the secretary, Kenneth Godso, assistant engineer,
acted as secret~.
Motion by Mr. Shaw, seconded by Mr. Ingstad and carried that the
minutes of the meeting of March 3rd be approved as written and mailed.
Mr. Sullivan and Mr. Shaw reported on the request of Cec.l D.
Collins, 1415 S. Tenth Avenue, to divide a lot. Most of the lots in the
vicinity are larger, and many of the houses are being improved. The
usaple area of the lot is only about half that indicated by the dimensions,
because the rear lies in low area adjacent to the wash. Motion by Mr. Shaw,
seconded by Mr, Anderson and carried that the request be recommended for
denial.
Mr. Sullivan and Mr. Shaw reported on the request of J. A. Niemeyer,
1516-1518 Lovell Avenue, to divide a lot. In their opinion, such a
division would not be consistent with other lots in the vicinit:[. They
also reported that a poorly constructed building was being buil~ on the
lot, and recommended that the Building Inspector investigate. Motion by
Mr. Shaw, seconded by Mr. Anderson and carried that the request be
recommended for denial.
Mr. Sullivan and Mr. Shaw repor ted on t he request of J. J. Truttman,
510 W. Palm Drive. to divide his lot and sell 65 foot lots fronting on the
extension of Los Altos Avenue. They recommended that no action be taken
until this owner and others take some action to extend Los Altos Avenue to
provide reasonable access to the property, and in that event, the proposed
65 foot frontages would be inconsistent with the development to the east
on 82 foot lots. Motion by Mr, Shaw, seconded by Mr, Ingstad and carried
that the request be denied, and that the applicant be advised of the above
facts.
Communications from E. F. Earhart, 82 W. Palm Drive, and R. Payton,
84 w. Palm Drive, requested permission to divide and sell lots with 50 feet
frontages. These requests had been investigated by Mr. Anderson, Ingstad
and Stoner. Motil)n by Mr, Anderson, seconded by Mr. Sullivan and carried
that such a division would not be consistent with the balance of the
street, and that the request is recommended for denial.
In the matter of the request of Mrs. Martha Panzich, 626 W. Camino
Real, for permission to rent out a garage which had been converted into a
house, Mr. Ingstad and Mr. stoner reported that in their opinion that
there is no violation of zoning, and that the Planning Commission has no
jurisdiction. Motion by Mr. Ingstad, seconded by Mr. Sullivan and carried
that the letter bEl filed and the applicant be advised.
. In regard to item number 6 of Resolution No. 1844, being the request
of James Bone for Zone R-3 on lot 50 on Forest Avenue. Mr. Anderson
reported that the present owner of lot 39 tothe north is requesting that
his lot be removed from Zone R-3 and placed in Zone R-l. In view or this
change, it is recommended that lot 50 remain in Zone R-l. Motion by Mr.
Anderson, seconded by Mr. Shaw and carried that the request of Mr, Bone
be denied. -.

Motion by Mr. Shaw, seoonded by Mr. Sullivan and carried that Mr.
Ingstad be app.ointed as the representative of this Commission on the
Advisory Committee of the Southern California Planning Congress.
Motion by Mr. Shaw, seconded by Mr, Ingstad and carried that the
request of Kathrine L. Higginbotham to move a frozen food stand from the
northwest corner of First Avenue and Alta Street to the southwest corner
of First Avenue and Alta street be recommended for approval on a temporary
basis. Mr. Sullivan did not vote on this matter.
A resolution of the Arcadia Realty Board requesting an amendment
to Ordinance No. 742 regulating the width of lots in Zone R-l was referred
to this Commission for recommendation. Motion by Mr. Sullivan, seconded,
by Mr. Ingstad and carried that the matter be considered by the Commission
acting as a committee of the whole.
Motion by Mr. Shaw, seconded by Mr. Sullivan and carried 'that the
City Attorney be requested to draw a resolution setting forth the recommend-
ations of the Commission on the matters mentioned in Resolution No. 1844
Qf the City Council regarding the ne.w zoning ordinance.
Motion by Mr, Shaw, seconded by Mr. Sullivan and carried that the
meeting adjourn.
