The City Planning Commission met in regular meeting.

Motion by Mr. Sullivan, seconded by Mr. Anderson and carried
that the Secretary be instructed to cast 8. unanimous ballot for Mr. Pippin
for Chairman of the Commission for the coming year.
Mr. Shaw reported on the request of Mrs. J. W. Jacks, 2112 S.
Sixth Avenue, for permission to divide and sell a 50 foot lot from the
south part of her property. The average of the lots in that block of
Sixth Avenue is approximately 85 .feet frontage. Motion by Mr. Shaw,
seconded by Mr. Stoner and carried that such a division would be incon-
sistant with other lots on the street and the request be recommended .for
denial.
Communication from Mrs. Charlotte M. Mead, owner of propert-y
at 1117 and 1119 Okoboji Drive, requested that the name o.f the street be
changed to South View Road, to correspond with the street in the County
area. Motion by Mr. SUllivan, seconded by Mr. Anderson and carried that
she be requested to circulate a petition to secure a concensus of opinion
of other property owners on the street.
Final map o~ proposed Tract No. 15960, located on Altura Road,
was presented for approval. Motion by Mr. Shaw, seconded by Mr. Stoner
and carried that final approval be recommended.
Revised final map of Tract No. 14940, located on Colorado Street,
was presented, showing nine additional iots on Oxford Drive. Motion by
Mr. Sullivan, seconded by Mr. Shaw and carried that approval be recommended.
Communication from Dan Peterson, realtor, submitted tentative
map of proposed Tract No. 16091, located north of Longden Avenue and west
of'nmth Avenue, being partly in the City and partly in the County. At the
request of Mr. Peterson, the matter was held for study until next meeting.
Communication from United Parcel Service requested that the
business of Parcel Delivery be classified as a permissible use in Zone C-2,
and presented asketch of a proposed building to be located at the southeast
corAer of Santa Anita Avenue and Lucile Street. Mr. Baker, Chie.f Engineer
for United Parcel Service, and Mr. Marks, realtor, spoke in favor of the
request and explained the nature or the business. The matter was held for
the Commission to study the area and report next meeting.
The Secretary announced that Joe E. Earll had filed a petition
for a Zone Variance for the property located at the northeast corner of
Dua.rte Road and Second Avenue, and that the matter had been set for hearing
on July 7th.
Petition o.f Ted R. Hughes, Edwin H. Hamin and Eve Hamin requested
a Zone Variance to allow the erection and operation of a church on the north
one~half of lot 32, Arcadia Acreage Tract, except the North 180 feet of' the
East 160 feet thereof, located at 181~ So. Second Avenue, said land to be
purchased and used by the Mission of the Transfiguration, Arcadia. W. C.
Billig, president of the oorporation, explained the need of the church for
a building site of sufficient size to allow room for the buildings and
future expansion, and ample ol'f- street parking ar ea.

The following persons spoke in favor of the granting of the
variance:
Mrs. Adams, 1809 So. Second Ave.
Norman A. Greve, 1725 S. Second Avenue
H. C. Joneson, 1907 S. Second Avenue
Thomas H. Paul, 333 W. Camino Real, an officer of the church
Rev. Theron Wood, 50 E. Forest Avenue.
The following persons spoke in opposition to the variance:
Thomas J. Finnerty, 1720 S. Second Avenue
Mr. Wahlemnaier, 1730 S. Second Avenue
A Protest petition bearing 24 signatures was presented and filed.
Other property owners asked various questions on the subject. The main
objection centered around the traffic hazard that might be created on
Second Avenue, and the removal of the property from the tax rolls. Mr.
Sullivan expressed the idea that churches are as important as schools,
and more so than business development, and must be encouraged. Motion
by Mr. Shaw that the petition be recommended for approval, subject to
the following conditions:
1. That no church buildings shall be erected on the 51.25
foot frontage of the property on Second Avenue.
2. That in the event of a reasonable access to the property
being provided from First Avenue, or some other source, then the driveway
on the 51.25 foot strip shall be abandoned, but the church shall then have
the right to construct a residence for the minister thereon.
3. That the construction of the church buildings shall be
started within five years from the effective date of the variance.
4. That no rights of way to other property shall be granted
over the church property.
Said motion was seconded by Mr. Anderson and carried by the
following vote:
AYES: Mr. Anderson, Pippin, Shaw, Stoner and Sullivan.
NOES: None
ABSENT: Mr. Ingstad
Motion by Mr. Sullivan, seconded by Mr. Anderson and oarried
that the meeting adjourn.
