HomeMy WebLinkAboutCRC Minutes: 12-16-21CHARTER REVIEW COMMITTEE SPECIAL MEETING MINUTES Thursday, December 16, 2021 CHARTER REVIEW COMMITTEE SPECIAL MEETING CALL TO ORDER — Committee Chair Helms called the meeting to order at 10:00 a.m. in the Council Chambers Conference Room ROLL CALL OF COMMITTEE MEMBERS: PRESENT: James Helms, Jr., Sheng Chang, Anthony Leung, and Li Zhang ABSENT: Lee Kuo and Jagdeep Singh It was the consensus of the Committee that Committee Members Lee Kuo and Jagdeep Singh be excused from this meeting. 1. PUBLIC COMMENTS — None 2. REPORTS FROM STAFF LIAISONS City Manager Lazzaretto thanked the Charter Review Committee on behalf of the community and provided an overview of how important it is to modernize the Charter for the future. Mr. Lazzaretto explained that the Charter Review Committee should take careful consideration and prioritize what items are put in front of our residents. Deputy City Manager Bruckner announced that Hazel Aguilar will no longer join in the Charter Review Committee meetings as she has been promoted, and advised that Jennifer Brutus is the new Senior Management Analyst in the City Manager's Office and she will be joining the Committee for future meetings. 3. REPORTS FROM CHARTER REVIEW COMMITTEE MEMBERS — None 4. DISCUSSION ITEMS a. Special Meeting Minutes of December 10, 2021 It was moved by Vice Chair Cheng, seconded by Committee Member Leung and carried on roll call vote to approve the December 10, 2021, Meeting Minutes. AYES: Committee Members Helms, Chang, Leung, and Zhang NOES: None ABSENT: Committee Members Kuo and Singh Any writings or documents provided to a majority of the Charter Review Committee regarding any item on this agenda will be made available for public inspection at City Hall, 240 W. Huntington Drive, Arcadia, CA 91007 during normal business hours. b. Proposed Charter Amendments A motion was made by Chair Helms, and seconded by Committee Member Leung, to amend Article V of the Charter to eliminate the elected City Clerk position; however, current City Clerk Gene Glasco should be allowed finish his term through 2024. If there is a vacancy prior the end of the City Clerk's term in 2024, the professional City Clerk staff in the City Manager's Office will fill the duties of the position. AYES: Committee Members Helms, Cheng, Leung, and Zhang NOES: None ABSENT: Committee Members Kuo and Singh. Committee Members circled back to Section 401, and a discussion ensued regarding the proposed amendments to the term limits for Council Members. A motion was made by Vice Chair Cheng, and seconded by Committee Member Leung, that Council Members who are elected or appointed shall serve no more than three, four- year terms as City Council Members, which includes two years of any unexpired term. This would apply to all former and current elected or appointed Council Members. AYES: Committee Members Helms, Cheng, Leung, and Zhang NOES: None ABSENT: Committee Members Kuo and Singh. It was the consensus of the Committee to approve the staff amendments to Sections 600, 601, 602, 603, 700, 701, 702, 703, 704, 705, 706, 707, 708, and 709 It was the consensus of the Committee to circle back to Section 403 at the next Charter Review meeting on January 7, 2022. Chairperson James Helms adjourned this meeting at 11:27 a.m. to Friday, January 7, 2022, at 10:00 a.m. in the City Council Chambers Conference Room.
