The City Planning Commission met in regular meeting with Ohaiman
Pippin presiding.
PRESENT: Mr. Anderson, Pippin, Shaw, Stoner, Sullivan, Cor111'n, Xlomp, Watson
and TaUey.
ABSEriT: Mr. IJ:Jgstad.
Motion by Mr. Sullivan, seconded by Mr. Amerson and carried that the
minutes ot the meeting ot August 4th be approved as written and mailed.
Ptu.osuant to notioe given. a publio heariJ:Jg was held on the applioation
of Glenn :r.t. Dysart for a ohange of zone from Zone R-2 to Zone C-2 on a
portion of lot 6, T.raot No. 4090, 100ated at 660 W. Duarte Road. The peti-
tion was read; also letters of protest from Jane Sesser Fisher and Roger C.
Smith, and a protest petition signed by Peter D. Cuooia, M. J. Hern1ein,
Samuel H. Owens and Margaret V. Wiltse. Mr. Dysart presented the argument
in favor of the rezoning. Motion by Mr. Shaw, seconded by Mr. Stoner and
oarried that the matter be taken under consideration and that a decision
be rendered at a future date.
A letter from Ross A. Himes requested permission to amend his app1ioa-
tion for rezoning, heard by this Commission on August 4th. Mr. Cor111'n
ruled that if the app1ioation were amended, it would call for a new hearing.
J Res.aution No. 4 reoommending the denial of the applioation was read.
Motion by Mr. Sullivan that Resolution No. 4 be adopted. Said motion was
seoonded by Mr. Shaw and carried by the following vote:
An:8: Mr. Anderson, Pippin, Shaw and Sullivan.
NOES: Mr. Stoner.
ABSENT: Mr. Ingstad.
Mr. Shaw reported on the request of Katharina Lu.ng to build a seoond
dwelling at 623 W. Longden Avenue on a lot oontaining less than 15000 square
feet. As the request is to provide additional housing for members of the
famlly, and due to the faot that several lots in the vioinity already have
guest houses, motion was made by Mr. Shaw, seoonded by Mr. Anderson and
oarried thst the r6quest be reoanmended for approval.
Mr. Anderson reported on the request of Eugene R. Cooke for permission
to sell GO feet off his 115 foot lot at 1302 S. Eighth Avenue. Although
there are smaller lots on the etreet. the average is above 90 feet. Motion
by Mr. Anderson, seoonded by Mr. Stoner and carried that the request be
recommended tor denial.
Mr. Anderson reported on the re~est ot Walter Green for permission
to add kitohens to his court oottages at 111 N. Fifth Avenue. Motion by
Mr. Anderson, seoonded by Mr. Sullivan and carried that the request be
reoommended tor approval, SUbJeot to the oottages not being rented for
transient use.
Willard White requested permission to make custom-made mattresses in
Zone C-2. Th~ matter was referred to Mr. Sullivan and Mr. Anderson to
investigate. -
Mr. John W. Marshall reqllested permission to remodel a guest house
at 924 S. Sixth. Avenue. The matte!' was referred to Mr. Stoner and Mr. Shaw
to investigate.
Wayne Allen, Chief Administrative Offioer of Los Angeles Oounty, sub-
mitted for approval two moreparoe1s of land for aoquisition tor a riding
trail. Motion by Mr. Shaw, seconded by Mr. Anderson and oarried that the
aoquisition be approved, and that the Secretary be authorized to approve
any fUture paroe1s of this trail.

Psul S. Bnrkholder. representing the Olayton interests. requested
approval of an addition to the buildi.ll8 located at the southwest oorner of
Baldwin Avenue and, Duarte Road. The matter was ,referred to Mr. Sullivan.
Mr. Shaw, YJ:!. Stoner and Jlr. Anderson to investigate.
Final map of Tract Ho. 15960, located on Altara Road, was submitted for
approval. Motion by Mr. S~w. seoonded by Mr. Sullivan and carried that
:tibal approval be reoommended.
F,linal map of Traot No. 15928, looated on Jl10hlllinda Avenue south of
J Eaton's, was submitted for approval. Motion by Mr. Shaw. seoonded by Mr.
Sullivan and carried that tinal approval be reoommended.
Letter trom the City Attorney submitted a possible amendment to the
zoning ordinanoe in regard to zone variances. Motion by Mr. Shaw, seoonded
by Dr. Stoner and oarried that the matter be held for study.
Letter trom the City Clerk requested the Commission to name a member
to serve on a oommittee to investigate the various torms ot City govern-
ment. The Ohairman named Mr. Sullivan as member, and Mr. Shaw to serve as
alternate member.
The matter ot a public hearing to be held on August 24th before the
Regional Planning Oommission to oonsider the oh~ of name of Sunset
Boulevard to 1'emple CUy Boulevard was discussed. Motion by Mr. Sullivan,
seconded by Mr. Stoner and oarried that the SeoretarJ send a letter of
protest to the Commission.
The Secretary notified the Commission of the filing of an applioation
of Ranoho Seta Anita for a ZOlle variance to allow a sports center on
Huntington ])rive. and the applicatioll of Dr. David W. McLean for a zone
varianoe to allow a dental offioe at 2508 S.Santa Anita Ave#Ue. Both
applioations were set for publio hearing on September 15th.
Herbert H. Siemon, represented by William Ainley. requested permission
to make oertain alterations to the riding stable on Morlan Plaoe to allow
neoessary clearanoe tor the new bowling alley. Motion by Dr. Shaw, seoonded
by Mr. Stoner and oarried that the request be recommended for approv",
provided it in no way waives the restriotions on remodeling of non-conforming
buildings, and meets with the approval ot the building department.
