PRESENT: Mr. Anderson, Pippin, Shaw, Stoner, Sullivan, COX'llYU, IG.omp and Talley ABSENT: Mr. Ingstad and Watson Motion by Mr. Sullivan, seconded by Mr. Anderson and carried that the minutes of the meeting of September 1st be approved as written and mailed. Copy of a communication from R, M. W, Shaw to the City Council was read, requesting that his resignation as a member of the Commission be accepted immediately. Chairman Pippin announced that as the resignation had not been acted upon by the City Council, Mr. Shaw was still a member of the Commission. Copy of a communication from E, O. Ingstad to the City Council was read, tendering his resignation as a member of the Commission on account of an -in service" training course in his employment. Pursuant to notice given, a public hearing was held on the application of Dr. David W. McLean and Dr. Razel Merrick for a zone variance to allow the conduct of a dental office at 2508 So, Santa Anita Avenue. Telegram from Albert G. Case supported the application. Protest petition bearing signatures o~ seven property owners was filed by Henry Bradshaw. The Chairman announced that the matter would be taken under consideration and a decision given at a future meeting. Pursuant to notice given, a publiC hearing was held on the application of Rancho Santa Anita, Inc., for a zone variance to allow the conduct of a sports center on Huntington Drive west of Holly Avenue. Mr. Davies spoke in favor of the application, No written or verbal pX'otests were registeX'ed. The Chairman announced that the matter would be taken under consideration and a decision given at a future meeting. Communication from Nicholas Manz requested permission to address the commission relative to building a house at 535 W. Walnut Avenue on a lot 62 feet by 283 feet. The matter was referred to Mr. Anderson and Mr. Sullivan to investigate and report back. r.harles M. and Nora R. Snyder requested a change of setback from 40 feet to 26 feet on their property located at 2212 El Monte Avenue. Mr. Shaw and Mr. Anderson were appointed as a committee to investigate and report back. Petition of 7 owners representing 10 lots on the north side of La Porte Street between Santa Anita Avenue and First Avenue requested the Commission to initiate the necessary proceedings to rezone their property from Zone C-2 to Zone R-3. The matter was referred to Mr, Sullivan and Mr. Stoner to investigate. The request of Eugene R. Cooke for permission to divide and sell a 60 foot lot from his 115.62 foot lot at 1302 S. Eighth Avenue was referred back to the Commission along with signatures of 11 adjacent properties supporting the request. The matter was taken under consideration. Norman Lund, 380 W. Walnut Avenue, explained his plan to divide and sell a portion of his lot in Zone R-O, and build on the balance. The Commission informed him that they would consider a zone variance application. The request of Joseph E. Earll for a modification of his application for a zone variance at 221 E. Duarte Road was considered. Letter of I protest from W, 0, Hokanson was read, Motion by Mr. Shaw that Resolution -1- . . . No. 7 recommending the denial or the amended application be adopted. Said motion was seconded by Mr. stoner and carried by the following vote: AYES: Mr. Anderson, Pippin, Shaw, Stoner and Sullivan NOES: None ABSENT: Mr. Ingstad The Regional Planning Commission 'submitted for recommendation the tentative map of Tract No. 14341, located at Arden Drive and Olive Street. The Secretary was instructed to advise that this tract does not meet the requirements or the City, and recommend denial. The Regional Planning Commission requested that this Commission out- line the area in which it is interested in County subdivisions. The Chair- man appointed Mr. Sullivan and Mr. Anderson to meet with the Secretary and prepare a recommendation. Mr. Stoner reported on the request of Fred Dailey Associates for permis don to install a temporary building at 701 S. Firs t Avenue for display pllrposes. Motion by Mr. Sullivan, seconded by Mr. Anderson and carried that permission be recommended for one year, on condition that no racilities be connected, that the building be used only for demonstration and sales purposes, and tp~t the owner of the lot file a letter of consent with the Secretary. In the matter of the request of Glenn Dysart for a change of zone on property at 660 W. Duarte Road, letter of protest from several property owners was read. Mr. Dysart requested permission to amend his petition to request that an additional 100 feet be zoned C-2, with the rear 190 feet or the lot to be zoned for parking. Mr. Dysart agreed to a 30 day delay in the decision of the Commission. The Secretary announced that application of Joe Scalzo for a zone variance on North Third Avenue had been set for hearing on October 6th. Motion by Mr. Sullivan that Resolution No.6, I'ecommending that the opening of Seventh Avenue be delayed pending the completion of the study of the master street layout, be adopted. Said motion was seOonded by Mr. Shaw and carried by the following vote: AYES: Mr. Anderson, Pippin, Shaw, Stoner and Sullivan WOES: None ABSENT: Mr, Ingstad Motion by Mr. Shaw that Resolution No.8, recommending the deni61 of the petition or Bernard R. Nolan for a zoning variance to allow the conduct of a riding acadamy at 704 E. Longden Avenue, be adopted. Said motion was seconded by Mr, Stoner and carried by the following vote: AYES: Mr. Anderson. Pippin, Shaw, Stoner and Sullivan NOES: None ABSENT: Mr. Ingstad , ~ Pursuant to notice given, a public hearing was held on the request of Rose A, Himes and June Nancy Himes for a zone variance to allow the conduct of certain specified business use on property located Et the northwest corner of Santa Anita Avenue and Live Oak Avenue. Letters from Herbert Kalliwoda and R. V. Senior supported the application, Letter from Harold E. Jackson stated he had no objection dr certain conditions were made applicable. Letter from Mrs. Virginia Messick Objected to the variance. Protest petition was filed by the Downtown Arcadia Business Association. Verbal protest was registered by Mrs. John T. Simpson, Thomas R. Suttner, John Hallock, John Marshall, Henry Spurgeon, Walter Cunningham and Duke Westland. Motion by Mr. Shaw that the matter be considered at a public meeting within the next 30 days, and that the public meeting be the only meeting in which the matter would be considered. Said motion was seconded by Mr. Stoner and carried by the following vote: AYES: Mr. Anderson, Pippin, Shaw, Stoner and SullIvan -2- ~ .' I .. , . . Mr. Himes verbally agreed to an extension of time in the consider- ation of the tentative map of proposed Tract No. 1~o6o. Motion by Mr. Shaw that the Chairman appoint a committee to meet with City Attorney Cornyn and Councilman Klomp to make some recommendation for the procedu~e for future enforcement of the Zoning Ordinance. Said motion was seconded by Mr. Stoner and carried by the following vote: AYES: Mr. Anderson. Pippin. Shaw. Stoner and Sullivan NOES: None ABSENT: Mr. Ingstad The Chairman announced that he would give the matter some consider- ation before appointing the committee.
