HomeMy WebLinkAboutOCTOBER 6, 1949 . . Council Chamber, City Hall, Arcadia, Calif. October 6, 1949, 8:00 P. M. The City Planning Commission met in regular meeting with Chairman Pippin presiding. PRESENT: Mr. Anderson, Davis, Pippin, Robertson, Shaw, Stoner, Sullivan, Cornyn, Watson and Talley. ABSENT: Mr. Klomp. Mr. Kenneth Smith, appointed to fill the unexpired tsrm of Mr. Sullivan, effective on October 13th, sat with -jjhe Commission as an observer. Motion by Mr. Shaw, seconded by Mr. Stoner and carried that the minutes of the meeting of Se~tember 15th be approved as written and mailed, except that they shall be amended to include the remarks of Mr. Shaw concerning the amended application of Joe E. Earll ~or a zone variance, copy of said remarks to be furnished to the Secretary by Mr. Shaw. Pursuant to notice given, a publiC lwaring was held on the application of Mrs. A. Jean Lyman for a zone variance to gllow the oonduct of a nursery school at 1016 s. Baldwin Avenue. Mrs. Lyman spoke in her own behalf, re- questing that the variance be made permanent. No protests were registered. Mr. Shaw and Mr. Sullivan reported that they had examined the property and thought the request was in order. The Chairman announced that a decision would be announced at the next meeting. Pursuant to notice given, a pUblic hearing was held on the application of Joseph T. Scalzo for a zone variance to allow the conduot of an automobile upholstering and seatcover shop on N. Third Avenue. Letter from M. C. Nottingham ravoring the variance was read. Petition of protest bearing 26 signatures was read. Some of these were signatures of non property owners or of owners outside the 300 foot limit. The petitioner was represented by Attorney Ardene Boller. Verbal protests were registered by James T. o'Leary, E. H. Wright, Tony Antista, W, K. LaRoque, Henry SchaUl, Mrs. Irene Merion, and James Clark. The Chairman announced that a decision would be announced at the next meeting. Dr. David IV. McLean reqUested that consideration on his application for zone variance be delayed so that he would have the opportunity o~ submitting additional data. The request was eranted. Mr. Anderson and Mr. Sullivan reported on the re~uest of Nicholas Manz for permission to build on a lot 62 feet wide at 535 W. Walnut Avenue. They reported that or 12 property owners contacted, a majority were in favor. Motion by Mr. Anderson, seconded by Mr. Sullivan and oarried that t~e request be recommended for approval. / Mr. Shaw and Mr. Anderson reported on the request of Charles M. Snyder for a change of setback at 2212 El Monte Avenue. As this is a key lot, they recommended a step plan of setback. Motion by Mr. Shaw, seconded by Mr. Anderson and carried that this Commission recommend a change of setback from 40 feet to 30 feet. Mr. Stoner and Mr. Sullivan reported on the petition of property owners for a change of zone on La Porte Street. They found that none of the property was being used for business purposes. Motion by Mr. Stoner, seconded by Mr. Sullivan and carried that this Commission initiate the necessary proceedings to changeche zone of the above property from Zone C-2 to Zone R- 3. , Communication from Arthur A. Ahlroth, 815 N. Second Avenue, requested permission to divide and sen a lot 55 fe.et by 230 feet. Mr. Anderson re- ported that most of the other lots in the vicinity were small. Motion by Mr. Anderson, seconded by Mr. Stoner and carried that the request be reoommended for approval. Request of Harry B. Norris, 127 E. Camino Real, to divide and sell two -1- , . . to inV.,t~ lots off his property was referred to Mr. Robertson and Mr. stoner gate and report. Communication from S. Earl and Josephine R. Austin, 602 Naomi Avenue, reguested permission to construct an additional house on a lot containing 14678 square feet. The matter was referred to Mr. Davis and Mr. .\nderson. Three letters and a petition relating to the opening of Seventh Avenue were read. The Chairman announced that a definite decision in the matter would be made at the next meeting. Mr. Burkholder reported that he had been unable to reach any agreement with the lessee of the buildL~~ at the corner of Baldwin Avemle and Duarte Road. Motion by idr. Shaw that Jl{tr. Burkholder's request for permission to add to and alter the above buildins be recommended for approval, subject to the following conditions: 1. That no permit be issued, and no construction work done, unless the plans embody t~e simultaneous cutting back of the building on the Baldwin Avenue frontage. 2, That the written consent of the lessee shall accompany the application for a buildine permit. Said motion was seconded by Mr. Anderson and carried by the following vote: AYES: Mr. Anderson, Pippin, Shaw, Stoner and Sullivan. NOES: None NOT VOTING: Mr. Davis and Robertson. ,,' The matter of the request of Eu~ene R. Cooke for permission to divide and sell a 60 foot lot at 1302 S. Eighth Avenue, was referred back by the City Council for further consideration. Mr. Gooke presented a petitiC'n signed by 11 neighbors in favor of his request. Motion by Mr. Sullivan that the request be rec~romended for approval. Said motion was seconded by Mr. Shaw and carried by the following vote: AYES: Mr, Pippin, Shaw, Stoner and Sullivan. tiOES: None. Uotion by Mr. Shaw, seconded by Mr. Anderson and carried that final approval be recommended, subject to the approval of the Water Superintendent as to the water supply. Tentative map of Tract No. 13534, located North of Longden Avenue and west of Santa Anita Wash, was presented for approval. Motion by Mr. Shaw, seconded by Mr. Anderson and carried that tentative approval be recommended. The application of R~~cho Santa Anita for a zone variance wns considered. ~It was decided that a resolution should be drawn recommending the variance ~for approval, except that the roller skating rink and Children'!; 'Il1niature ~..:.miniature toyland should be denied, and that a closing time of 2 A.M. sl10uld ./: - be established. The Ohairman announced the appointment of Mr. Anderson to replace Mr. Sullivan as the Commission representative on the committee investigating various forms of city government. The application of Norman O. Lund and Errett Wilkinson for a zone variance on Holly Avenue was set for hearing on November 3rd. . The application of Ross Himes for zone variance was considered. Tentative map of Tract No. 14060, being the subdivision of Mr. Himes property at the northwest corner of Santa Anita Avenue and Live Oak Avenue J was considered. Motion by Mr. Anderson, seconded by Mr. Shaw and carried that the map be recommended for disapproval. Motion by Mr. Shaw, seconded by Mr. Stoner and carried that the Secretary contact the proper authority and request that the Pacific Electric Railway to clean its right of way between Michillinda Avenue and Holly Avenue. Motion by Mr. Sullivan, seconded by Mr. Anderson and carried that the meeting adjourn. ~3~
