The City Planning Commission met in regular meeting with Mr.
Anderson presiding as Chairman pro-tam.
PRESENT: Mr. Anderson, Davis, Knutson, Robertson, Smith,
Cornyn, Klomp, Watson and Talley.
ABSENT: Mr. Pippin and stoner.
The minutes of November 3rd in reference to the communication from
Mrs. Clark Eley regarding annexation of certain property to the City of
Arcadia were ordered amended as follows: "Motion by Mr. Smith that the
Planning Commission will be favorably inclined to consider such annex-
ation to the City of Arcadia prOVided it is recommended by the various
City Department heads. An amendment to this motion was made by Mr.
Davis as follows: To defer any action on this matter until the opinion
of the Department Heads is secured. Said motion was seconded by Mr.
Stoner and unanimously carried." With the above correction, motion was
made by,Mr. Robertson, seconded by Mr. Davis and carried that the
corrected minutes of the meeting of November 3rd be approved as written
and mailed.
Pursuant to notioe given, a publio hearing was held on the revised
petition of Glenn Dysart for a change of zone from Zone R-2 to Zone C-2
on a portion of the lot located at 660 W. Duarte Road. Letters of
protest fro~ Merrill Pick and Louis M. Hetke were read. Mr. Dysart
spoke in support of his petition. Mr. Hetke and Mr. Shafer, co-owners
of adjacent property stated that fumes from a public garage would annoy
their tenants. The Chairman announced that the matter would be taken Ullder
advisement and a report made at a future meeting, possibly the next.
Mr. Robertson reported on the request of Mr. Coke and Mr. Fox for
an equipment rental yard in Zone C-2. He reported that he had not had
enough time to give the matter athorough investigation and asked for more
time. The Chairman requested the entire Commission to investigate and
report on December 1st.

Mr. Davis reported on the request of Hilda M. Gray to divide two 47.3
foot lots on Third Avenue. He stated that the effect would not be out of
keeping with the balance of the neighborhood, as there were several amall
lots there. Motion by Mr. Davis, seconded by Mr. Robertson and carried
that the request be recommended for approval.
Mr. Smith reported on the requ~st of Wm. F. L. Smith to divide his
lot at 1127 S. Santa Anita Avenue. He r~ported that the 60 foot lots would
not be inconsistant with others in the vicinity, but that the 50 foot lot
on the corner would contain less than 7,000 square .feet, and that an
outbuilding would be very close to one of the 60 foot lots. Motion by Mr.
Smith, seconded by Mr. Davis Bnd carried that the following recommendation
be made:
1. That the two westerly 60 foot lots be recommended for approval.
2. That the 50 foot lot on the corner be recommended for denial.
3. That the easterly 60 foot lot be recommended for approval,
provided the outbuilding be moved to not less than 3 feet from the side
line of the lot, and back at least to the front setback line of the lot.

In regard to the request of Mrs. Clark E1ey for information as to
a possible annexation to the City of Aroadia. Reports were read from
the Fire Chief, Police Chief, Water Superintendent and City Engineer.
Also a report of a telephone conversation with the Superintendent of
Schools. Motion by Mr. Davis that in view of oomplications and doubtful
benefits to the residents of the territory or to the City, that the
Planning Commission does not look with favor upon the proposal. Said
motion was lost for lack of a second. After further discussion, motion
was made by Mr. Smith that the Commission would favor the proposal if
such a request is made. This motion was lost for lack of a second.
The Secretary was instructed to contact the City Clerk and get inform-
ation on the increased assessed value, increased tax revenue, and
increased expenditures for police, street maintenance, water expense,
school costs, etc. Mr. John Herman, 829 N. Golden West Avenue, asked
I that the territory under consideration be extended to include from Duarte
\ Road to Garibaldi Avenue and from Baldwin Avenue to Oak Avenue.
Tentative map of Tract No. 14665. located between Second Avenue and
Sixth Avenue and north of Longden Avenue was held for study.

of Santa Anita Ayenue and Sierra Madre Boulevard was held for study.

on December 1st.
In regard to the zone variance application of Norman O. Lund and
Errett Wilkinson on Holly Avenue, Mr. Robertson stated that in his
opinion it was not to the best interests of the Oity to break up the H-O
zoning. Mr. Smith recommended that if the owners had too much property,
new streets should be opened for orderly subdivision. Motion by Mr.
Robertson that a resolution be drawn recommending the denial of the
petition. Said motion w as seconded by Mr. Smith and carried by the
following vote:
AYES: Mr. Anderson. Davis, Robertson and Smith.
NOES: None.
ABSENT: Mr. Pippin and Stoner.
NOT VOTING: Mr. Knutson.
Resolution No. 14 declaring the intention of the Commission to rezone
certain properties on the north side of La Porte Street between Santa
Anita Avenue and First Avenue, and setting a date for hearing, was read.
Motion by Mr. Robertson that Resolution No. 14 be adopted. Said motion
was seconded by Mr. Smith and carried by the following vote:
AYES: Mr. Anderson, DaVis, Robertson and Smith.
NOES: None
ABSENT: Mr. Pippin and Stoner.
NOT VOTING: Mr. Knutson.
William W. Mays requested that action be taken on his letter of May
18th requesting permission to build on two lots 69.58 feet wide on
Woodruff Lane. As there have been changes in the Commission, the Chair-
man appointed Mr. Robertson and Mr. Knutson to investigate and report.
The Chairman stated that the County was .considering an agreement to
permit the operation of a merry-go-round in the County Park. Motion by
Mr. Davis, seconded by Mr. Robertson and carried that a letter be sent
to the Oounty Board of Supervisors registering a formal protest against
the operation of such a project in this city.
Motion by Mr. Davis, seconded by Mr. S "th and carried that the meet-
ing adjourn.
