The City Planning Commission met in regular meeting with Mr. Anderson
presiding as Chairman pro-tem.
PRESENT: Mr. Anderson, Davis, Knutson. Robertson, Smith, Stoner,
Cornyn, Klomp, Watson and Talley
ABSENT: Mr. Pippin
Motion by Mr. Robertson, seconded by Mr. stoner and carried that the
minutes of the meeting of November l~th be approved as written and mailed.
Pursuant to notice given, a public hearing was held on the application
of the Roman Catholic 'archbishop of Los Angeles for a zone varianoe to
allow a Catholic Convent to be ereoted and used on a portion of lot 43.
Tract No. 11969, and a portion of lot 4, Tract No. 2409, located at 330
Huntington Place. Attorney Edward J. Cotter represented the applicant,
and stated that the convent would form a barrier between the school and
residential lots. Edgar N. Layton stated he had no objection to the
convent, but preferred residential use. Perry D. Kelsey. 910 Holly Avenue,
inquired about a lane east of the school. Father o'Keefe stated that the
lane would be kept open at least for the present time. The Chairman
announced that a decision would be rendered at a future meeting, probably
at the next meeting.
Pursuant to notioe given, a public hearing was held on the application
of Martin J. and Frances E. Stately. 322 Huntington Place, for a zone
variance to allow his property to be used for multiple dwelling purposes.
Attorney WilbUD Garber filed protest petitions signed by owners of 21
parcels of property. It was stated by the City Attorney that Mr. Stately
had previously pled guilty to violation of the zoning ordinance. The
Chairman announced that a decision would be rendered at a future meeting,
probably January 5, 1950.
The matter of an equipment rental yard in Zone C-2 was discussed. Mr.
Robertson stated that in his opinion, this would not be 1n keeping with
the overall plan, and would probably meet with more favor if by zone
varianoe. Motion by Mr. Robertson, seconded by Mr. Stoner and oarried
that the request as submitted be denied.
The request of Wm. W. Mays to build on and sell two lots less than
75 feet at the north end of Woodruff Lane was discussed. It was the
opinion of the Commission that the development of the area in general
and the two lots in question were not well planned. Motion by Mr.
Robertson that the application be recommended for denial. Said motion
was seconded by Mr~ Stoner and carried by the following vote:
AYES: Mr. Anderson, Davis, Knutson, Robertson, Smith and Stoner.
NOES: None
ABSENT: Mr. Pippin.
Communication from S. Earl Austin, 602 Naomi Avenue, requested
permission to divide his lot on which he had previously been granted
permission to build an additional house. Motion by Mr. Davis, seoonded
by Mr. Anderson and carried that the request be recommended for approval.
The matter of annexation of the territory bounded by Duarte Road,
Lemon Avenue, Baldwin Avenue and Sunset Boulevard was considered. Motion
by Mr. Smith that the City look favorably towards such an annexation,
should the residents of the territory see fit to prooeed.

Communication from Mr. A. H. Adams, Chainnan of the County Street
Naming Committee, suggested that the Commission meet with the Temple City
Ohamber of Commerce with a view of choosing a non-duplicated name for
Sunset Boulevard. The Secretary was instructed to notify the Ohamber of
Commerce of the Commission meeting dates, and send a copy of the letter
to Mr. Adams.
Application for Zone Variance by the Hygiene Products Company on
property lQcated at 49 N. Third Avenue was set for hearing on December
15th, 1949.
Revised tentative map of Tract No. 14552, located on Sierra Madre
Blvd. west of Santa Anita Avenue was presented. Motion by Mr. RObertson,
seconded by Mr. Smith and carried that the revised map be recommended for
approval .
Tentative map of Tract No. 14795, located at the northwest corner of
Santa Anita Avenue and Sierra Madre Boulevard was considered. Letters of
protest were read from Robert L. Pitzer and James I. Bailiff. Paul
Burkholder, agent, and Mr. Northrup of Tuttle Engineering Co. spoke in
favor of the tract. Motion by Mr. Smith that the tract be recommended
for approval. Said motion was seconded by Mr. Stoner and carried by the
following vote:
AYES: Mr. Davis, Robertson, Smith and Stoner.
NOES: None
NOT VOTING: Mr. Anderson and Knutson.
ABSENT: Mr. Pippin.
Tentative map of Tract No. 14665, located on Fourth Avenue north of
Longden Avenue was considered. Mr. Turner, Mr. Northrup and Mr. Lynan
spoke in favor of the tract. Motion by Mr. Smith, seconded by Mr. Davis
and carried that the matter be held for more time to study. Mr. Smith,
Mr. Knutson and Mr. Anderson were appointed as a committee to meet with
Mr. Turner. the owner, and discuss the tract.
Tentative map of an unn=bered tract on Seventh Avenue north of
Longden Avenue was submitted, along with a letter from G. L. Robbins and
a petition signed by 13 property owners. Motion by Mr. Robertson that
the matter be held for study. Said motion was seconded by Mr. Knutson
and carried by the following vote:
AYES: Mr. Anderson, Davis, Knutson, Robertson and Smith.
NOES: None
NOT VOTING: Mr. Stoner.
ABSENT: Mr. Pippin.
The application of Glenn Dysart for a Change of zone on property at
660 W. Duarte Road was considered. Mr. Anderson asked that the southerly
)0 feet of the property be dedicated as an alley. Motion by Mr. Stoner,
that a Resolution be drawn recommending the granting of the rezoning.
and that the City accept a dedication from Mr. Dysart for 20 feet for an
alley. Mr. Dysart to agree to join in an assessment district for the
improvement of the alley when right of way is secured from other owners.
Said motion was seconded by Mr. Davis and carried by the following vote:
AYES: Mr. Anderson, Davis, Knutson, Rooertson, Smith and Stoner.
NOES: None

Mr. Dysart agreed that if 30 feet were secured for other owners,
he would also give 30 feet.
Resolution No. 15, recommending the denial of the application for
zone variance by Norman O. Lund and J. Errett Wilkinson was read. Motion
by Mr. Robertson that said Resolution be adopted. Said motion was
seconded by Mr. Smith and carried by the following vote:

Tentative map of Tract No. 14718, located on Live Oak Avenue east of
Tenth Avenue in County territory was submitted. Motion by Mr. Anderson,
seoonded by Mr. Smith and carried that approval be recommended.
Notice of a zone hearing before the Regional Planning Commission on a
proposed change of zone on the north side of Live Oak Avenue between
Tenth Avenue and Foss Avenue was received. Mr. Anderson stated that he
would try to attend the hearing.
Motion by Mr. Anderson that the Planning Commission initiate the
necessary proceedings for the reclassification of lot 72, Tract No. 7820,
located on Forest Avenue, from Zone R-l to Zone PR-2 to permit the off-
street parking of automobiles for the use of the ohurch to be constructed
on the property adjacent on the east, under authority of Section 17 of
the Zoning Ordinanoe. Said motion was seconded by Mr. Knutson and carried
by the following vote:
AYES: Mr. Anderson, Davis, Knutson, Robertson, Smith and stoner.
NOES: None
ABSENT: Mr. Pippin.
Motion by Mr. Stoner, seconded by Mr. Smith and carried that the
meeting adjourn.
It was agreed to meet informally at 6:30 P. M. on December 15th,
next regular meeting.
